Howell Terry Contracting & Materials 1. Minutes of Previous (April 12, 2002) Meeting No comments by anyone. 2. Status of Surveying and Staking of Eastern Portion of Landfill by McLean Tom Maher asked the status of the staking on the eastern portion of the landfill. Bob Terry replied that McLean is in the process of re -staking the area and said that the majority of the work is done excluding the southern end. Tom asked what material still has to be cut. Bob said most of the cuts have been made and that they are close to the revised grades, but that some of the swales still need to be cut. Bob also stated that there is a problem with stumps, as Chris Morris asked Terry to remove the stumps uncovered during the relandfilling process, which was not originally part of the plan. Tom said that it is necessary to reduce the large pieces. Bob said the pieces they are uncovering have been sitting in waste for several years and suggested burying them in a trench at the base of the east side of the landfill. Tom agreed with the plan. Jim Bunchuck stated that they can't ship out the logs that Terry has removed from the landfill unless they are reduced and asked if they can be buried on the landfill with the other logs. Jim continued to say that if it is a problem the Town could take care of it. Tom responded by saying that the 0 1314/T0423202 1 %. Town must be aware of the risk of settlement on the landfill due the amount of organic material that was buried and said he would prefer not to bury any more material than is necessary. Chris suggested inspecting the area after the meeting to determine where the material could be buried. Tom asked if it would be better to reduce the material before burying it. Bob said the material should not breakdown much once it is capped, however, he thinks it should not be reduced, as wood chips will break down more quickly. 3. Nonpotable Well — Fire Department Plan to Install Jim Bunchuck said he has not received any further news from the Fire Department on the matter. 4. West Half of Landfill — Status and Plan for Completion Tim Howell provided a work schedule detailing Terry's daily activities for the next 3 weeks. Tom Maher asked Bob Terry when they will be finished grading the east side of the landfill. Bob replied that he believes they will be finished this week. Tom asked Bob what their plans are for the waste located under the temporary road. Bob said that they could attempt to locate a spot for the material today, and that it could possibly be spread over the south end raising the grades slightly. Bob also said that he believes the waste under the temporary road will be easily gradeable. Bob suggested that McLean stake a dividing point on the east side so that the work can be completed in sections. 5. Status of Submittals Tom Maher stated that he believes all submittals are up to date. 6. Vegetative Cover Mix — Agronomist Certification/Revised Report and Testing by University of Massachusetts (Town) and Cornell (Terry) Jim Bunchuck said he has been unable to get in touch with the University of Massachusetts. Tom Maher asked Bob Terry if they have received their results yet. Bob 0 1314/x0423202 2 1, said no, but that they planned to pay extra to receive the results faster. Bob added that they may also give a sample of the mixture to Universal Testing to analyze for organic content and said if Tom accepts their results, the blending process can begin. Jim said that the Town plans to move the remaining unscreened compost out of Terry's way. Bob said they need to determine a location to place the material. 7. Status of Sand Screening and Testing Bob Terry said the screening process has been stopped until they gain access to new material. 8. Soil Test Results Chris Morris said he is waiting for the results of the three samples taken recently. 9. Status of Backfill of Recharge Basin #4 and Construction of Eastern Drainage System Bob Terry said the construction of eastern drainage system would begin once the area of Shroder property has been regarded. Bob added that the work on the Shroder property area is scheduled to start Monday. Bob stated that the price of the eastern drainage system work assumed the Shroder area would be cut 6 feet. Tom said he didn't believe that was the case. Bob said that was how he priced the work and that the only variations to the structures would be the length of the riser pipe needed, which would not pose a problem. Bob said they are waiting for McLean to stake Recharge Basin #4 before resuming work in the area. 0 1314/T0423202 3 10. Status of As -Built Drawing for Southwest Drainage System Tim Howell said a copy of the as -built has been sent to Tom Maher. Bob Terry stated that he thinks the elevation of the last manhole is four tenths of a foot high. Tom said he has to review the as -built, but that he believes it should not cause a problem. 11. Regarding Area of Shroder Property See item #9 12. Schedule to Manufacture Topsoil Bob Terry said they are waiting for the soil mixture results to begin. Bob asked if they would be allowed to use a 2 -inch screen instead of the required 1 -inch screen in order to save time. Tom Maher asked if the screen size matters. Bob replied that only the sand would have stone over 1 -inch, which will not impede growth. Bob continued to say that the topsoil is extremely heavy and thick, therefore causing the work to proceed very slowly if a 1 -inch screen is used and that the topsoil would be broken up to less than 1 -inch during the blending process regardless of the screen size. Tom asked what percentage of the material would be over 1 -inch. Bob answered only 5 to 10 percent. Bob stated that in order to avoid any cost increases for manufacturing topsoil the sand used for the topsoil mix must come from the borrow pit. Tom said that he doesn't believe that it was written that way in the contact. Bob replied that his cost was based on obtaining the material from the borrow pit, otherwise there would have been a $3/yard charge for importing the sand. Tom suggested that Bob write a letter to the Town explaining his reasons for using the borrow pit sand for topsoil blending. Tom asked Bob where he intends to get the sand from in the borrow pit. Bob replied that the sand will come from the stockpile of unscreened sand that is located directly up against the screened sand. 0 1314/'r0423202 4 At h1 13. Schedule of Work for Next Week Tom Maher said the topsoil manufacturing process should be added to Terry's schedule. (Also see item #4.) 14. Revised Construction Schedule to Complete Project Tim Howell provided a copy of the proposed revised construction schedule. Tom Maher reviewed the schedule and stated that he expects the Town will ask him to collapse Terry's schedule, if possible. Tom reviewed the schedule further with Bob Terry assistance and determined that it may be possible to reduce the time extension by approximately 1 month, provided no problems are encountered. Tom suggested that Terry submit two schedules, one being conservative and the other aggressive. Bob agreed that it might be possible to reduce the time extension they are asking for, but said that he prepared his schedule as such to avoid having to ask for a second extension. 15. Other Tom Maher asked Chris Morris if he had determined whether the gas migration control trench in the southern end of the west side of the landfill was completed on the western end. Chris replied that Terry going to use an excavator to determine the western limit of the trench later today or Monday. Chris also said that it might not be possible to keep the cap limit 2 feet outside of the permanent road in the area. Tom said it would be acceptable for the cap limit to extend under the road if it is necessary, but stated that the edge of the cap must have a smooth, rounded shape. 0 1314/T0423202 G
