Bob replied that they did not build the west side according to the plan as a result of the additional material placed on the west side, and reiterated his claim that the it was completed without a grading plan. Tom stated that the reason for change in grading as compared to the plan provided was due to the fact that the subgrade was less than required minimum 4% grade in a few areas. 2. Status of. Surveying and Staking of Eastern Portion of Landfill by_McLean Tom Maher asked the status of the staking the eastern portion of the landfill. Bob Terry replied that the eastern drainage system has been staked out. Tont asked if the property line on The east side has been staked. Bob answered yes. Torn asked Bob if he had received the revised grading plan for the east side. Bob said yes and added that McLean is working on the plan and is scheduled to stake the east side on Monday. Jim Bunchuck responded that he was supposed to hear from Sandy Freeman. of the Cutchogue Fire District this- week, hisweek, but has not as of this point. Tom Wickham asked what the cost of the well is now expected to be. Jim replied approximately $16,000. Tom Maher stated that the price does not include the electrical work and other equipment such as the pump. Jim agreed and added that they are consulting with an electrician on the price for the work needed. 4. West Half of Landfill — Status ani Plan for Completion Bob Terry said that he has spoken with Chenango about the additional cost for the extra liner work associated with construction of the permanent road and the removal of the temporary road, and is expecting to have their response today. Bob added that he has done so in order to make everyone aware up front of the costs. Tom Maher stated that it is important that Terry ruake the permanent road usable as soon as possible. Bob replied that he is aware of that and that he is working towards it. Bob continued to say that Cherango may be here to install liner In the area the week after neat. Tom stated that it is important to discuss the sequence of the upcoming work in order to avoid delays and suggested completing the east side in sections to avoid surveying delays. Bob replied that Tom's plan may be a good idea. John Romaanelli said that anyway to move the work along quicker is desirable. 5. Status of Submittals Tim Howell stated that he -has sent all of the geomernbrane roll certifications to Tom Maher. Vegetative Cover Mix — Agronomist Certification/ Revised Report and Testing by University of Massachusetts Tom Maher asked the status of the University of Massachusetts report. Jim Bunchuck said he is expecting to receive something from them today. 7. Status of Sand Screening and Testing Tom Maher asked if the sand screening process is ongoikg, Bob Terry answered yes, and stated that the screening process will have to stop early next week, as they are quickly running out of available area. Bob added that screening cannot continue until the permanent pad is constructed on the 17 -acre property, which likely will not be for another week. Tom asked Bob if he believes there is anything that will delay Terry from screening sufficient sand to complete the job by the revised substantial completion date. Bob answered that he does not believe so. S. - Soil Test Results Tim Howell stated that he still needs to collect a few samples of the gas venting layer. 9. Status of Backfill of Recharge Basin 04 _and Construction of Eastern D_tai= a S. vstem Tom Maher stated that the new grades for the area of Recharge Basin .44 are included on the new revised grading plan for the east side of the landfill and asked Bob Terry to review the plan. Tom continued to say that a dry well may have to be added at the base of the loading ramp should drainage problems occur. Tom asked the status of the eastern drainage system construction. Bob replied that construction should begin next week and that regarding of the Shroder area should begin early next week. 013141TO415203 3 121006/008 4`1 04/18/2002 TUE 11:12 FAX 10. Status of As -Built Drawing -ft Southwest Drainage System Tom Maher asked Bob Terry the status of the as -built for the southwcst drainage system.. Bob stated that they could possibly get the as -built to Tom today. Tom then suggested that Terry provide a copy of the as -built to him before completing work in the area in order to rectify any problems with the system while it is still partially exposed. Tim Howell said that he needs to speak with M- cLean and have the drawing labeled properly before providing it to Tam. 11. Rop-arding Area of Shroder P -m = See item #9. 12. - Schedule to Manufacture To soil Tom Maher asked Bob Terry what is preventing him from starting the manufacturing process. Bob replied that the Town is still screening compost in the borrow pit, therefore, he does not have ample room. Tom asked how long it will take to screen the necessary amount of topsoil to complete the job. Bob said that they can produce 500-800 cubic yards of topsoil a day at best. Tom said that he believes 34,000 cubic yards of topsoil are needed, meaning it will take 50-80 days to produce the necessary amount of topsoil. Tom then said it is critical that the work begin soon. Bob agreed and said he hoped to begin by the middle of next week. Jim Bunchuck sated that the Town is scheduled to stop screening compost Sunday. Bob replied that the Town will need a few extra days to haul out the screened waste once the screening work is stopped, and added that he now believes they have screened enough compost to complete the. project. Tom stated that we still need the results from the University of Massachusetts report before topsoil production can begin. Bob responded that the soil testing is Terry's responsibility and that he hoped to receive his results from Cornell shortly. 01314/ro415203 4 0007/008 04/18/2002 TUE 11:13 FAX 13. Schedule of Work for N xt WE Bob Terry said they will complete the schedule today and provide a copy to Chris Morris. 14. Revised Construction Schedule to Complete project Tim Howell provided copies of the revised construction schedule to all attendees which now list the substantial completion date as October 10, 2002. John Romanelli stated that he was not aware that the Town Board was responsible for causing a major delay to the project by not promptly deciding on the driving range plan, Tom Wickham agreed with John's statement. Jim Bunchuck said that the Town Board only caused delays after January 1, 2002, after the new Board was in place. Jun added that Terry slid not file any delay claims because he was able to focus his efforts on other tasks; however, as of January I' he had to scale back his work force. Bob Terry stated that he cut his work force at a much earlier date. Tom Malier informed John. and Toren Wickham that discussions on the driving range began in October and continued until finally being resolved in February. Tom also said that in addition to the driving range other delays were caused as a result of the necessity to coordinate the landfill closure with the project on the 17 -acre property. Bob added that delays were also caused as a result of extra material being added to the landfill to accommodate the Town, such as the Greenport pond material and C&D, as well as other factors including the eastern drainage system and the necessity of keeping the 17 -acre property active. John and Tom Wickham echoed their concern that they were not aware the Town Board was causing any delays.' Jim said he believed the issue was put on hold until the new Board took office in January, and stated at that point he did matte the Hoard aware that a decision was critical. Tom Maher said that he believes the job may finish before Terry's proposed new substantial completion date, and unformed Bob that he still needs to file a formal request for the extension and to provide au explanation for the extension.
