1. minutes of Previous (March. 28. 2002) Meetin
Bob Terry said the second sentence of item #4 should read `Bob said grading of
the permanent road should be complete in 2 to 3 weeks ..." Bob also said that he
believed that Tom Maher stated that he would have the new revised grading plan by close
of business on Friday. which also appears in item #4. Torn disagreed with Bob's
recollection of the matter.
2. Status of Surveying and Stalking of Eastern Portion of Landfill by McLean
Tom Maher stated that according to Creomaps' survey on February 14, 2002, there
are appro?dmately 22,000 cubic yards (cy) of fill on the east side to reach the revised
grades, less 15,000 cy for the 6 -inch layer of subgrade resulting in 7,000 ey of remaining
fill needed. Bob Terry replied that he does not believe there is room for 7,000 cy of fill,
as he has very few fill areas remaining,. Bob continued to say that the work on the exist
side will not continue until he receives a new grading plan, as he has piles of waste and
__...._. needs direction -on -where -it should be placed: -Tom asked Bob how many yards -of -
material he believes still need to be placed on the east half of the landfill. Bob said he did
not know at this point and that Tom needs to use the survey information to determine the

number. Tom replied that he is using the survey information which reflects the deed for
7,000 cy of fill. Bob reiterated his belief that there is not room for 7,000 cy of fill and
added that he believes there is over 7,000 cy of material still to be placed on the landfill.
Bob added that Geomaps' survey is only accurate plus or minus 1 foot, which could
account for the discrepancy in the numbers. Tom said that the Geomaps survey is the
only information he has available to use, and asked Bob why he can't simply build up the
high points on the east side. Bob answered that he does not know haw much to fill. Jim
Bunchuck asked why the waste cat'1't be evenly distributed. Bob replied that his
operators need stakes to grade to and stated that it was agreed that he would be given a
grading plan to follow. Tom said that he cannot provide a new grading plan without
accurately knowing the amount of waste to be placed, and that he must use the survey
information he has. Bob stated that the west side of the landfill was done without a
grading plan, which caused numerous problems and delays, and that he does not want to
experience the same difficulties on the east side, Tom attempted to calculate the
remaining amount of material to be placed on the east side, with Bob's assistance. The
estimates were as follows: waste under temporary road on the west side — 2,000 cy;
C&D on the southern portion of the east side — 3,0004,000 cy; remaining wood chips —
500 cy; matorial still to be out from the swales -- 304 cy; stockpiled waste at northern end
of east side - 3,000 cy; and material from waste excavation area #4, leaves/brush from the
southwest area and material excavated from the west gas migration control trench mixed
with the C&D on the south side of the earn portion of the landfill — 2,000 cy, totaling
11,000-12,000 cy.
Bob added that Terry is paid by the amount of yards out and stated his concern
over payment in areas that were out and may now have fill added and with the reduction
of the overall yardage to be out. Tom said that they will agree over the amount of
yardage already cut for payment purposes. Tom suggested placing material on the south
mound, raising the high point, and grading the area amordingly in order to avoid
attempting to forth®r revise the grayling plan. Tom also said that paying Terry a daily
machine rate if extra grading work is needed is a less expensive alternative to placing
extra subgrade to correct slope problems. Tim Howell requested that they receive a

maximum elevation that they can build to at the high point of the south mound. Tont said
an elevation increase of 2 feet will likely be acceptable and asked what the daily rate
would be fox additional grading. Bob answered 51,800/day for the Caterpillar D7
bulldozer, which would most likely be used for the grading, and $904/day for the
vibratory roller. Jim added that is the softest section of the landfill and, therefore, most
likely to settle.
Tota asked if all of the scheduled survey work has been completed. Bob replied
that the eastern drainage system still needs to be staked. Tom stated that he would like to
have McLean verify the elevation of the high points on the east side.
3. l QDMtab a Well — Fire Depadment Comments/Decision to Install Well
John Romanelli asked the status of the well. Jun Bunchuck answered that the
Cutchogue Fire Department is planning to install the well. John asked if they plan on
seeking reimbursement. Jim said yes, but that it should be a fraction of the original cost
and added that the well was reduced from a 12 -inch diameter well to a 10 -inch diameter
well. Bob asked what he should tell Casolla. Jim replied that Bob should inform Casolla
that they will not be installing the well. Bob stated that Cosolloa likely will seek
reimbursement of a few hundred dollars for submitting the permit application.
4. West Half of Landfill — Status. and Plan for Completion_
Bob Terry stated that the plan has not changed since the last meeting. Torn Mauer
asked Rob his plans to rectify the cap linnit/gas migration control trench issue on the
southwest side. Bob replied that the cap limit could be moved north in the area and that it
should still be out of waste, Bob added that.they plan to dig the anchor trench prior to
liner installation in the area and that any waste encountered could be removed at this
time:. dim -bio ►ell stated that the anchor--trench-on-the--west end will be -tinder the
permanent road. Tom asked if Terry can provide a sketch of their revised plans for the
area. Bob agreed to do so and suggested inspecting the area after the meeting. Tom

agreed with Bob's suggestion.
Tom asked when Terry plains to line the area south of the temporary road. Bob
said he needs to call Cbenango to determine when they are available. Bob also said that
they will need to close the access road -to the 17 -acre parcel for a day in order to extend
the liner under the road in the area and asked if the leaUbrush area is scheduled to be
closed for a day any time soon. Jim Bunchuck said not until Memorial Day. Bob replied
that they need to complete the work befoxe then. John Romanelli said if it is necessary to
close the area for a day they will do so, but requested that the Town be given a week's
notice. Bob said he would attempt to do so.
5. - Status of Submittals
Topa Maher said all submittals are up to date.
6. - Vegetative Cover Mix — Agronomist Certification/

Jim Bunchiack said he still is waiting to hear from the University of Massachusetts
and suggested Haat if the results are going to cause delays, another lab should be
considered, Bob Terry stated that they are having the soil mix tested, as they are
required, by Cornell University.
7. Statas of_Sand Sereen'g an4 Testing
Tim Howell said the sand screening is ongoing and that a few samples need to be
taken to cover the screened sand placed in the area of the permanent road.

8. -Soil Test Results
Tom Maher asked that Terry provide 48-hour notice for compaction testing in the
area of the permanent road
9. Status of Backfill of Recharge Basin #4
and Construction of Eastern Drainage Svstern
Tom Mahor stated that Recharge Basin 64 is almost completed and informed Bob
Terry that he has decided not to install a geogtid in the area, as there is no undisturbed
soil surrounding the basin to anchor it to and that he is comfortable with the compaction
of the area. Bob Terry asked if the 2 -foot layer of screened sand still is going to be
placed in the basin. Tom answered yes, and added that the depression on the southwest
side is to be filled to properly drain the area. Bob asked if the pile of soil and debris on
the south end of the basin could be used to fill in the depression. Tom asked the nature of
the debris. Bob replied mostly concrete. Tom gave approval of the plan.
Bob said that they need to regrade the Sluoder area before the construction of the
eastern drainage system can begin and that they still do not have an approved place to
stockpile the cut material. Titre Howell suggested using the cut material to raise an area
on the road leading to the borrow pit which rewires fill. Tom agreed with the plan.
14. Status of As -Built Drawing for Southwest Drainage System
Tom Maher asked the status of the as -built. Tom noted that the recent
topographic information in the southwestern area of the landfill shows the top of the
stilling basin to be 0.5 feet lower in elevation compared to the design elevation. Bob
Terry said he will provide the as -built to Tom as soon as he receives it from McLean.
Bob said that the stilling basin has settled, but that there still is enough pitch in the pipe
- between the stilling -basin -and .manhole to allow it to drain -properly. Tom -said. -that it also _
is possible that the stilling basin was not installed to the proper elevation, Tom said he

needs to see the as -built to determine if the lower elevation is suitable. Bob added that
they could easily build up the rini to address the change in elevations.

12. Schedule of Work for Next -

Maher asked Terry if they had prepared a work schedule for this week. Bob
Terry said they could provide Chris Morris the schedule later today or tomorrows. Bob
stated that they plan to start moving waste tomorrow. Tom asked if it will continue for
the rest of the week. Bob replied that he was not sure, but estimated that the work would
take a week.
13. Se dule to Manufacture Tsoil
Bob Terry said they would like to begin mwiufamuing topsoil on Monday. Tom
Maher stated that we need to have the agronomist's report to begin. Jim Bunchuck said
the Town will do as much screening as possible by Monday, but he does not believe they
will be %nished screening all of the piles by then. Jim suggested that Terry screen the
remaining material, Bob replied that he does not want to do that, as the material contains
too much plastic. Torn asked Bob how much of the topsoil he plans to manufacture at
this time. Bob answered all of it. 'Tom asked Bob why be does not just manufacture
enough for the west side now and produee the remaining portion later, therefore requiring
less 'area in the borrow pit. Bob said the cost of the equipment prevents him from doing
that. Jim stated that he believes they may have screened enough compost at this point to
meet Terry's needs. Bob disagreed,

John Romanelli stated that the Town Attorney bas been instrueted to complete the
deal.

Torn Maher stated that it is critical that Terry provide a revised construction
schedule. John Romanelli asked Bob Terry what has been the major cause of the delays
on the project. Bob said the delayed decision on the driving range proposal forced Terry
to divide the project in half, when it otherwise would have been completed in one
mobilization. Tom asked if Bob would provide the Tevised construction schedule by the
end of the week. Bob answered yes.
