The primary purpose of this ' analysis is to establish the Town's needs for additional floor area to improve individual departmental functionality as well as Town operations overall. 1 Our investigation included direct interviews of each Town department, as well as visual assessment of the current floor area occupied by each specific department. The investigation was ' limited to Town departments located within the main Town Hall building, as well as leased space at the Feather Hill complex. ' In summary, the Town infrastructure is severely deficient in usable, occupiable floor area. As a result of this deficiency, and the need to occupy remote office space, the individual operations and inter -relationships of the various Town departments are significantly compromised. 1 1 u 1 The report that follows contains our findings as well as recommendations and options for proposed additions and alterations to Town facilities in order to solve the various space deficiencies. The content herein should be viewed as an overview of the conditions currently facing the Town as it grows to meet the needs of the increasing population. Further in depth study will be required in order to develop a specific program and budget for the necessary additions and alterations to properly address the needs of all Town departments with consideration for the present, and more importantly, vision for the future. MEMBER OF THE AMERICAN INSTITUTE OF ARCHITECTS 11 1 1 1 Obiectives and Methodology The objective of this study was to evaluate and assess the existing space allocations and functionality of the various departments within the Town of Southold infrastructure. Our evaluations included the current Town Hall facility located at 53095 Main Road, additional leased floor space located at the Flower Hill complex just east of the Town Hall building, and the Whitaker -Thompson house located at 52875 Main Road, immediately west of, and contiguous to Town Hall property as currently developed. Facilities and documents evaluated in preparing this study included the following: • Town Hall Facility • Whitaker - Thompson House (immediately west of Town Hall) • Feather Hill Facilities (additional leased area, east of Town Hall) • Departmental Surveys: Interviews were conducted with each Town Department, and existing floor space was subsequently evaluated for adequacy. • Floor Plans of the existing Town Hall Facility as prepared by James A. Richter, Town Engineer (Schematic drawings SK -1 and SK -2 were created from these drawings, are appended hereto) • Site Plans of the Current Town Hall Development as prepared by James A. The staff is comprised of three (3) full time employees handling Personnel, Payroll, and Accounts Payable issues. At present, space allowances and staffing are considered adequate. However, probable future expansion will require additional file storage space (additional 25%) and at least one (1) P/T staff member that could develop to F/T with additional future demands. The Town Comptroller expressed a desire for a Deputy Comptroller to further improve operations, however, did not feel this was a necessity at this time. Records must be maintained for a period of seven (7) years minimum, and are primarily archived within the "Vault" storage area within the cellar of Town Hall, with access to same required two to three (2-3) times monthly. Active files are kept within the department and on back-up tapes located at the Data Processing Department. Additional storage is also accommodated at the cellar level of the Feather Hill annex. Minimal access is required for the public in general. Special Needs • Secure Storage for Blank Check Stock • Acoustically controlled enclosure for check printer (current ambient noise levels during operation are a distraction to staff) • Interdepartmental Dependency to the Supervisor (for signatures and approvals) Space Summary & Recommendations The current floor area allotted to the Accounting Dept. is sufficient at present, although improvements could be made with regard to the specific layout of the department. Obviously, it would greatly improve operations to be located within Town Hall (as well as the monetary benefit of eliminating the additional rental expense). It is recommended that 1100 sq. ft. be provided for this department to allow for continued operations, and for future expansion of staff and file storage needs. r! Town of Southold - Space Study • BUILDING DEPARTMENT Page 4 The building Department is currently comprised of approx. 661 sq, ft., located within the Town Hall building. Additional Storage space of 450 sq. ft. is located within the cellar below. This department is made up of a total of eight (8) staff members including three (3) F/T clerical positions, one (1) F/T Fire Marshal/Fire Underwriter, and four (4) F/T Plan Reviewers/Building Inspectors. This department is severely undersized for current and future needs. Increased area is required to accommodate staff as well as public access and services. This would include but not be limited to proper plan review tables, larger public service counter without direct visual access to the staff, and an easy access record research area for public as well as staff use. Frequent, daily public access is required on a regular basis, and is handled by a window counter that serves the public directly from the circulation corridor. Special Needs • Better Plan Review provisions • More functional processing area for current / active building permits • Larger Public Service counter with visual screening of Building Dept. Staff • Interdepartmental Dependency to the Tax Assessor (regular) and Planning Dept. (occasional) was noted. • Isolated research area for public access to records • Own fax line and fax machine (currently using Supervisor's line) Space Summary & Recommendations As previously noted, the space allocation for the Building Department is currently one of the more severe deficiencies within Town Hall. The size and means by which the public is served requires considerable upgrade. It would be best to allow the public to enter the department from the corridor in order to be served, so that specific operations do not disturb adjacent departments. This counter should also act as a buffer for the Plans Examiners and Inspectors so that the public does not have unrestricted access to disrupt daily activities without an appointment. A section of this counter, or a nearby counter should be established for public research and review of microfilm or similar archives. [J 0 1 1 u Town of Southold - Space Study • BUILDING DEPARTMENT (cont'd) Space Summary & Recommendations (cont'd) Page 5 Plan review provisions are extremely crowded to the point of counter -productivity. Four (4) staff members currently share an area adequate for two (2) at most, with insufficient space to open sets of construction drawings for review prior to permit. It would also appear as if more than one telephone conversation at a given time would be difficult, as well as distracting to other staff members. Staffing at present is considered adequate, although a F/T counter person would allow existing clerical staff and Plans Examiners to operate without repeated disruptions throughout the day. The Building Department should be allotted a minimum of 1200 sq. ft., excluding the additional file storage space at the cellar level. The redesign should also establish new patterns for service and operations that will greatly improve productivity throughout the department. • COMMUNITY DEVELOPMENT / ENGINEERING These two (2) departments currently co -exist within 380 sq. ft. located at the Feather Hill annex. The staff is comprised of two (2) persons, one for each division. Administrative / Secretarial needs are currently accommodated by the Trustee staff located at the first floor of the Feather Hill Facility. At present, space allowances and staffing are considered adequate, although an assistant to the Engineering Dept, would greatly improve operations for that department, making it more self- sufficient rather than "farming out" work to consultants as is currently developing. Additional space for file storage would be desirable (50-100% expansion of existing), with provision for possible future staff increases as well. Public access is handled via scheduled appointments. The department is currently on the second floor of Feather Hill, without provision for handicapped access. Obviously, location within the Town Hall Complex will greatly improve operations overall. Obviously, it would greatly improve operations to be located within Town Hall (as well as the monetary benefit of eliminating the additional rental expense). It is recommended that 600 sq. ft. be provided for this department to allow for continued operations, and for future expansion of staff and file storage needs. • DATA PROCESSING Data Processing is the only remaining Town department to be located within the cellar of the Town Hall building. This in itself is the first of several issues that require modification within this department. The cellar level of the existing Town Hall should be designated for storage and mechanical equipment uses only, unless significant renovations are completed to remediate existing sub -standard conditions (proper ventilation, leaking windows, dampness, humidity, pipe leaks from above, etc.) This department occupies 1138 sq. ft. of the Town Hall cellar, with a staff of two (2) persons. The Town Computer Room is part of this floor area, having been renovated within the recent past. However, the Technical Coordinator has stated that the room is already becoming tight with the addition of new equipment to support Town operations. This equipment includes the Town's computer main frame, computer plotter, color printer, bursting machine, and data storage. Two (2) work stations and several file cabinets, including map files make up the balance of the department. One of the inherent problems of the cellar location is the moisture and humidity issues that are not conducive to a working computer environment and related paper storage. Much of the stored equipment and supplies are stored within a remote storage area in the cellar. Special Needs ' • Fire secure vault / cabinet for data storage • Larger computer room with provisions for expansion ' • Humidity controlled storage for paper and computer supply storage • Acoustically controlled enclosure for printing equipment • Interdepartmental dependency to all Town Departments due to computer integration, particularly the Tax Receiver and Tax Assessor due to computer usage ' of these departments. Space Summary & Recommendations Current floor area provisions are adequate for the operations as they presently exist. A second staff ' Town of Southold - Space Study Page 7 not anticipated for several years, if at all. The primary objective for this department would be to DATA PROCESSING (CONT"D) ' This department is responsible for the computer networking Town wide, and as such, should be centrally located, with consideration for the shared computer peripherals. In addition, this dept. ' maintains the back-up tapes and data for all Town departments, and a fire secure vault or cabinet should be provided to protect these valuable records. ' It by the Technical Coordinator was also noted that the electrical provisions building wide are not adequate for the computers and related equipment used in this day and age. Public access is not an operational requirement. Special Needs ' • Fire secure vault / cabinet for data storage • Larger computer room with provisions for expansion ' • Humidity controlled storage for paper and computer supply storage • Acoustically controlled enclosure for printing equipment • Interdepartmental dependency to all Town Departments due to computer integration, particularly the Tax Receiver and Tax Assessor due to computer usage ' of these departments. Space Summary & Recommendations Current floor area provisions are adequate for the operations as they presently exist. A second staff ' member (assistant) was recently added to the staff during the current year, and further expansion is not anticipated for several years, if at all. The primary objective for this department would be to relocate it from within the cellar floor area to a central location on the first floor of Town Hall. It is ' recommended that the floor area allotted to this department be increased slightly to allow for future therefore, 1250 ft. be computer room expansion, and approximately sq. should allocated within the new program. 1 1 1 1 1 1 1 1 1 1 1 1 Town of Southold - Space Study • HISTORIAN Page 8 The Town Historian is currently situated within the Flower Hill annex, occupying a total area of 360 sq. ft. The staff is comprised solely of the Town Historian. The current furnishings include a desk, files, and bookshelves. Most record storage is accommodated within the "Vault' within the cellar of the Town Hall building. Access to the archives is necessary several times per week, and the remote location, as well as the poor conditions for the storage of historical documents will require re-evaluation during proposed renovations. The Historian has stated that these documents would be better served if stored adjacent to her office. This is not only for improved access, but so she can personally monitor all documents and the methods with which they are stored and handled. Regular public access is required during scheduled office hours on Tuesdays and Thursdays. Special Needs • Humidity controlled storage area for historical archives • Flat files for storage of large books and maps • No Interdepartmental Dependencies • A fax machine could easily be shared with an adjacent department within the Town Hall Space Summary & Recommendations Space allocations for this department are generally sufficient, however, if archives are to be stored within the department, additional floor area will be required. Location within the primary Town Hall facility is also recommended, and as such, with improvements to the existing "Vault' environment, a secure, designated Historical Archive section could easily be established with controlled access. As a minimum, we recommend that the existing floor area be maintained, or increased to 600 sq. ft. if archive storage is provided directly within the department. Town of Southold - Space Study Page 9 • JUSTICE COURT The Justice Court offices are currently housed within a "temporary" modular structure of approximately 1364 sq. ft. that has been attached to Town Hall, immediately to the north of the ' Assembly Hall. The Assembly Hall currently serves as a multi-purpose room for court sessions as well as other Town meeting requirements. Operationally, utilizing the Assembly Hall for Court ' proceedings during Town Hall hours creates several issues that should be addressed with the proposed improvements. Security, over crowding, and disruptions to Town operations are the Furthermore, is designed, primary concerns. the current configuration poorly with normal ' operational functions such as accessing restrooms, "lunch room" access, or collecting fines and bail moneys create severe breach of security for both staff as well as legal documents and files. In ' addition, in order to pay a fine or post bail, an individual must exit the building and re-enter the modular structure from the outside entrance. The staff is comprised of three (3) Judges and six (6) Clerks. Interviews revealed the need for an additional F/T Clerk and potentially another P/T Clerk. Current space provisions will not allow for this expansion. Currently there are only two (2) Judges Chambers, with the State required Conference Room doubling as "chambers" for the third Judge. Furthermore, the Conference Room also acts as the only direct internal connection between the Town Hall and Court Room to the Judges Chambers, Court Clerk's offices, and the restrooms that serve the Court functions. This is not acceptable or functional. There are two (2) existing restrooms within the modular facility, one of which has been converted ' into a make -shift "lunch room". This restroom happens to be the handicapped accessible facility, and as a result, creates a violation of both N.Y.S. Building Code as well as A.D.A. and A.N.S.I. ' requirements for the disabled. Access should be provided directly from the Court area without compromising security. ' During Court sessions, waiting defendants spill out into the Town Hall Lobby, creating an operational disturbance as well as a security concern, particularly for the Tax Receiver's office ' which is located immediately adjacent to this area. (Significant concern during tax collection periods.) Furthermore, there is no area to hold criminals awaiting trial, or separate waiting areas that could allow opposing parties in domestic cases to maintain a comfortable distance from each ' other. 1 1 G Town of Southold - Space Study Page 10 JUSTICE COURT (cont'd) The existing Assembly Hall has a capacity of approximately 100 persons, but case loads can easily require accommodations for up to 200 persons at one time. The Court calendar has held well over two hundred (200) cases for a single day. Archive records are currently held within the "Vault" at the cellar level of Town Hall. Access is required several times per week. Vault storage is discussed in further detail within this report. It was noted during interviews that existing on-site parking provisions are inadequate, particularly on Court days. Special Needs • Total isolation from Town Hall operations • Improved internal department circulation • Improved staff security including a secure payment window (with bullet proof glass), and protected access to the department, potentially with a metal detection system • Money drawer and safe installations for the payment window • Larger waiting area for the public adjacent to the payment window • Public and Private restroom facilities for men and women located adjacent to the area that they serve • Three (3) proper Judges Chambers with restricted and secure access • Private Conference Room with restricted access (in accordance with New York State Rules of Court), complete with provisions for a standard Law Library Reference collection. • Secure holding area for criminal violators and defendants • Secure file storage room • Split waiting area to allow for separation of opposing parties while awaiting trial • Lunch Room facilities to accommodate staff as well as jurors when such cases are heard • Interdepartmental Dependencies are not critical, although some relationship to Town Hall is desirable. 1-1 11 1 Town of Southold - Space Study JUSTICE COURT (cont'd) Page 11 Space Summary & Recommendations The existing layout and operations of the Justice Court Department should be viewed as the primary component of the existing Town Hall design that requires extensive alterations to improve functionality, security, and remaining Town Hall functions as well. The "temporary" modular structure should be removed, with new Justice Offices constructed as part of a separate "wing" or facility designed to properly accommodate Court functions. The new facility could be designed as an integral, isolated part of the Town Hall, or as a remote structure within the confines of Town property. The total area required to properly accommodate this department would be approximately 2225 sq. ft. for Justice Offices and common area functions and 3000 sq. ft. for the Court Room, for a total of 5225 sq. ft., allowing for the existing archive storage to remain within the Vault area of the cellar. ' • LAND PRESERVATION The Land Preservation Department is comprised of a single staff member, occupying ' approximately 180 sq. ft. on the second floor of the Feather Hill annex. This department is currently not accessible to the disabled, and with public access required, is currently in violation of ' A.D.A. and A.N.S.I. requirements. During interviews it was indicated that there are intentions to add a P/T secretary to the department, with probable need for an additional staff member in the not too distant future. Space allocations are currently adequate for the singular staff, but with proposed future expansion, ' additional floor area will be required. Programming should allow for a plan review area for private as well as public evaluation of proposals and related documents. ' The remote location creates an operational deficiency in that regular access is required to the Planning Dept., Building Dept., Tax Assessors and the G.I.S. computer system (within Data ' Processing) located within the main Town Hall facility. Public access is required on a fairly regular basis. Town of Southold - Space Study Page 12 ' LAND PRESERVATION (cont'd) Special Needs • Larger Plan Review area • Location on the ground floor or elsewhere with proper provisions for access by the ' disabled ' • Dedicated fax line or common line located within an immediately adjacent department (currently utilizing the Accounting line) Space Summary & Recommendations ' The current configuration is adequate for operations as they currently exist, however, expansion needs can not be accommodated within existing space allocations. It is recommended that the department be relocated within the Town Hall facility, with space allocation to allow for growth totaling approximately 450 sq. ft. ' • MAINTENANCE The Building Maintenance Department is located within 212 sq. ft. of floor area within the west tside cellar of Town Hall, adjacent to the primary Mechanical Equipment Room. Additional custodial closets are provided at the first floor, with storage of maintenance items provided within ' the east side cellar, accessible only by returning to the first floor, crossing the building and returning to the cellar level. This is not the most efficient arrangement, but functions within reason ' considering the constraints currently faced by the Town. Staff is comprised of two (2) F/T Custodians, with a third on location at the remote Recreation Center. Space allowances are currently adequate to accommodate desk space, work benches, mail equipment, and file storage. ' Special Needs • Freight Elevator or lift (not currently present) ' • Relocation of maintenance supplies adjacent to the Maintenance Dept. 11 1 1 n n Town of Southold - Space Study MAINTENANCE (cont'd) Page 13 Space Summary & Recommendations The Maintenance Department is one department that can remain situated "as -is" without significant modifications. One improvement would be to designate a storage area for maintenance supplies in an area immediately adjacent to the primary floor area. Therefore, with minimal reworking of existing space allocation, the Maintenance Dept. can remain as currently configured. • PLANNING DEPARTMENT Planning is currently located within Town Hall, occupying two (2) separate office areas that are not contiguous. This configuration is, by nature, extremely inefficient. A unified department should be established as part of the proposed alterations. Total floor area is currently 570 sq. ft., with the staff secretary and staff Planners occupying two (2) adjacent offices, while the Town Planner is located down the hall within a separate, unattached office. Interviews concluded that additional clerical help is currently needed (one F/T employee), as well as the need for an "in-house" Environmental Planner, the services of which are currently outsourced. Furthermore, the space currently occupied by the staff Planners is undersized in that there are no proper provisions for site plan review and consultations with the public and professionals involved with development within the Town of Southold. Additional designated storage space of approx. 225 sq. ft. is provided at the east end cellar of Town Hall. With consideration for this future and present need, existing space allocations are inadequate to support department functions. The public is currently served via a dutch door counter (undersized) that opens onto the circulation corridor. As previously stated, the corridor should be maintained for circulation purposes only, and a service counter of sufficient size to unroll site plan drawings should be established within the department. Public access is required on a regular, daily basis. Special Needs • Improved spacial relationship between Town Planner and Staff • Conference Room common to Planners for use in meeting with public and professionals 11 1 1 �I _JI Town of Southold - Space Study Page 14 PLANNING DEPARTMENT (cont'd) Special Needs (cont'd) • Private work area for staff Planners with sufficient space for plan review • Improved service counter arrangement without occupying corridor space • Designated area for mail and application processing • Designated area for reference materials frequently used by Planners and Director • Interdepartmental Dependencies exist with the Building Dept., Assessor, Zoning Dept. and Land Preservation Space Summary & Recommendations The Planning Department is also in need of extensive renovations and expansion. Proper, private work space is necessary for the staff Planners and service to the public requires considerable enlargement and upgrade. It would be best to allow the public to enter the department from the corridor in order to be served, so that specific operations do not disturb adjacent departments. This counter should also act as a buffer for the Planners so that the public does not have unrestricted access to disrupt daily activities without an appointment. Plan review provisions are undersized, and therefore do not function efficiently. With the need for additional clerical staff, as well as the need for more space for departmental operations, the Planning Department should be allotted a minimum of 1000 sq. ft., not including the cellar storage area. The redesign should establish new patterns for service and operations that will greatly improve productivity throughout the department. • SUPERVISOR The Town Supervisor is currently situated in a space totaling 706 sq. ft. that includes the clerical staff work area, as well as two (2) private restrooms. This area also includes the Town Attorney's office, a mandatory adjacency. The department consists of the Supervisor and two (2) administrative secretaries. The Town Attorney is discussed later within this report. The Supervisor's office lacks privacy and security, and is not equipped with a dedicated Conference Room for use exclusively by the Supervisor and related staff. The Conference Room adjacent to this 1 n 1 1 1 11 1-1 Town of Southold - Space Study Page 15 SUPERVISOR (cont'd) department is the only conference room within the Town, and it is shared by all departments, which frequently leads to scheduling conflicts. In addition, a better spacial relationship is required between the Supervisor and her administrative assistant, who also requires privacy. This area should also be separate from the balance of the department. The additional clerical support staff requires improved work areas with reduced exposure to the circulation corridor and distractions associated with same. During interviews, the Supervisor stated that a more central location within the Town Hall would be preferred for this department. In addition, two (2) "transient" work stations are requested to accommodate the Councilmen and Town Board members who currently do not have an area to complete paperwork or telephone calls while in Town Hall to conduct business. There is also a potential need for additional clerical staff (two employees) to help in completing the work load currently being experienced by the department. Archive storage is currently accommodated within the Vault at the cellar level. Public access requirements are minimal, unless by scheduled appointment. Special Needs • Private Conference Room for the Supervisor as well as space to accommodate a small private meeting. ' Approximately 1500 sq. ft. minimum should be allocated for this department, with improved security measures and restricted public access. Privacy for the administrative staff will also ' improve operations of the department significantly. Designating the existing fax line for exclusive use by the Supervisor will also limit distractions to staff due to the various other departments ' currently sharing this equipment. This will also allow for confidentiality of fax documents to this ' department. ' • TAX ASESSOR ' The Assessor's Office currently occupies approximately 1000 sq. ft. within Town Hall, with an additional 150 sq. ft. of storage space in the cellar, dedicated to the department. The staff consists ' of three (3) Assessors, three (3) F/T clerical employees, one (1) P/T clerical employee, and one (1) consultant who handles deeds and mapping. There is no immediate need for additional staff, as any increase in work load could easily be accommodated by increasing the existing P/T staff to F/T. The department is considerably undersized and not operating at peak efficiency due to spacial ' constraints. Public access is mandatory and quite frequent, where the public is once again serviced via a window that opens onto the corridor, that acts as the public waiting area. Not only is this ' disruptive to neighboring departments during high periods of activity, it also is a distraction to other staff members who are not presently serving the public and are trying to accomplish non - related tasks. Furthermore, there is no place for residents to sit while waiting to see the staff members on tax related issues. This can be a significant deficiency for the many seniors in the ' Town who must wait on long lines for extended periods of time during tax time, etc. File storage and records keeping is required for a ten (10) year statute, with active files currently ' kept within undersized file areas that have restricted access due to proximity to other functions ' within the department. The balance of archives are kept within the Vault at the cellar level, which are accessed intermittently. 1 I 0 1 r - L 1 Town of Southold - Space Study Page 17 TAX ASSESSOR (cont'd) Office space provided for the Assessors is undersized, and lacking privacy since partitions do not extend to the ceiling. In addition, lighting is poor and there is no area allotted for meetings within the department. A separate Conference Room, perhaps shared with a neighboring department would benefit operations within the department significantly. Special Needs • Improved file storage (quantity and accessibility) • Enhanced public service counter with seating provisions • Private offices for Assessors • Conference Room (possibly shared with other departments) for department staff meetings • Provision of a map storage area • Interdepartmental Dependency to the Building Dept. and Receiver of Taxes (nearby, but not next to in order to keep lines separate) Space Summary & Recommendations As previously noted, the current space provisions for the Assessors Dept. is inadequate to sustain operations in an efficient and functional manner. Additional space is needed not only to improve internal department functionality, but to increase the size and configuration of the public service counter and associated waiting area. The current usage of the corridor as the public service area is inefficient and counter productive to adjacent departments and overall Town operations. The Tax Assessor's Offices should be allotted approximately 1500 sq. ft. (excluding cellar storage space) in order to improve operations significantly. • TAX RECEIVER The Receiver of Taxes is a "seasonal" department with operations that occur at two (2) specific time periods during the year, from the end of November through January, and from May through July 4`h. However, there is staff on site for several hours a day throughout the year. Town of Southold - Space Study Page 18 TAX RECEIVER (cont'd) ' This department is comprised of approx. 462 sq. ft. within the Town Hall facility, and currently is undersized for staffing during periods of operation as noted previously. Staff is comprised of six ' (6) F/T clerks during these periods, one (1) "seasonal" clerk that works P/T throughout the year, and the Receiver of Taxes. Currently, there are only four (4) workstations to accommodate the six ' (6) staff members during operational periods. Increased staffing needs can easily be accommodated by increasing the P/T position to F/T. ' File storage within the department is inadequate, and interviews established that file space should be doubled to provide proper accommodations for record storage. Archive records are stored within the Vault at the cellar level. Access to these records is rarely required. ' Public access is heavy and frequent during operation during semi-annual tax periods. The public is once again serviced via a window that opens onto the corridor, that acts as the public waiting area. ' Once again, this is viewed as disruptive to neighboring departments during high periods of activity, and also is a distraction to other staff members who are not serving the public and are trying to ' accomplish other duties. Furthermore, there is no place for residents to sit while waiting to see the staff members on tax related issues. The current ' usage of the corridor as the public service area is inefficient and counter productive to adjacent ' departments and overall Town operations. The Tax Receiver's Offices should be allotted approximately 800 sq. ft. (excluding cellar storage ' space) in order to improve operations significantly. • TOWN ATTORNEY As previously noted, the Town Attorney's office is located adjacent to and within the confines of the Town Supervisor's Office. This relationship must be maintained. ' The current space occupied by the Town Attorney and the Assistant Town Attorney is a single room of approximately 255 sq. ft. The administrative support staff is located within the "common area" that also is occupied by the Supervisor's support staff. The office is crowded, with two (2) desks placed "face to face", therefore making daily operations very difficult, and any resemblance of privacy non-existent. In fact, there are days during the week that the Assistant Town Attorney works from home so the Town Attorney can utilize the office in private. Interviews established that ' there is an immediate need for additional clerical help, as well as increasing file space by 100%. Additional file storage is located within the Vault at the cellar. Access to these records is ' infrequent. An extensive reference library is required for the Town Attorney. Many of these books and ' journals are currently kept within the office itself, but the balance are currently located within the Town Conference Room. Approximately 50 linear feet of wall shelving should be accommodated within the department so that reference materials are easily accessed. Security concerns are also ' present for this department, not unlike that of the Supervisor. Public access is fairly regular, but must be controlled and provided with an increased level of security. Special Needs • Separate but connected offices for the Town Attorney and the Assistant Town Attorney, with common access to administrative support staff • Dedicated fax line and machine to insure confidentiality of legal issues (existing unit is shared by several other departments in the Town) • Secure file room with controlled access, possibly shared with the Supervisor (increased space allocation) • Private Conference Room (shared with the Supervisor) • Additional space for probable future staff increases Space Summary & Recommendations The Town Attorney's office is severely undersized to accommodate the current operational needs of the department. Space programming for any proposed alterations should allocate a minimum of 750 sq. ft. in order to properly address the needs of the department, and improve operations considerably. • TOWN CLERK The Town Clerk's office currently occupies approximately 800 sq. ft. within the Town Hall facility. The staff is comprised of the Town Clerk and five (5) F/T clerical employees. A generous private office is provided for the Town Clerk, and the staff occupies a common work area that also serves the public through a window counter that opens to the circulation corridor which serves as the public waiting area. Our previous comments for other departments such as the Tax Assessor, Tax Receiver, etc. that also operate in this fashion apply here as well. Public access is very high, and the means by which the public is served requires considerable improvement. Each of six )6) work stations is equipped with a cash drawer, with an additional drawer provided at the service counter. A small upright vault cabinet is present to maintain minutes of current Town Board meetings as well as vital records (birth, death, marriage certificates, etc.). File space within the 1 Town of Southold - Space Study Page 21 TOWN CLERK (cont'd) ' department is inadequate, and requires a 100 % expansion to properly serve the department. Additional file storage is accommodated within the Vault at the cellar level, which happens to be the responsibility of the Town Clerk. Access to these files is on a daily basis, several times a day in order to retrieve records requested by the public or other Town Departments. A dumb waiter is ' provided for the transportation of heavy boxes to and from the cellar Vault to assist in this operation The general layout of the clerical space requires modification in order to improve efficiency. The ' public service window opens the entire department to the circulation corridor, which serves as a distraction to staff members who are not currently serving the public. A dedicated area should also ' be provided within a secure location so that the public can review Town records. ' Special Needs • Additional space and an improved layout for the Clerk pool, including some sort of ' barrier to the public service window will greatly improve operations • A private room is necessary for the transcribing of meeting minutes (current ' configuration does not allow for the required quiet area to allow for this task) • A complete Vault Room (fire and temperature controlled) would better serve the ' department in maintaining the vital records of the Town, many of which must be kept indefinitely ' • Improved public service area with an adjacent area for review of records (secure) • Increased file storage within the department for current files • Interdepartmental Dependency with the Supervisor, Town Attorney, and Councilmen ' Space Summary & Recommendations The Town Clerk should have space allocations for at least 1500 sq. ft. in order to address current ' as well as future needs. The staff is comprised of two (2) clerks and five (5) Trustees. The two (2) clerks are afforded a work station each, however, there are no provisions for the Trustees to conduct business or hold meetings when necessary. File storage within the department is currently marginal, with a 25 % expansion for same anticipated. Additional archives are maintained within the Vault at the cellar of Town Hall, with access to these records required a couple times per week. Public access is on a regular basis, and is accommodated at a service counter near the facility entrance. The Accounting Dept. is accessed through the Trustees office space. Special Needs • Work space provisions and meeting area for Trustees (currently not provided) • Additional file space • Dedicated fax line (currently shared with Accounting Dept. • Maintain service counter for public accommodations • Fire and temperature controlled storage facilities for records storage Space Summary & Recommendations The Trustees will be better served by space allocations for approximately 900 sq. ft. within the primary Town Hall building. Work space and a meeting area for Trustee usage will also greatly improve the operations of the department. • ZONING BOARD OF APPEALS The Zoning Board currently occupies approx. 338 sq. ft. within Town Hall. Staff is comprised of one (1) F/T clerical position, two (2) P/T clerical positions, one (1) P/T chairman, and four (4) board members (transient). The clerks are afforded a work station each, however, there are no provisions for the Board Members to conduct business or hold meetings when necessary. File storage within the department is currently marginal, with a 25 % expansion for same anticipated. Additional archives are maintained within the Vault at the cellar of Town Hall, with access to these records required a couple times per week. 1 1 Town of Southold - Space Study Page 23 ZONING BOARD (cont'd) The public is currently served via a dutch door counter that opens onto the circulation corridor. As previously stated, the corridor should be maintained for circulation purposes only, and a service counter of sufficient size to unroll site plan drawings should be established within the department. Future staff expansion needs can easily be accommodated by increasing P/T staff to F/T. Public access is required on a regular, daily basis. Special Needs • Provide work space for the board members to utilize at times when they are present in Town Hall • Provide meeting area for board members (this could be multi -functional space) • Improved Public access provisions with a buffer to the corridor in order to reduce latent noise intrusion into the department from the corridor • Interdepartmental Dependency to the Assessors and Town Clerk for research purposes on a daily basis Space Summary & Recommendation The Zoning Board of Appeals is in need of additional floor area to improve operations. Programming should allocate a minimum of 800 sq. ft. for this department, to include work space for board members, as well as improve access to the department and how the public is currently served. • COMMON AREAS The common areas, comprised of circulation space, restrooms, Vault storage, support functions, etc. are also in need of significant improvement in order to optimize operations. As an integral part of the Town Hall infrastructure, these areas should be considered for alterations within any program established for renovation. Restroom facilities require upgrades for conformance with current A.D.A. and A.N.S.I. requirements for accessibility for persons with disabilities. Currently, these facilities are not accessible to such persons, and fixture counts appear to be short of compliance with NYS Code requirements based on occupancy. Town of Southold - Space Study Page 24 COMMON AREAS (cont'd) ' Copy machines are currently kept within the circulation corridor, fully accessible to the public. There are two (2) machines within the Town, one at each side of the building. Copy machines ' should be restricted to use by Town employees only, and with the current configuration, this requirement is very difficult to enforce. Copy rooms should be established for this purpose, and ' could also double as general office supply closets or mail outposts. An additional 200 sq. ft. should be allocated within new programs for this purpose. ' A Lunch Room/Lounge be for by Currently there should provided use employees. are no ' provisions for same, and most departments have installed components (refrigerators, coffee for deficiency. makers, microwaves, etc.) to compensate this ' The Vault storage area is vital to the operations of the Town in that essentially every department maintains crucial records within this area, the loss of which would be devastating. However, this ' area is not constructed in a fashion that is conducive to this task. The cellar location is damp and humid, although the recent installation of Liebert air conditioning units have helped to alleviate ' these conditions considerably. Furthermore, overhead piping and utilities for the first floor above often creates situations in which leaks are damaging archives. Vault construction should contain a ' barrier from these pipe runs, or be located without same above to serve the intended purpose properly. ' The Vault is equipped with a fire sprinkler system as well as a water monitoring system intended to protect documents from damage in the event of a fire. Unfortunately, if the fire sprinkler system is ' deployed due to fire, documents will be severely damaged by water utilized to control the fire. A dry system of fire suppression should be considered. The Liebert air conditioning units installed ' within the Vault and adjacent storage area within the past year will definitely improve the climate control provisions necessary to maintain archives in good order. • GENERAL BUILDING CONDITIONS ' The general condition of the Town Hall facility overall is in need of extensive renovations. Major components of the building envelope (such as roofing, siding, windows, etc.) are in need of ' considerable repairs and replacement. It was noted during our facility review that existing aluminum siding is degenerating in areas, and we are informed that existing windows are currently being Town of Southold - Space Study GENERAL BUILDING CONDITIONS (cont'd) Page 25 replaced on an as -needed basis. Furthermore, the shingle roofing and gutter system appear to be original, and require complete replacement to avoid future complications due to failure. Although an evaluation by a mechanical engineer was not conducted as part of this survey, mechanical systems are considered antiquated, and approaching the end of their useful life expectancy. The type of systems in place are not the most efficient for a facility of this kind, and differential heating and cooling needs are not easily accommodated. Central package air conditioning and forced air heating units should be installed to service the entire facility. Hot water is currently provided by two (2) six gallon electric hot water heaters. These units are grossly undersized for a facility of this kind and should be replaced with new units to better provide the hot water needs for the Town Hall. Any additions and alterations to the existing facility will require upgrade to the existing sanitary systems currently in place. Reportedly, there are two (2) existing installations that presently require on-going maintenance due to the size and age of their components. The electrical service to the facility is grossly undersized for a Town Hall facility, and may, in fact, be the original 400 amps installed when the building was originally constructed. With the electrical requirements necessary for modern office equipment and computers, this service must be upgraded to accommodate daily operations. During interviews, several departments commented on the fact that power provisions throughout the facility are inadequate. It was also noted that isolated circuitry has not been installed to provide power to computer equipment and peripherals. These concerns need to be addressed as part of the proposed renovations. Plumbing installations at the ceiling of the cellar level to serve the first floor above are also a subject of contention. Leaks, sweating, and other inherent plumbing problems have rendered the cellar level almost unusable for all practical purposes. This should be addressed in depth prior to commencing with any renovations, as modifications to same are likely. An in depth evaluation of existing mechanical systems should be conducted as part of the next phase of this redevelopment so that more precise needs and proposals can be established. On-site parking is considered marginal, as during periods of high activity (ie. Court days, Town meetings, etc.), parking has been found to be inadequate. Furthermore, provisions for handicapped parking should be re-evaluated for quantity and location during this time as well. ' • SPACE SUMMARY Initial analysis of the current Town Hall facilities indicates that there is a significant shortage of ' floor area to sustain the operations of the Town as they currently exist. The existing Town Hall facility is comprised of approximately 11, 350 sq. ft. (gross) on the first floor, with an additional 7800 sq. ft. available at the cellar level. However, without significant modifications to the cellar ' area as it currently exists, it should be allocated for storage and related purposed only. As such, the available floor area for renovation and alterations should be established at an approximate gross ' value of 11, 350 sq. ft. The space summary tabulation that follows substantiates an estimated floor area requirement of approximately 24,000 sq. ft., 12, 650 sq. ft. short of the "optimum area" with ' out consideration for the redevelopment of the existing cellar floor area for departmental use. Town of Southold - Space Study Page 28 Developmental Options • The Whitaker — Thompson House Originally acquired by the Town in order to redevelop the parcel for the proposed Town Hall expansion, this structure has been the subject of extensive debate with regard to its historical significance and relative fate within the scheme of redevelopment. Based on information presented to this office with regard to the overall condition of the structure, extensive repairs and modifications will be necessary in order to restore it to occupiable condition. The structure not only suffers from the effects of age, there is documented termite damage with infestation noted in an October of 1996 inspection report. Structural elements are damaged and approaching failure, with the overall condition of the structure considered extremely poor. In order to renovate, restore and redevelop this structure for adaptive re -use by Town Government, extensive alterations will be required. Structural systems will have to be upgraded or replaced to sustain the design loads required for the occupancy, as well as t remedy existing defects in same. It appears as if very little of the original interior layout is as originally constructed, and at one time, the structure was utilized for three (3) apartments. If restoration is to include interior configuration as well, adaptive re -use will be further restricted. A preliminary budget to restore the structure was prepared by John M. Collins, dated October 12, 2000. This estimate established a cost to restore the building at approximately $256,000.00, inclusive of design fees and related soft costs. Apparently, this estimate was not prepared for the adaptive re -use of the facility for Town Hall functions, and is therefore not accurate for the purposes of establishing costs for this specific purpose. Furthermore, the budgetary numbers assigned to this level of alteration are considered low, and should be somewhere in the $400,000.00 range. If renovations are undertaken in order to adapt the structure for Town Hall use, the budget values should be increased to at least $500,000.00. It is our opinion that the structure does not warrant renovation for use by the Town, as the dollars required to complete same would be better allocated elsewhere. If the Historical significance of the house is of concern to the Historic Preservation Commission, arrangements should be made to relocate the structure to a new location for restoration as a museum or Historical Society facility. Town of Southold - Space Study Whitaker — Thompson House (cont'd) Page 29 Unfortunately, the real estate on which this building resides is too valuable to the enhancement of Town Government functions to maintain the structure in its current location. In addition, the costs to complete this effort exceed the value of the floor space it will provide for Town Hall functions. • New Buildings & Additions ' The site sketch (SK -3) appended hereto indicates two (2) potential development areas. Area "A" is the Whitaker — Thompson" parcel immediately west of Town Hall, and Area `B" is the flag parcel ' located in the northeast corner of the Town land. Considering that interior alterations will be ' required throughout the existing Town Hall as it currently exists (including utility and mechanical infrastructure), there are essentially two (2) options available to the Town. These options are ' considered to be the upper conservative extreme established to address all the needs of the Town. Both options include the removal of the existing modular construction currently housing the Justice Court offices. Option No. 1 Construct a separate court facility building of approximately 6000 sq. ft. on Development Area "B", with additions to (approx. 4500 sq. ft.) and alterations / renovations completed within the existing Town Hall to accommodate Town departments. Redevelopment of site area to maximize parking should also be part of the project scope. Preliminary budgetary figures for this scheme are estimated at $1,320,000.00 for the Court Facility (considering generic finishes, and standard construction), and approximately $1,000,000.00 dollars for additions and $ 1,500,000.00 for alterations and renovations to the existing facility, for a total of $3,920,000.00. Option No. 2 Relocate or demolish the Whitaker -Thompson house and construct and addition to the west side of the existing Town Hall. This addition could be designed as a two story structure to maximize the cost efficiency of the addition if considered desirable. The addition would be comprised of approximately 10,000 sq. ft., and once again, would include alterations / renovations completed within the existing Town Hall to accommodate Town departments. Preliminary budgetary figures ' for this scheme are estimated at $2,000,000.00 for the addition (considering generic finishes, and standard construction), and $1,500,000.00 for alterations and renovations to the existing Town Hall ' building, for a total of $3,500,000.00. Town of Southold - Space Study Page 31 • CONCLUSION ' It is obvious that the Town of Southold facilities are in need of extensive renovation as well as expansion. Most of the departments are significantly under -sized and therefore, are less efficient ' than they could be. The lack of space has necessitated the lease of additional floor area in a remote location to house several Town Departments. This arrangement is not only undesirable, but inefficient and costly. Many of the concerns facing the Town directly effect the health, welfare, and safety of the Town ' Hall be intent improve occupants, and should considered with serious to not only the work ' environment, but significantly increase the efficiency of operations as they currently exist. Many of the current conditions do not comply with applicable regulations and code standards. ' The concepts presented within this report should be considered preliminary and therefore, subject to further study and evaluation within the next phase of the project. Area allowances for each department have been established based on personal interviews and evaluations of existing conditions within all departments. Therefore, proposed area requirements should be viewed as the ' "upper end" of requirements, with reductions in same possible in order to bring the project within the budget constraints of the Town, which have yet to be determined.
