A width of 36 feet shall be hereinafter known as the highway area from which all trees, brush, rocks, stumps and other obstructions shall be thoroughly cleared and all such material shall be removed from the bounds of the highway, th e remaining distance from the curb line to the prop- erty line, shall be raked and seeded with perennial rye grass and fescule mix. 8. The portion known as the highway area shall be plowed, disc -harrowed, rolled and grad- ed to a uniform surface to the longitudinal grade as shown on the final map and construction drawings. 9. Six inches of Bank Run Base Material with a gravel content of 2017o or more will be installed below the finished grade of the road section, if the existing material is not of porous nature, and shall be free of all vegetable matter. If clay is encountered, the road bed depth shall be 18" of sandy loam or 12" of bank run, existing material shall not be considered satisfactory unless there is 10% or more of gravel. 10. Where cuts and fills are necessary in order to bring the highway to the proper grade and cross sections, to cut or fill shall meet the abutting surface with a 1 on 2 slope. Where the slope or fill extends beyond the fifty feet or bounds of highway, the necessary releases, easements or deeds must be obtained from the property owner or owners. 11. Concrete curbs, storm sewers leaching basins, leaching areas and gutters, shall be installed in accordance with the requirements and under the supervision of the Superintendent of Highways, or duly appointed Construction Inspector. When leaching basins and gutters are required, the same shall be constructed as follows: a. Catch basins & leaching basins: Only inlet type basins shall be used. All basins within fifty (50) feet of each other shall be connected to each other with eighteen (18) inch corrugated pipe, or 14 inch asbestos cement pipe. b. Concrete curbs: Curbs shall be installed on all streets within the subdivision or develop- ment. All intersections shall have a curve with a radius of not less than twelve (12) feet. The dis- tance between curb faces on both sides of the hi ghway area shall be 36 feet. Curbs shall be 6 inches wide, 18 inches deep, 6 inches above road surfaces. c. Full length concrete curb on both sid es of all roads are required. Integral curb and gutter shall be installed at all intersections for at least ten (10) feet each side of the curve and at least ten (10) feet each side of a drainage inlet structure in take. Integral curb and gutter on both sides of any road having a grade of 5% or more. 12. After the highway area has been properly graded, rolled, and shaped to the approval of the Superintendent of Highways or duly appointed Construction Inspector, the thirty-six (36) foot section in the center of the highway area (hereinafter referred to as the "road section") shall be stabilized with an application of three (3) gallons of 1KC-250 (bituminous cut-back) per square yard mixed to a depth of six (6) inches in two (2) separate applications. Within two (2) months and not less than one (1) month after stabilization, the road section shall be rolled and properly prepared and an application of one-half (%2) gallon of RC -250 (bituminous cut back) per square yard shall be applied with sufficient sand to absorb the excess oil. In case of dry weather, the sub -grade shall be wet -down before the application of oil. Before the highway is accepted by the Town of Southold, the Superintendent of Highways or Construction Inspector shall examine the same and thereafter a final application of .3 gallons of RC -250 (bituminous cut back) per square yard, shall be applied and shall be covered with three eighths (3/8) inch blue stone at the rate of 20 lbs. per square yard, which shall be rolled with a roller having a minimum weight of (8) tons. Where curbs are installed, the road section shall be deemed to be the entire area within the curbs. 13. On both sides of the oiled surface or road section of the highway area, there shall be a six (6) foot shoulder which shall be graded and free from all trees, brush, rocks, .stumps, and other obstructions, and raked and seeded with a suitable grass seed mixture. a. Corrugated pipe having a minimum diameter of 18 inches extending from drainage area to bounds of highway shall be installed with clean-out boxes at the minimum of 150 ft. intervals all drainage easements to be minimum of 15' width. 14. Before any highway shall be accepted by the Town of Southold, as a town highway by dedication, the assessed value of the buildings and structures on the land on both sides of such highway (as shown on the current tax roll of the Town of Southold) shall have an assessed value of not less than forty thousand ($40,000) dollars per mile proportioned at that rate if more or less than a mile. 15. Where it is necessary to have a drainage area located beyond the fifty (50) foot bounds of the highway, fee title to such area shall be conveyed to the Town of Southold, together with ( 2 ) the necessary land to connect such area -to the bounds of the highway. Corrugated pipe having a minimum diameter of eighteen (18) inches extending from the drainage area to the bounds of the highway shall be installed with clean out boxes at 150 foot intervals. 16. Sidewalks shall be standard four foot in width, four inches thick, except in driveways where they must be not less than six inches thick. All curbs and gutters to be built to standard forms as may be directed by the Superintendent of Highways. On existing Town Highways the Town will furnish the necessary engineering, grading, fill and labor; the property owner or owners shall furnish the necessary ready mixed concrete and shall deliver such concrete to the site as directed by the Superintendent of Highways. The amount of sidewalk construction throughout the Town shall be determined by the Town Board. 17. I. Maps and Plans a. Scale map 1" to 100 ft. with 5 ft. contours extending 200 ft. outside limits of subdivision. b. Profile map for each road at a scale of 1" to 10 ft. vertical and 1" to 100 ft. horizontal, clearly and legibly printed. c. All highways shall be laid out in a "station mark" system showing elevations and per- centage of grade between station marks. All drainage pipes, drainage structures, recharge basins, etc. shall be clearly shown on both map and pro file map of each road. d. Highways shall be a minimum of 50 f eet in width and designed to the requirements of 200 feet visability on curves, depending on curve and radii as specified herewith. e. Drainage structures shall show such details as location, pipe sizes, number of rings, depth of excavation, type of leaching basins, and type of entry and cover for each. Easements for drainage facilities and for, side slope shall be shown. II. Final plans must be submitted, upon receipt of written approval and return of one (1) copy of the preliminary plan approved or approval as corrected, as follows: a. Final plans shall be to the scale of 1" to 100 ft. shoving actual distances along the high- way. b. Monuments shall be shown. c. Exact location and types of drainage structures. d. Exact location of curbing and sidewalks. e. Exact location of easements. III. Construction plans A construction plan shall be submitted fo r approval, upon return of final preliminary plan. No work on roads shall be done until approval of construction plan has been received by the Subdivider. The plans shall be at a scale of 1" to 100 ft. showing stations of roads. Points of beginning and ending of stations shall be detailed and curve design data given on the plans. The various type of curbs shall be shown on the plans, locating the limits by road station- ing. + Drainage structures shall be exactly located and details of each structure given including cover elevation, invert elevations, type of grate, frames, covers, rings, size and number, and separate details and drawings of each recharge basin, and drainage basin. Profiles shall show grades, stationing and elevations of intersections, length of vertical curves. Drainage structures including pipes, shall be shown with size, type and inverts indicated. The scale shall be 1" to 10 ft. ,vertically, 1" to 100 ft. horizontally. Borings shall be taken at every station to a depth of 4 feet to determine the type of soil pre- sent and this information shall be on the construction plans. IV. Where curbing has been waivered and not required by the Superintendent of Highways and the Planning Board a detailed drawing of the cross section of the road shall be shown. Without such curbing and detail of road, surfacing and shoulder grading must be shown. 18. Authorization to proceed with road construction work The drainage system may be installed at any time before the final grading of the roads is completed. The Superintendent's engineer shall be notified of the time of installation so that he can inspect the work while in progress. (3) When the final grading work. of roads is completed, the Superintendent shall be notified. The Superintendent's engineer will then make an analysis of the road bed material and submit a report of his findings. After the analysis of the road bed material is accepted as satisfactory in compliance with Section No. 9 of Specifications, authorization to proceed with the road work will be issued by the Superintendent ,as follows: Approval to proceed with the work of stabilizing the road bed with MC -250. The Super- intendent's engineer shall be notified when this work will be done. He shall be present on the site to observe the work during the entire operation. A record of the. quantity of oil used shall be made available to him. Approval to proceed with the work of applying the oil and sand to the road surface. The Su- perintendent's engineer shall be notified when this work will be done. He shall be present on the site to observe the work during the entire operation. Whenever in the opinion of the Superintendent of Highways he feels that for the best i interest of the Town, alterations or modifications should be made to the above specifications, rules, and regulations, such alterations or modifications may be made on the recommendation of the Su- perintendent of Highways to and with the approval of the Town Board. 20. Any work done on any highway without notifying the Superintendent of Highways or his Inspector and done with no Inspector Present will be considered unacceptable and subject to review by the Planning Board and Superintendent of Highways. 21.
