We have reviewed Submittal 38 - Cast Iron Manhole Frame and Cover Specifications
received in our office on March 5, 2002. We have reviewed the submittal with
respect toAhe• requirements of the Specifications for the above referenced project.
Our comments are as follows:
1. All casfirigs• shall be tough, close grained, smooth and free from blow holes,
blisters, shrinkage, strains, cracks, cold shots and other imperfections.
2. Frames and covers shall be machined to insure a non -chattering fit.
3. All castings shall be thoroughly cleaned in the shop and given two coats of
approved bituminous paint before rusting begins.
4. Manhole frames shall be the waterproof type.
The submittal has been stamped "approved as noted." Please do not hesitate to

As you may be mmare, in the Contract Document that was hid, the time for
substantial completion of closure constriction was 270 calendar days, which
equates to 9 months. Based on this construction period, our budget estimate -for
construction inspection, as provided incur .Agreement with the Town, is 9 months
or 190 work days. Our budget estimate was based on construction in 1999.
Due to the delay in issuance of the Notice to Proceed to Terry Contracting &
Materials to ensure that the public notice period for bonding the project was
satisfied, which would result in construction in the winter months, a time
extension (Change Order No. 1) was issued that extended the time for substantial
completion to 395 calendar days. Due to the need to remove waste from Waste
Excavation Areas 2 and 3, a second time extension (Change Order No. 4) was
issued, that extended the time for substantial completion to 425 calendar days,
which equates to 14 months (July 3, 2002).
At the pre -sent; with 8 months of construction complete (-90oro) as of ::he end of
February, we -have retrained within budget (even considering that our labor costs
have increased over 1'0% since 1999) and expend5d approximately 90% of our
oversight budget.

Based on Bob Terry's plan to work: through the winter months and the additional tine it has
taken to screen sand from. the 17 -acre parcel to manufacture ga`s venting and barrier protection
materials, as well as to construct and move roads to the 17 -acrd parcel, handle and fill yard waste
and C&D material brought to the landfill sixnce commencement of construction, azid fill former
Recharge Basin No. 4e it is very likely that five additional months of construction, consistent
with the current time for substantial completion, will be necessary. According to Bob Terry,
construction of the neer eastern drainage system likely ctrl be accomplished within this
additional 5 -month period providing there- are no delays to complete capping of the eastern
portion of the landfill. his a result of extension of the construction period, we will need to
request an increase in our budget for oonstruotion oversight, which is estimated below:

This .letter is . to confirm the Town of Southold's decision to proceed with the
present basic,.grading plan for the eastern portion of the landfill. As we discussed,
due to the-.need,to place an additional estimated 15,000 to 20,000 cubic yards of
waste material on to the eastern portion of the landfill, the grades on the eastern
side will need to be revised and the height of the landfill increased. As also
discussed, we will proceed to prepare a revised grading plan for the eastern
portion of the landfill to accommodate the additional material.
