June 22, 2015 Meeting
Called to Order: 10:08 AM by Chairman Neb Brashich.
Members Present:
Councilman Bill Ruland, Chief Martin Flatley, Frank Field, Town Engineer Jamie Richter,
Planning Director Heather Lanza, Jim Baker, Margaret Brown, Rona Smith and Tom Fox.
Minutes of May 26, 2015
After a correction noted by Jamie Richter on page 4 concerning the placement of bike racks at
the municipal parking on Love Lane, a motion to approve the minutes was made, was seconded
and was carried.
EETC Update
Neb Brashich and Heather Lanza attended the June 17th meeting. Heather was elected as
chair for the next two years. Future meetings will be held on a quarterly basis, with the next
meeting in October 2015.
The East End Supervisors & Mayors Association endorsed the EETC's work and requested that
its work be continued.
NY Metropolitan Transportation Council (NYMTC) Planning Director Gerry Bogacz made a
presentation on the Regional Transportation Plan through 2040, in which the SEEDS study was
referenced.
Among the issues discussed were:
The enhanced truck traffic proposal via the Cross Sound Ferry has been eliminated from
further consideration.
The EES&MA should be kept informed of proposed developments under the RTP.
Existing infrastructure is already overworked and creative thinking will be required for the
future. Infrastructure maintenance is a major expense foreseen under the RTP.
Land use development, particularly in Riverhead and Greenport, should be transit
oriented.
Bus shelter maintenance is also a major issue.
LIRR anticipates electrifying the Main Line from Ronkonkoma to Yaphank.
SCT will be installing GPS on its buses system-wide in 2016.
Greenport has engaged a consultant concerning parking issues in the Village.
Suffolk County Planning may be able to assist with planning for a SEEDS update.

Project Bus Stop
Additional construction details as submitted by SCDPW are awaiting NYSDOT's approval so
that the project may then be rebid. Agreement with landowners concerning site placement will
also be required.
Public Requests
Parkinq on Route 25 by Lavender Farm — East Marion
Following their meeting with the Commission on May 26th, the farm's owners reported that they
were awaiting SC's approval concerning additional parking issues. Full blooming at the farm
was reported to continue through the end of June.
Signage on Horton's Lane - Southold
The matter has been tabled, pending Highway Superintendent Orlando's report concerning the
adequacy of existing signage.
Direction Sign Request—Art-Antique Shop - Orient
The owner of the Old Orchard Farm Store on Village Lane had inquired about having a direction
sign placed at the corner of Village Lane and Route 25. It is understood that the Town Clerk's
office has no information concerning any applicable code reference concerning permitting for
those signs.
Turn Issues —Sound Ave Eastbound on to Old Sound Avenue - Mattituck
Installation of a Stop on Red sign at that location is under consideration by SCDPW.
Four-Way Stop Sign Request on Pike Street at Wickham Avenue - Mattituck
That issue has been tabled pending a request from the Mattituck-Cutchogue School District.
Suffolk County Water Authority Hydrant Request—Town-Wide
SCWA's request to the Highway Superintendent for the painting of hydrant symbols on
roadways at hydrant locations was deemed to be unwarranted.
Hamlet Discussions Questionnaire — (Tabled at Last Meeting)
Crosswalk at Southold Pharmacy—the existing crosswalk at the parking lot is adequate.
Traffic Light at CSF—the situation will not meet NYSDOT's standards for traffic control.
Mattituck - Right turn Lanes — New Suffolk Avenue at SR25—as NYSDOT has
jurisdiction within 100 feet of that intersection, a draft schematic plan should be
submitted for NYSDOT's review.
Supervisor& Town Board Requests
Parking Issues— Laurel School Buildinq — Mattituck/ Cutchogue School District
Clarification from NYSDOT concerning the Commission's request concerning parking issues
and any permitting requirements is still outstanding.
1 st Street Parking — New Suffolk
Neb reported that parking conditions remained as previously reported. Chief Flatley will
investigate the NYS V&T Law for appropriate signage prior to any ticketing enforcement.
Affected businesses will be advised accordingly

Planning Board Requests
Town Comprehensive Plan
The issuance of the Transportation & Infrastructure Chapter has been delayed until 2016.
Signage & Public Parkinq Designations and Truck Traffic Restriction — Love Lane - Mattituck
A letter from a local resident concerned signage issues related to those trucks. Jamie Richter
submitted a map drawing showing the street layout and existing signage in the vicinity. Among
the signage changes suggested for NYSDOT's consideration are amending existing signage
and the placement of new signs on SR25 lowering weight restrictions on Love Lane from 10
tons to 5 tons. Jamie will investigate signage availability and costs and he will also discuss the
signage issue further with the Supervisor.
Current Transportation Issues
Southold / Greenport Bus Shelters
SCDPW prepared additional construction details for NYSDOT's consideration and further advice
on that issue is awaited.
Orientation / Interpretive Signage Project— RBA Phase II — Project Extension in Process
A request for a non-funding extension to December 31, 2015 to NYSDOT for completion of the
matter has been submitted by the Supervisor.

The transportation commission met with the owners and their attorney Pat Moore at the
last meeting. The Chief was present for the discussion. The owners indicated they had
received verbal approval from Suffolk County to have more parking for the lavender
bloom season on PDR land. They were waiting for the written document from the
county. They indicated they would do whatever they could to mitigate parking problems,

Dear Mr. Orlando:
The Mattituck Board of Education urges you to support the placement of a (bur-way stop sign at the
corners of Wickham Avenue and Pike Street in Mattituck. This intersection has been the site of a
recent four-car accident that resulted in an overturned vehicle. Several months earlier, a student was
struck by a vehicle while entering the intersection.
s This intersection has a diagonal crosswalk making it difficult for the drivers to see a pedestrian
walking in the crosswalk as they are approaching from behind the driver's field of vision.
• This is not a common style of crosswalk making it difficult for drivers to recognize that it is a
crosswalk.
• Wickham Avenue is a highly traveled road as it provides a short transverse between Rt. 25 and
Rt. 48
• The speed limit is 55 miles per hour but cars frequently exceed the speed limit making it
difficult for cars on Pike Street to turn onto Wickham Road.
e This crosswalk is frequently used by Mattituck students as they walk to and from school.
e A crossing guard is there during peak school hours but students continue to frequent the
crosswalk during non-peak school hours.
Speeding cars coupled with a challenging crosswalk make this a difficult intersection for both
pedestrian, and cat's. A#our way stop sign and removal of the diagonal crosswalk will help to prevent
future ilccidents and provide lbr the safety--of our school children. We urge you to approve a four way
step sign at the corner of Pike Street and Wickham Avenue.

Under Town Code Section#280—85 Specific Signs
You will find the following:
(M) Tourist directional signs. Tourist-related businesses (i.e., hotel, motel, marina,
restaurant)which are located off Route 48 or 25 may have a generic eight-by-twenty-four-
inch sign on one of those roads.
According to the Building Department this is the only reference to the signs we have been
talking about.
I have also enclosed a copy of one example for what the sign must look like.
These signs must meet the requirements shown in the example and then they are to be
delivered to the Highway department and give a location or intersection of where they are to
be installed. Highway will install the signs.

Thanks Jamie, I couldn't find that code section. It seems clear from that code language that they can
have"a"sign on "one"of the two road, which means"one"to me. I guess others didn't interpret it
that way (otherwise how did Legends get so many!?).
Should be end of story if whomever administrates these signs agrees that each business gets one sign.

Neck Road Intersection
Hi Bill
Joe Park from SCDPW called to discuss the above referenced intersection.
The County indicated that the RED light already controlled a Stop for the slight right turn onto Sound
View heading into Mattituck.
However, based on our observations and concerns, they will be installing a ground mounted sign
indicating"STOP HERE ON RED".
I told him that this should be satisfactory and that we thank them for the new sign.

Hi Tom,
On the sign issue. These are the directional signs attached to street signs that say"Restaurant"
and the restaurant or other business' name with an arrow.
It would probably mention Legends, since the fact that they have something like 20 of them
brought to the forefront the question of how they get permission to attach to street signs, and how
we could control it so that they only had one or two. (Legends has signs out on Rt 48%many
miles away from their location).
I seem to recall people could just ask the Highway Dept or maybe DPW to give them one, and
they would.
I found nothing in our Town Code about it.
I thought we had brought it to the Town Board's attention and that they issued a policy,but I
found no policy on file about it.
So maybe it was dealt with informally, and I thought there might be something in our minutes
about it.

Called to Order: 10:04 AM by Jamie Richter.

Members Absent:Neb Brashich, Martin Flatley,Margaret Brown.
Minutes of July 23`'d Meeting are missing.
Changes to the Placement of Tourist-Directional Signs
Councilman Edwards discussed the current procedure for procuring these signs and
advised that some businesses in Southold Town have posted an excessive number of the
signs. He submitted a detailed proposal calling for the review and modification of the
current procedure,with the revised procedure and sign specifications to be incorporated'
in the Town Code. One of the changes would provide for the posting of a maximum of
three signs by any one business throughout the Town.
Town Orientation/Interpretive Signage Project
Councilman Edwards reported that three consulting firms had been interviewed
concerning requests for proposals covering the location, size and format of those signs.
Waren Project in Mattituck
Improved access and egress considerations were addressed and approved as presented.
The Heritage Project in Cutchogue
The Commission requested that its previous recommendations of July 30, 2007 be
included in the draft scope for an environmental impact statement to be submitted by the
developer to the,Planning Board. Specifically,an additional study covering traffic
volumes and access might be warranted.
The Planning Board's Notice of Public Scoping Meeting of August 20,2007 with
attachments was presented for further review by the Commission.
SDPW County Road 48—Roundabouts (2) and Soundview Site
The Chairman's letter of July, 30,2007 to the Suffolk County Department of Public
Works noted that the Town Engineer's Office and a DPW Traffic Division engineer met
recently with the Soundview's owners. The letter also requested that the Commission be
copied on all correspondence and meetings concerning design parameters at the
Soundview site.
The above letter also requested updates on the funding for the study covering the
proposed two roundabouts(Cox Neck Road and Westphalia Avenue)on County Road
48.
SEEDS
The August 22,2007 memo from the Chairman of the East End Transportation Council
to members of the East End Supervisors&Mayors Association forwarded his press
release of August 20,2007,which advised that eleven East End municipalities had signed
an agreement to explore regional transportation linked initiatives.
Five Towns Rural Transit
Members of that group will make a presentation to the Town Board at 9:00 AM
tomorrow,August 28,2007.
Orient Causeway Project—NYSDOT Proposal re Remaining Funding
It was suggested that any residual funds be used for improving pedestrian access to the
waterways and to ease erosion concerns at the easterly end of the causeway.
Old Business
Bridge Lane in Cutchogue-the LIRR and the NYSDOT are working on repairs for the
damaged bridge.
DOT Bridge over LIRR in Greenport—a field office has been opened in the Feather Hill
complex in Southold. Work is currently proceeding on signage and other issues.
New Business
Pete Harris advised of a traffic nuisance on Champlin Place and the Main Road in
Greenport. A service station and auto repair shop at that location has been using
Champlin Place as a parking area for vehicles in its custody. Pete provided aerial views
of the location and recommended the posting of No Parking signs for 125 feet on both
sides of that street in way of that location.
The Town's new Planning Director begins work on next Wednesday. Neb will be in
contact with the new planner.

The Commissions next meeting is scheduled for 10:00 AM on September 23,2007.

So far nothing to report - after talking to you, checked with several people and no one knows how

Hi Diane -
I am in receipt of your e-mail to which I am replying.
The Transportation Commission is an advisory body to the Supervisor and the Town Board and does
not involve itself in attending Town Board meetings unless it is asked, nor does it participate in the
granting of parking permits.
As a consultative body, no personal discussions by the commissioners are allowed. Rather, when
consulted, it is a consensus opinion that is rendered after full discussion by the Commission members.
Along with six volunteers, the Police Chief, Superintendent of Highways,Town Engineer, Planning
Director and Councilman Bill Ruland all participate in these discussions.
You may wish to send an official letter to the Commission informing them of the issues mentioned in
your e-mail - Southold Transportation Commission, P. O. Box 1179, Southold, New York 11971.
The Commission's next meeting is set for 10 am on July 27 at the Town Hall.

Transportation Comission.
I just received this email (see bottom of this email) and am forwarding it to you as well as
there is a meeting tomorrow at Town Hall tomorrow. New Suffolk Waterfront Fund
(NSWF) is requesting a permit for yet another event though they are well-acquainted with
lack of parking in our hamlet. Last year they announced in their newsletter, " . . . there
will be no more than 3 events a year . . . . to reduce the effect of the events on
our community - parking will be outside the hamlet . . ." Yet they are going to the

- any other ideas you may have re the Southold Town approved site plan for the
restaurant across the street will not be sufficient for the restaurant's needs and they will
have overflow parking (town code is not realistic in supplying enough parking spots for
customers and employees) on the street as well. Originally, ata ZBA meeting in 2013, the
NSWF said there would be parking on Louis Bacon's parcel; however, they sold that parcel
off to Mr. Bacon.

Dear Steve —
I just got tired of waiting for DOT to move.l learned that the DOT Finance
Department was only now starting to handle December 2014 payment requests—
from a 3 person shop, it is now a single person who is new, has only been
trained for 8 months and is undergoing chemo therapy.
Hence, I decided to have the Supervisor send an e-mail with a letter to Tanya
Golikova requesting officially a no-cost time extension. I also talked to her
personally on June 17 at the East End Transportation Council meeting, telling her
he was so pissed off that he was going to contact Albany!!!
Lo and behold, the Supervisor received the enclosed documentation dated June
23. Please review the reason for extension request and let me know if that is OK.

Dear Mr. Brashich:
We have completed our investigation regarding your request for the installation of a
traffic signal on Route 25 at Peconic Lane in Peconic. Our investigation included an
accident analysis, delay studies and field observations of the area.
Our accident analysis reviewed the most current three years of data available from the
Department of Motor Vehicles. Our analysis did not show a pattern of accidents that
would be correctable by the installation of a traffic signal at the subject location.
Delay studies were conducted on typical weekdays during the morning, midday and
evening peak hours. Our figures showed low hourly volumes with occasional delays.
These figures are below the criteria normally associated with the installation of a traffic
signal.
Field observations showed all existing traffic control devices to be located and
functioning properly.
We realize that the volume of traffic along Route 25 is increasing and congestion during
peak hours may create an occasional delay for some vehicles entering or exiting the
highway. However, since the results of our study did not fall within any of the
established guidelines, the installation of a traffic signal at the subject location would not
be appropriate at this time.
Traffic signals installed at locations where they are not warranted can cause an
increase in accidents and congestion.

However, during our analysis a pattern of accidents involving deer was discovered. To
address this we will be installing `Deer Crossing' warning signs on Route 25 between
Bridge Lane and South Harbor Road, for a distance of approximately 2 miles.
