1. Minutes of Previous (,April 25, 2002Meeting
Bob Terry will submit written comments on two previous meeting minutes.
2. Status e>f Surveying and Staking of"Eastern Portion of Landfill _ by McLean
Bob Terry said the staking is completed and the next work is to have MCLeau
prepare an "as -built" for the top of waste.

4. West Half of Landfill — Status and Plan for Completion
Bob Terry said this is on schedule (recent schedule submitted with time extension
request). Manhole 3 will be reset next week which should allow Terry to stay on
schedule for laying the remaining liner on the Southam end.

5. Status of Submittals
According to Tim Howell, all submittals are up to date.

After Bob Terry pointed out that the specifications and laboratory testing for the
parameters analyzed are based on a weight basis rather than volume, it was agreed that
additional samples would be taken by D&B and Terry. Two samples would be taken of a
cover mix consisting of 2 parts topsoil, 1 part; sand, and 3 parts compost. A third sample
would be taken consisting of. 1 part topsoil and 2 parts compost. The samples would be
split and D&B and Terry would send the samples to each of their laboratories. By having
a cover mix containing more compost than the current specification of 1/3 topsoil, 1/3
sand and 1/3 compost, it is hoped to achieve a higher orgarde content (5% winimuni).
Tim Howell gave a copy of Terry's testing results by Cornell Cooperative Extension to
those present at the meeting.
7. Status of Sand Screening and Testing
Bob Terry said there is no sand screening currently taking .place and estimates that
25,000 to 30,000 cy of screened sand currently is stockpiled on the 17 -acre parcel. Tom
Maher stated his concern with work moving expeditiously at the compost site so that the
screened sand can be brought onto the landfill (eastern half) when needed in the near
future. Tom asked Jim Mulligan to remind Jinn Bunchuck of the need to have the Town's
material moved as soon as possible so that Terry can access the remaining sand,

9. Status of Backfill of Recharge Basin #4
and Construction of Eastern Drainage System
Bob Terry stated that he expects the eastern drainage system to be completed in
two weeks. The gas migration trench will be started in about three weeks in that area,

11. Regarding Area of ,Shroder Propezty
Bob Terry said this will be looked at fiirther after completion of the eastern
drainage system when the trench backfilling is finished.
12. Schedule to Manufaetur:. Topsoil
Because of low organic content in previous samples (1/3 topsoil/1/3 sand/l/3
compost) taken by both Teary Contracting and the Town, Torn Maher and Bob Terry
agiwd that additional samples with a different mix (see Item #6) should be taken with
both parties splitting said samples, Am Mulligan and Tim Howell will coordinate this
effort.
13. Daily Schedule of Work for Next 2 Weeks
Tim Rowell previously handed out this schedule. No detailed discussion on this
item.
14. Revised Construction Schedule to Complete project
and Request for Time Extension.
Tom Maher said he will recommend that Terry's time extension request with new
construction schedule be approved by the Town Board. Tom said he did not agree

entirely with Terry's Justification for the time extension but, nevertheless, will
recommend approval. (The request seeks a time extension to November 2, 2002, for
,.Substantial Completion of Work.)
15. 1�'ull-ti= Superintendpnf
Due to failure by Terry Contractine, in having either Bob Terry or Tim Howell
present at the site fill -time recently on several measions, Tom Maher povrted out that a
full-time superintendent is absolutely necessary as per the contract documents. Bob
Terry explained the reasons why this had happened and agreed with Tom otherwise.
15. Cover for Geo er�brane and Repair of Cover for Geocogroosite
Tom Maher recently notified Terry Contracting to perform this work in writing in
accordance with contract requirements. .Bob Terry disagrees with the need to cover the
geomembrane (liner). Tom Maher asked Bob to provide him with written justification
for not having to cover the geumenibrane.
17. Plan/Proposal for Placement of Subgrade and
Oras Venting Layer on East Side of Landfill
Bob Terry handed out to those present a letter dated May 3, 2002, addressed to
Tom Maher wherein he proposes to use screened sand from the borrow pit area, and a
balance of screened sand as necessary from the 17 -acre parcel, for placement of both
final subgrade and gas vent layer in a single 19 -inch lift ori the cast half of the landfill.
Tom Maher, after reading the proposal, asked Bob Terry to revise the letter to include
costs so that he could have all the information necessary when presenting the proposal to
the Town. Tom expressed reservation, that the Town would accept this proposal since the
screened sand in the borrow pit is of considerable value to the Town for future use. Bob
Terry agreed to revise the proposal and resubmit to Tom Maher,

18. Extra Charges to Town to Grade Waste on
Epst Side of Landfill (Not printed on Agenda)
Tom Maher expressed concern with paying Terry Contracting both; Wey for
excavation and relandfilling of waste and a $1,800/day equipment charge for grading the
waste on the center and southern hills of the east half of tile landfill. Bob Terry explained
the "inefficiency" in his operation in having to grade in such small areas as the
Justification in charging for the equipment time in grading the waste. Jim Mulligan and
Bob Terry explained that the equipment time/charge to date is 27 hours at $225/hr. _
$6,075. Further, it is estimated that approximately one more day of grading is needed on
the center hill for the additional -waste to be added there and maybe two or so days of
grading waste on the southern hill thereafter.
19. Other
Tom Maher said that D&B will have the design plan for Recharge Basin 43
completed next week and will forward same to Bob Terry at that time.
