I
Introduction
' This report presents the results of a detailed interview survey performed by Dunn Engineering Associates
of customers of the existing Shelter Island North Ferry. This service which operates between Shelter
Island Heights on the north side of Shelter Island and the Village of Greenport, in the Towns of Southold
' and Shelter Island, Suffolk County, New York.
' This survey was conducted during June, July, August and September of 1997. The following sections
describe the results of this effort.
Survey Methodology
' As stated, the survey was conducted during the months of June, July, August and September of 1997.
In order to obtain a comprehensive sample of both weekday and weekend activity, interviews were
conducted on one Tuesday, Thursday, Friday, Saturday and Sunday of each month. The interviews were
conducted on June 6, 7, 8, 10 and 12; July 15, 17, 18, 19 and 30; August 12, 14, 15, 16 and 17; and
' September 16, 18, 19, 20 and 21. The hours of the survey were as follows:
Tuesday
12:00 Noon - 8:00 P.M.
' Thursday
7:00 A.M. - 3:00 P.M.
Friday
2:00 P.M. - 10:00 P.M.
Saturday
8:00 A.M. - 4:00 P.M.
Sunday
12:00 Noon - 8:00 P.M.
' During the June effort, on Friday, Saturday and Sunday, data collectors were stationed on the Greenport
and Shelter Island sides, and an additional data collector was assigned to assist when queues developed
' or when arrival patterns made it difficult for one interviewer to achieve maximum coverage. However,
it proved ineffective to get acceptable coverage using this technique, so for the Tuesday and Thursday
study periods, one data collector was stationed on each of three boats, while the fourth boat was not
covered. Observations indicated that this methodology made most efficient use of the three data
collectors available. During the peak Summer and Fall efforts (July, August and September), four data
collectors were utilized so that each boat was covered.
' Two eight question survey forms were developed, one for Greenport to Shelter Island (inbound) trips,
and one for Shelter Island to Greenport (outbound) trips. The questionnaires differed only in the wording
' of the first two questions, which were used to determine origins and destinations of the fares. The
balance of the questions on each form were identical. Copies of the forms are presented as Figures 1 and
2. A separate form was completed for each interview.

IResults Summary
' A total of 12,941 interviews were conducted. The data obtained through the survey effort were reduced
and coded, and the results were input into a computer database. This database was then utilized to
determine travel, usage and fare patterns of the survey population. The data were aggregated into
' "summer" season and "shoulder" season categories. The "season" category included July and August
data, and the "shoulder" category included June and September data. Within these two categories, the
' data were divided into "weekday" and "weekend" responses. Weekday included information from
Tuesdays and Thursdays, and weekend included Friday, Saturday and Sunday data.
' Table 1 presents the number of interviews conducted for each of these categories.

Origins and destinations of survey respondents were recorded by zip code. Same day round trips had the
same origins and destinations. All other trip types were assigned an origin and a destination for the trip
being taken which included that ride on the North Ferry. In other words, a respondent vacationing on
Shelter Island who was taking a day -trip off Shelter Island would have Shelter Island as the origin and
destination of that trip. If, however, the ferry ride was part of their return trip to home, their origin would
be Shelter Island and their destination would be their home zip code. Similarly, day trips to Shelter
Island have their location of origin as both origin and destination.
Origins and destinations were grouped into geographic locations as follows:
1. Shelter Island
2. Southold, including Greenport
3. New England
4. Nassau County and west, including New York City and New Jersey
5. South Shore, west including Babylon, Islip and Brookhaven Towns
6. North Shore, west including Smithtown, Huntington and Riverhead Towns
7. South Fork, including Southampton and East Hampton Towns
8. Other, or not stated
The origins and destination of the survey respondents are presented in Tables 2 through 9, by season, day
of week, and direction of travel on the ferry. Shoulder season represents June and September, summer
season represents July and August.
Details of the origins and destinations of the entire study population are presented in the Appendix of this
report.

Trip and Ticket Type
Tables 10 and 11 present a summary of the nature of the trips taken by the survey respondents, either as
same-day, one-way trips or round trips for the inbound and outbound trips, respectively. Also presented
is the type of ticket used to pay for the specific trip.
As can be seen, the percentage of same day round trips is considerably higher during the weekday study
hours than during the weekend. Although this difference is noted throughout the summer and shoulder
seasons and on both inbound and outbound trips, it is more pronounced during the shoulder season, most
likely due to the fact that fewer recreational trips take place during the shoulder season.
During the shoulder season, this difference becomes more pronounced, as the number of recreational trips
decrease with the seasonal population, and their contribution to the overall survey population decreases.
It is noted that Table 10 indicates a high number of weekend shoulder riders used a round trip ticket for
a one-way trip. This was traced to the June Friday time period, when 79 of 196 respondents reported this
combination. Review of the survey forms indicated no error is coding occurred. Potentially, this
anomaly would be related to an inconsistency in rate structure which might encourage some commuters
to use a lower priced round trip ticket for this trip. This is consistent with a large percentage of the
weekday trips being work-related trips or deliveries, as compared to weekend.

Frequency of Use
The survey population was divided into four categories with respect to their frequency of use of the North
Ferry service. Tables 12 and 13 present this data for the inbound and outbound survey populations,
respectively. Examination of these tables indicate that more frequent users (more than once per week)
represent a higher percentage of the ridership during the week than on weekends. Again, this reflects the
expected larger number of non -recreational trips occurring during the week than on weekends.
It is interesting to note that the percentages display very little seasonality, that is, the proportions o f the
ridership in each frequency category remains stable during the on shoulder and summer seasons.

Orient - New London Ferry Usage
Tables 14 and 15 present information on the segment of the survey population which indicated that a part
of their trip involved travel on the Orient -to -New London Cross Sound Ferry service. These respondents
tended to have origins or destinations in the New England states.
Those respondents who indicated that they had traveled on the Cross Sound Ferry were asked whether
they would utilize a ferry service from the South Fork of Long Island, were such service to be instituted.
A positive response would eliminate their need to travel on the North Ferry to or from Orient.
The responses indicated that a large majority, more than 75%, of those patrons currently using the Orient
- New London service would switch to the South Fork - New London ferry, thus resulting in a decrease
in ridership on the North Ferry.

' Vehicle Occupancy
' During the survey effort, the data collectors recorded the number of adults and children in each vehicle.
Children are defined as those under 8 years old. All others are adults. Table 17 presents the most
' common combination of vehicle occupants detected during the effort. As can be seen, 48% of the total
vehicles were driver -only vehicles, and 35% were driver and single passenger vehicles. These
percentages were relatively stable during the summer and shoulder seasons.
During the summer season, more vehicles carrying children were observed, due to the higher number of
' non -work related trips occurring during the vacation months.
' Vehicle Classification
The types of vehicles using the ferry service were classified as passenger cars, trucks, and cars with
' trailers. The classifications are presented in Table 18. As can be seen, passenger cars represent the
overwhelming majority of the ferry patrons, 89%. During the summer season, passenger cars represented
' 91 % of the population, and during the shoulder season, the percentage dropped to 86%. Cars with trailers
were insignificant during both time periods.
