HomeMy WebLinkAbout07/19/2011 Southold Town Landmarks Preservation Commission July 2011 Meeting Minutes Date/Time: July 19, 2011, 3:00 PM Location: Conference Room, Town Hall Annex, Southold, NY Attendees: Jamie Garretson, Doug Constant, Mel Phaff, Barbara Schnitzler, Jim Grathwohl, Larry Jungblut and Damon Rallis. Don Feiler (nominee for open commissioner seat), Heather Lanza (Planning) & Mark Terry (Planning) were also in attendance. Call to Order & Approval of Minutes:  The meeting was called to order and the minutes from the June, 2011 meeting passed unanimously. Chairman’s Comments:  Jim introduced Don Feiler, Mattituck architect, as a candidate for the position left vacant by former commissioner Ron Rossi.  Jim discussed the town’s invitation to attend an upcoming town board meeting on Fisher’s Island and encouraged all commissioners to attend.  Jim introduced Heather Lanza and Mark Terry, explaining that they were in attendance to discuss elements of the town’s master plan.  Jim discussed a recent North Fork lighthouse presentation. Jamie suggested having all North Fork lighthouses landmark and Jim suggested putting a proposal in front of the town board. Everyone discussed ideas on how to preserve the properties. Old/New Business:  Don Feiler (Mattituck resident and architect) introduced himself to commission and discussed his background.  After asking if there were any other nominations for the open position (and there were none), Jim Grathwohl made a motion to approve the appointment of Don Feiler to the Landmarks Preservation Commission. The appointment was approved unanimously.  Mark Terry & Heather Lanza presented the “community character” section of the draft Mater Plan as it relates to landmark preservation. Barbara discussed initiatives for landmarked properties and the possibility of an o expedited building/planning/zoning process for landmarked properties. Mark explained that he is proposing “historic districts” in every hamlet of Southold o Town. Barbara suggested that education should also be an “objective” listed in the o community character section of the plan. Mark and Heather discussed the town’s Ben Franklin mile markers and the possibility o of funding to preserve them. Mark and Heather asked that commission members supply them with comments by o rd the July 23 deadline. July 2011 Meeting DRAFT Minutes (continued)  Jamie gave the commission an update on the search for an intern to update the town’s SPLIA list and noted that candidate Mark Tweedie was on board for the position. Jamie and Damon agreed to work toward getting everything in order for Mark to start as soon as possible.  Commissioners discussed a starting point for cataloging SPLIA properties and it was suggested that the intern start with East Marion, because of the number of historic properties and its underrepresentation on the town’s registry of historic landmarks. Jamie said that the residents of East Marion had already started their own inventory of historical properties and that he would look into their progress.  Damon discussed the status of the Peyton-Fowler-Nealz (Blake Goble) property. Commissioners have asked for a streetscape showing adjacent houses without the hedges on the referenced property. Also, they have requested renderings of all of the sides of the house visible from the street (without hedges) and any other materials necessary for a public hearing. If materials are in for review by August meeting, a September meeting could be scheduled. Damon agreed to contact the architect, Blake Gobel.  Damon informed the commission that the Zoning Board of Appeals is currently working on a code of conduct for its members. Commissioners agreed to table the discussion about a code of conduct for the LPC until the final ZBA code of conduct is written. The LPC will use that code of conduct as a model.  Regarding awards. Damon agreed to draft a letter informing property owners that their property was chosen by the LPC as an award recipient.  Damon said there has been no progress and no further communication regarding a proposed Eagle Scout project at Poquatuck Hall to rebuild a handicap ramp.
