Minutes of Previous�ily 12.2021 MeeYan Bob Terry said he had not read the minutes, but there were no comments by anyone else. 2. Status of skibmittals Tim Dowell indicated that he resubmitted the laboratory test procedure and results for the RCA to be used for the permanent road subbase to D&B. Tom Maher asked Jim Mulligan if this information was satisfactory and Jim said it was. Tom then gave verbal approval for use of the RCA. 3. Status of Construction of 17 -Acre Parcel Not discussed. 4. Status of Sand Screening and Testing Tim Howell explained that further sand screening on the center 1% acre area of the 17 - acre parcel would take place some time next week. The power screener still is being used to screen the vegetative cover mix in the Borrow Pit area and Terry would like to screen as much of 0 1314M723201 (R01) 1 '' 07/24/2002 WEU 09:01 FAX 0004/007 this as possible before moving the screener to the 17 -acre parcel. There is no stockpile of screened sand currently available to finish covering the geocomposite and liner with BPL on the east half of the landfill. BFI. must be plat over the geocomposite presently not covered by Tuesday, July 30, 2002. Therefore, Terry .must have screened sand available and placed by this date. 5. Status_of Soil Test Results Tim Howell indicated that Tectonic had made him aur of three soil test results on GVL samples whom the laboratory results appear to be duplicated. Tian is working on reconciling this with their laboratory, Universal, but said if it cannot be reconciled he will take an additional three samples for CTVT. analyses. 6. Status of Grading in Area of Shroder Pro e Jim Mulligan explained that Shroder had removed some of the sand stockpiled on the 40 - foot easement and, therefore, complicates the amount of sand that Torry will have to refill in that area. Jim Bunchuck has agreed to wait until Terry is finished working in this area before meeting with Shroder and discussing the final grading. 7. Schedule to Manufacture Topsoil Tim Howell said they are manufacturing (screening) about 3,000 ey of topsoil (vegetative cover mix) per day. Tire agreed with Jim Mulligan that about half of the unseteened topsoil has been screened to date. S. Daily Schedule of Work for Next 2. Weeks. Schedule for Construction of Permanent Road R005/007 The geotextile and most of the RCA has been placed. A 20 -ton vibratory compactor was on-site and rolling the RCA, Compaction testing by 'tectonic on the RCA will be perfonned on Tuesday, July 23, 2002. Corazini will begin paving oil Thursday, July 25, and finish the weep after with the mal two layers. Because of the temporary potential instability of the subgrade on the north side of the permanent road, it was decided that the paving would be about 24 feet wide (from the southern edge of diL- road) with the remaining paving to be performed after the norther!' side subgrade is stabilized with BPL and stone. Also, Bob Terry suggested putting down a temporary paved access path from the scale area to the permanent road at an estimated cost of $1,000 which would later be removed when the permanent road and main access road areas are completely paved. Tom Maher agreed with this suggestion. 10. Status of Completion of Gas Monitoring Wells Along Southwestern Bourrdary Jim Mulligan pointed out that the sampling talcs still must be installed on the four wells, but that he and Tim Howell will continue to sarnple for gas by opening the caps on a weekly basis. Tlxa sampling performed this week indicated no significant level of gas in the four monitoring wells, but that high gas levels were detected in one of the gas vents near the southern boundary indicating that the gas is not migrating off-site in this area. 11. Review of Submittals for Compliance with the Contract Documents Prior to Submittal to D&B Tom Maher explained that incomplete and incorrect submittals have been a problem on many occasions and most recently has occurred on the submittal of the RCA for use on the permanent road. Bob Terry agreed that this causes a delay in tine and should not happen. 12. Response Due on Revised Chenango Cost Backtui for Phased Liner Installation on West Side Tom Maher has spoken to a Chenango representative and Chenango will be submitting this breakdown in the neer fixture. c i 3la/ro7MOI (R01) 3 .�1 07/24/2002 WED 09:04 FAX 2000/007 m Tom Maher said that NYSDEC has inquired if an additional 2,000 cy of contaminated soil froth Moores Pond (Greenport) can be accepted for placement under the cap, and the question arises as to whether the Town is willing and able to receive this soil in the landfill. Tom suggested that all of the waste under the temporary road first be removed and placed in the southern portion of the east half of the landfill and then determine whethor there isspace still available for this cont=inated soil. Jim Bunchuek will determine if the Town is willing to tsake the soil. Tom also said chat should the soil be put in the landfill, which would take a week or so, Tenry should be given a like amount of time for extension on substantial completion of the landfill work. Jim Bunchuck said that Ken Sluder of NYS Environmental Facilities Corporation has been in contact with him regarding the status of meeting the Ml EAVI3E goals of the project. it was agreed that Terre would include a Utilization Report with his next application for payment, that D&B would review same, and that the Town would then file and/or forward the Utilization Report for K. Spider's review. ® Tom Maher reminded Bob Terry to submit a plantings proposal with costs.
