Dear Supervisor/Mayor:
The Suffolk County Legislature shall convene a public hearing on Monday, July 20, 2015 at 10 AM in the
Rose Caracappa Auditorium located within William Rogers Building, 725 Veterans Memorial Highway,
Hauppauge, New York, to review the draft Suffolk County Comprehensive Master Plan 2035 as detailed
in IR 1493-15 (enclosed).
I am enclosing two copies of the legal notice for this public hearing. Please forward one copy to the
chairperson of your Planning Board, as well as a copy of this letter.
And for your information, the draft Framework for the Future — Suffolk County Comprehensive Master
Plan 2035 report is posted on the Legislature's website under Recent Reports. The link is below:

NOTICE OF PUBLIC HEARING
PLEASE TAKE NOTICE THAT the Suffolk County Legislature will hold a public
hearing on the proposed Suffolk County Comprehensive Master Plan 2035, pursuant to
New York General Municipal Law, Article 12-13, Section 239-d(6).
NOTICE IS FURTHER GIVEN that the County Legislature will hold the public
hearing in the Rose Y. Caracappa Auditorium of the Suffolk County Legislature, in the
William H. Rogers Legislature Building, Hauppauge, New York, on the 20th day of July,
2015, at 10:00 A.M.
It is requested that speakers prepare a written statement to submit for the record.

Introduced by Presiding Officer, on request of the County Executive
RESOLUTION NO. -2015, APPROVING AND ADOPTING THE
SUFFOLK COUNTY COMPREHENSIVE MASTER PLAN 2035
WHEREAS, Section 239-d (2) of Article 12-B of the General Municipal Law of the
State of New York authorizes the County governing body to adopt a County Comprehensive
Plan; and
WHEREAS, the Nassau -Suffolk Regional Planning Board prepared the Nassau -
Suffolk Comprehensive Development Plan in 1970, and Suffolk County adopted those portions
of this plan that pertain to Suffolk County with certain exceptions pursuant to Resolution No.
674-1971; and
WHEREAS, land use, demographic, economic development, transportation,
housing and environmental resource conditions and constraints in Suffolk County have changed
during the intervening years; and
WHEREAS, Suffolk County accepted and appropriated funding from the New
York Metropolitan Transportation Council for the preparation of the Suffolk County
Comprehensive Plan pursuant to Resolution No. 101-2013; and
WHEREAS, Resolution No. 101-2013 authorized, empowered and directed the
County Department of Economic Development and Planning to complete the Comprehensive
Plan pursuant to Section A35 -2A (1) and A35 -2A (13) of the Suffolk County Charter; and
WHEREAS, the Department of Economic Development and Planning has
prepared the Suffolk County Comprehensive Master Plan 2035 report utilizing staff resources,
private consultant expertise and input from numerous County offices and departments; and
WHEREAS, the Department of Economic Development and Planning has
solicited review comments from town planners, interested parties and Suffolk County
Legislators, and has revised the report to address their concerns; and
WHEREAS, the Suffolk County Planning Commission has reviewed this report,
conducted two public hearings and approved it for referral to the Suffolk County Legislature for
adoption; now, therefore be it
1St RESOLVED, that Suffolk County approves and adopts the Suffolk County
Comprehensive Master Plan 2035 as a general guide for future development and resource
protection in Suffolk County; and be it further
2nd RESOLVED, that Suffolk County, being the State Environmental Quality Review
Act (SEQRA) Lead Agency hereby finds and determines that the adoption of this resolution
constitutes a Type II Action pursuant to Title 6 NYCRR Part 617.5(c)(18)(20)(21)(27) as this
legislative decision involves the adoption of concurrent environmental, engineering, economic,
feasibility and other studies and preliminary planning and budgetary processes necessary to the
formulation of a proposal for action, provided those activities do not commit the agency to
commence, engage in or approve such action. As such, this Legislature has no further
responsibilities under SEQRA.
