I am writing this letter regarding the subject application of Glendalough Properties to dredge and replace the existing bulk heading and would like to bring to light that I am a member of a group of tax payers who own the the land just north of this said bulkhead which is used as beach front for thirteen homeowners which is called "Harbor Cove Association". This land is part of out homeowner deed. One of the reasons we purchase our home in 1997 was because this piece of land was part of our deed. I have noticed that over the last many years that we have been here that the sand bed to the north of the said bulkhead has receded due to currents, wind and recent hurricanes and because the said bulkhead should have been repaired earlier. We believe, if the proposed work is approved, it will be necessary to build the north side of the beach with the dredge spoil from the channel to prevent additional scouring. This is not happening on the south side of the channel, it does not have scouring to the beach. I trust the Board will take time to review all aspects of this proposal and engage environment experts who can advise the best course of action to protect the land while satisfying the project criteria. In reference to the work being performed we understand the need but at the same time would like to be assured that the dredge spoil be deposited North of the bulkhead to nourish the beach on the North side which has experienced severe scouring in the past and still has scoured portions. The South side of the bulkhead, which is the Braatz property is not in need of additional sand as the North side is. We hope the Town of Southold will acknowledge and understand our concerns. As an adjacent property owner I hope this matter will be fully reviewed by the Board of Trustees in regards to the Permit requested in reference to our beach area. As you can see from the attached video taken May 17, 2015 the shoreline of the applicant's property is very healthy with large sand deposits and no scouring of the beach. The video also highlights the significant mounds of sand accumulated from previous dredging. The beach area to the North of the channel is currently scoured as shown on the attached photo also taken May 17th. Significantly this area has encountered significant scouring in the past, such that the high water mark reached all the way to the phragmites. I respectfully request that the terms of the dredging require sand spoil be placed and spread on the North side of the channel. I addition while Meadow Beach owned by Nature Conservancy does not directly abut the proposed dredge site, and thus not on the notification list,there may be significant effects to the bird sanctuary from the dredging and choice of sand spoil. I suggest it may be prudent to advise the Nature Conservancy as well as The Group For The East End who maintains and monitors the nesting sites of Least Terns and Piping Plover on Meadow Beach so that they may have input. I am writing regarding the application of Glendalough Properties to dredge and replace bulk heading and would like to raise your awareness of the effects such work would have on the Sailor Lane association beach located to the north of the bulkhead. One of the main reasons we purchased our home and relocated to Cutchogue 4 years ago was for the beautiful beach deeded to us across the street. In addition to our enjoyment and appreciation of the beach the wild life must be considered. I am extremely passionate about protecting and nourishing the beach where the endangered species of birds return to nest in the Spring. Over time the sand bed to the north of the bulkhead has receded due to currents, wind and recent hurricanes. We believe if the proposed work is approved, it is necessary to build the north side of the beach with the dredge spoil from the channel to prevent additional scouring. The beach on the south side of the channel is abundant with sand and does not have scouring to the beach. Portions of the bulkheading and jetty structures have been the subject of previously permitted repairs/replacement(Wetlands Permit 3993,1-16-92);and the channel and mouth of basin have been the subject of previously permitted maintenance dredging(Wetlands Permits 4277,1-17-94;and 4634,8-5-96). Together,the proposed bulkhead replacement and maintenance dredging will have the effect of restoring and maintaining the navigability and use of this historically existing boat basin and channel. The proposed maximum dredge depth is four feet below mean lower low water,and access to the dredge site will gained both through the upland portion of the property and by barge from Cutchogue Harbor. The dredging will be done by land based excavator and barge mounted clamshell bucket crane. The approximately 1,400 cubic yards of sand spoil will be retained on site,with approximately 500 cubic yards of material distributed as backfill around approximately 720 linear feet of replacement bulkheading and the remaining+900 cubic yards placed well landward of the intertidal zone to the south of the channel. A silt curtain will be deployed during maintenance dredging to control the ephemeral turbidity typically associated with dredging activities, and the on-site spoil disposal area will be contained by staked haybales during the dewatering period to prevent reentry of material into the waterway. Portions of the bulkheading and jetty structures have been the subject of previously permitted repairs/replacement(Wetlands Permit 3993, 1-16-92); and the channel and mouth of basin have been the subject of previously permitted maintenance dredging(Wetlands Permits 4277, 1-17-94; and 4634, 8-5-96). Together, the proposed bulkhead replacement and maintenance dredging will have the effect of restoring and maintaining the navigability and use of this historically existing boat basin and channel. The proposed maximum dredge depth is four feet below mean lower low water, and access to the dredge site will gained both through the upland portion of the property and by barge from Cutchogue Harbor. The dredging will be done by land based excavator and barge mounted clamshell bucket crane. The approximately 1,400 cubic yards of sand spoil will be retained on site, with approximately 500 cubic yards of material distributed as backfill around approximately 720 linear feet of replacement bulkheading and the remaining +_900 cubic yards placed well landward of the intertidal zone to the south of the channel. A silt curtain will be deployed during maintenance dredging to control the ephemeral turbidity typically associated with dredging activities, and the on-site spoil disposal area will be contained by staked haybales during the dewatering period to prevent reentry of material into the waterway. Therefore, the ordinary and routine in-place replacement of the existing treated timber bulkheading with vinyl sheathing and maintenance dredging will be consistent with Policy 6.
