2, Status of Surve in and Staking of Eastman Portion of Landfill by McLean -
Bob Terry stated that McLean currently is working on staking the southeast
comer and the east side of the eastern portion of the landfill. Bob added that McLean
will be bade early next week to complete the as -built for the southwest drainage system,
survey the grades in the area of the permanent road, and stake the property line on the
east side.
3. Nonpotable Well — Redesign Construction Cost Estimate
and Submittal of Permit A lication
Tom Maher provided a copy of the nonpotable well specifications to Dave Bladon
of the Town of Southold. Dave said he would review the specifications with the Fire
Department to determine if the cost of the well can be reduced. Tom asked Bob Terry if

he bad submitted the permit application. Bob answered yes, that Casola submitted the
application.
4 West Half of Landfill Status and Plan for Completion
Tom Maher asked Bob Terry when the permanent road will be completed. - Bob
said approximately 2 to 3 weeks, and added that if the grades in the area are correct,
McLean can produce the topographic map for the area. Tom said then the contour
grading material and gas venting layer could be placed after the top of waste survey had
been prepared and approved, and that Tectonic's presence would be required next week.
Bob replied that be would like to place one 1$" lift of screened sand at no additional cost
to the Town, therefore requiring Tectonic only be present one day instead of tX'I'o. Bob
suggested using McLean surveys to calculate the amount of sand placed and to add 20%
"to that number to determine the associated truck count for payment purposes. Torn asked
Bob if his plan to complete the permanent road in 2 to 3 weeks included covering the
road with asphalt. Bob said no, because he would like the area to settle Tom asked
when the temporary road would be removed. Bob answered approximately one month_
Tom stated that the east side cannot be completed until the temporary road waste has
been incorporated. Bob replied that they would have to leave space for the waste and
suggested completing the east side in phases. Tom said be plans to have the new revised
grading plan for the east side completed by the end of the week or early next week, and

could be finished one week after they receive the revised grading plan, and added that a
survey would then be taken and the subgrade could be finished a week later.
5. Status of Submittals
Tim Howell said he still needs to provide the shop drawings for the precast
structures for the eastern drainage system to D&B. Torn Maher stated that Tim should
submit them as soon as possible so that they can be reviewed without causing delays.

Jim Bunchuck said he has not received the report from the University of
Massachusetts.
7. Status of Sand Screening and Testigg -
Tome Maher asked Bob Terry if he has received the 17 -acre property grading plan
from H2M. Bob answered no. Tom asked if Terry is continuing to screen sand. Bob
said yes, but screening will continue only for a few more days. Bob continued to say that
he needs more area to finish digging sand. Tom asked Bob if they have enough screened
sand to complete the west side. Bob answered yes. Tom informed Jim Bunchuck that it
is critical that Terry receive the grading plan for the 17 -acre parcel in order to continue
screening the necessary amount of sand. Jim said that George D. of H2M said the
grading plan may be ready by noon today. Jim also said that George has given the depths
of the cuts in the area, but has yet to provide the grades. Bob said the depths do not help
him. He needs the grades in order to have the area staked. Bob also informed Jim Lbat he
cannot get access to the sand underneath the area covered with RCA and brush, whicb is

from other areas for use as contour grading material. Tom said that could result in excess
material being left on the 17 -acre property. Tom asked Bob how soon they could move
the brush and RCA assuming the grading plan arrives today. Bob replied 2 or 3 weeks at

only the manholes have been completed. Tom asked if the work can begin as there is a

needed. Bob answered yes.
Tom Maher asked the status of the backfilling of Recharge Basin #4. Chris
Morris said the work is ongoing. Tom and Bob Tent' agreed to inspect the area after the
meeting to decide on the area the geogrid is to be placed.

Dear Mr. Maher:
As discussed at the progress meeting of March 28, 2002, Terry
Contracting and Materials, Inc. seeks approval to apply a single, 1.51
lift of screened sand in the area of the permanent, 17 -acre access
road.
The lower 6" of this lift will serve as the contour -grading layer.
This portion of the lift will be.compacted to a minimum dry density of
95% Standard Proctor (ASTM D698).
The upper 12" of this lift will serve as the gas -venting layer. This
portion of the lift will also be compacted to a minimum dry density of
95% Standard Proctor (ASTM D696).
The subgrade will be graded and surveyed prior to placement of these
lifts. The cost for screening of the sand used to construct this lift
in this area will be the responsibility of the Contractor.
Your written response is requested so that we may proceed with this
work. Please contact me with any questions and/or comments.

SCOPE OF WORK AND FEE BREAKDOWN
SOUTHOLD LANDFILL CLOSURE,
CUTCHOGUE, NY
The additional fees required are based on the direct salary cost and FAR based multiplier
of the personnel that will likely have the greatest number of hours charged to each task.
Actual charges will vary depending on the personnel assigned but will not exceed the total
fee as estimated below. The additional fees are estimated as follows:
TASK 9.14 BORROW AREA SLOPE STABILITY ANALYSIS
SCOPE OF WORK
Tectonic understand that the Town is seeking to stabilize an existing slope as close to
current slope conditions as reasonably feasible. The slope is located in the borrow area
on the northwest side of the landfill. The slope is about 1.5 Horizontal to 1 Vertical, 45 feet
high, and covers a length of about 240 feet, on the average (See attached sketch). Our
objective is to develop a stable design for the slope to minimize changes to the slope
gradient while maintaining the approximate location of the top and bottom of the slope.
Constraints include no more than a 5 foot lateral change in the location of the top or
bottom of the slope, if feasible.
Tectonic Engineering will provide the following scope of work:
1. Direct and observe test pits at the top of slope and bottom of slope to
visually confirm the soil conditions are very close as that encountered in
pervious borings performed around the borrow area. We will also visually
observe the borrow area side slope soil conditions to further confirm the soil
conditions of the subject slope area are similar to the slope areas adjacent to
previous borings.
2. Prepare test pit logs and a test pit location sketch plan.
3. Review previous boring logs and soil test data from these borings.
4. Perform a STABL slope stability analysis of the slope using survey
information and mapping provided by D&B.
5. Prepare a design for stabilizing the slope based on the objectives and
constraints as discussed above, including recommended slope, location of
top and bottom of slope, and surface erosion stabilization measures.
6. Prepare an engineering letter report signed and sealed by a licensed
Professional Engineer that includes:
a. Test pit logs and related boring logs.
b. Boring and test pit location plan.
c. Slope stability analysis.
d. Slope design profile with details on the profile.
e. Specifications for the slope stabilization measures

The limitations of service shall be as outlined in our Agreement and the following:
1. Dvirka & Bartllucci (D&B) will prepare.any plans that are required. Tectonic's boring
location plan and profiles will be developed to scale sufficiently to show the boring
locations and final slope configuration in a working drawing format. Details will be
provided for the plans.
2. The stability analysis and slope stabilization methods are a function of the
subsurface conditions; therefore, Tectonic cannot provide any assurance that the
objectives of achieving the desired slope configuration can be met without
extraordinary or non -economical measures. However, we will attempt to
accomplish the scope objectives and consider the possibility of doing so to be
reasonable.
3. We assume the on-site contractor, Terry Contracting & Materials, Inc., will provide
the backhoo and operating necessary for a minimum of 4 hours, and will be able to
access the top and bottom of the slope area. The backhoe or excavator should be
able to reach a minimum depth of 15 feet.
4. We will discuss the design concept with D&B prior to issuing the letter report. We
assume one set of comments and no major changes that would require re-
analyzing the slope stability and/or changing the design concept or specifications.
Minor comments to the design and details will be addressed.

We do agree that the specifications state that the material be placed in lifts and does
not specify the thickness of the lifts; however, logic clearly dictates that the lifts
would be relatively uniform in thickness. In addition, the specification states that "the

Engineer." We will compaction test the backfilled trenches, and if we determine that
the compaction is not satisfactory, that is 90% Standard Proctor throughout, the
trenches will require further compaction until approved by the Engineer.
