HomeMy WebLinkAboutLP-05/12/2015 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, May 12, 2015 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: John Sepenoski, Chairman Peggy Dickerson Maureen Cullinane Anne Murray Lillian Ball Members Absent: Sam McCullough Eric Keil Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Luke McKay, Peconic Land Trust (7:13 p.m.) Commencement:  The meeting began at 7:09 p.m. with five LPC members present. Adoption of Meeting Minutes:  Acceptance of LPC meeting minutes from April 14, 2015 HOLD – no voting quorum Land Preservation Applications and Inquiries:  SCTM #1000-97.-1-12.8 (CALABRESE) Review proposed Turf Restriction language Melissa Spiro requested clarification from LPC member as to LPC’s intentions regarding the proposed “Turf Restriction Area” language. LPC agreeable to eliminating proposed “Turf Restriction Area” language and adding definition of “lawn” and “no lawn within easement area” to proposed easement language.  SCTM #1000-73.-1-1 & 73.-2-4 (THE VINES) Appraisal review \[executive session\] EXECUTIVE SESSION. The LPC members entered into Amended appraisal reviewed and discussed by LPC. END OF EXECUTIVE SESSION  SCTM #1000-95.-1-8.3 & 95.-1-7.2 (BIG BING LLC & LITTLE BING LLC) Inquiry update Melissa Spiro, Land Preservation Coordinator, had an inquiry from landowner’s attorney regarding a proposed concept design plan of a proposed conservation subdivision on properties with boundaries on Oregon Road and Long Island Sound. LPC favorable to proposed general design concept plan and pursuing preservation. Melissa will contact landowner’s attorney with LPC comments as part of the pre-submission process with Planning.  SCTM #1000-69.-5-14 Inquiry Melissa Spiro, Land Preservation Coordinator, had an inquiry from a perspective buyer and his interest in pursuing farmland preservation if he should purchase said property. Property borders on a Town-owned recharge basin area, a horse farm operation upon lands with an agricultural covenants and restrictions component, and at a point on Town PDR land. LPC is favorable to pursuing preservation if application is made.  PROJECT STATUS UPDATES \[executive session where applicable\] Melissa Spiro, Land Preservation Coordinator, presented status updates on pending projects. Applications & Inquiries for Uses or Structures on Preserved Property None Stewardship and Management:  STEWARDSHIP GENERAL UPDATE Chairman John Sepenoski announced that the Open Space Project List was adopted by the Town Board at its meeting held on May 5, 2015 and will be available for viewing in Laserfiche. Improvements to the Paul Stoutenburgh Preserve parking area are in the concept planning stages. General Land Preservation Items:  FUNDING UPDATE \[executive session\] EXECUTIVE SESSION. The LPC members entered into Melissa Spiro reviewed funding status update with LPC members. END OF EXECUTIVE SESSION Next Regular Meeting: Tuesday, May 26, 2015. The next regular meeting will be on The June 9, 2015 will be canceled due to Melissa’s scheduling conflict. Adjournment:  The meeting was adjourned at 8:30 p.m. by the five attending LPC members.
