Status of Submittals
Tun Howell said he will be providing submittals regarding erosion control, fence and
seed next week. Bob Terry suggested changing the seed specification so that crown vegetation
would not be part of the mix since the Town may move forward with golf facilities on the
landfill and crown vegetation would not be conducive to such use. Tom Maher said Ed Wankel
would be contacted for his opinion on the seed specification since he is involved with the
Potential golf facility.
3. Status of Construction of 17 -Acre Parcel
It was agreed by everyone that completion of certain work on the 17 -acre parcel is critical
to both the Town's yard waste operations and progress of the landfill work. Jim Bunchuck
expressed his dissatisfaction in progress of work thus far on the 17 -acre parcel. Bob Terry
explained the sand screening still needs to be performed, as well as construction of a secondary
access road linking the western edge of the permanent road across the landfill with the RCA pad

ow on the I7 -acre parcel. A timetable was established whereby the secondary access road
✓ould be completed for use by the public and Town by Monday, August 12, 2002. The road will
be constructed with RCA and concrete barriers will be installed along the entire westerly edge of
the read for safety. Jim Bunchuck agreed to call H2M to ask them to prepare a plan, for the
construction of the primary road to be used basically by the public, A meeting is to be held on
Monday, August 5, among Jim. Bunchuck, Bob Terry, Jamie Richter and George Desmaris
(H2M) in order to discuss the location and design parameters for the primary road, along with
associated drainage considerations. It also was agreed that the existing RCA pad would be
extended southward as soon as possible, after the sand excavation and screening is finished in
that crt•ea. Tlvis will provide needed space for the brush and leaves dropped off by the publio: as
well as space for the Town to operate. Lastly, it was pointed out by Bob Terry that
approximately 50,000 cy of screened sand is needed for completion of the landfill work and that
he will not screen beyond that unless the Town directs him otherwise. Bob said he is not sure ,
how much, if any, of the sand at the northern end of the 17 -acre parcel will need to be screened.
It depends on how much screened sand will be produced from the excavation and screening
currently taking place on the southern half of the Site.

5. Status of Soil Test Results
Tom Maher suggested to Tim Howell that Tim call Peter Sutherland of Tectonic
Engineering to discuss resolution of tlne need to .retest the three GVL samples that were
iiworrectly reported. Tien agreed to do so.
G. Schedule to Manufacture Tgpsottt
The screener is now being used to screen sand on the 17 -acre parcel and, therefore,
screening of topsoil is not taking place. Screening of topsoil will resume only after the sand

-eening is completed. Bob Terry said there is enough screened topsoil now in the Borrow Pit
cover. the west half of the landfill.

Tim Dowell handed out their work schedule for next week.
8. Schedule for Completion of the Permanent Road
and Removal of the Temporary Road to 17 Acres
Bob Terry said that Corazzini Paving will be on-site Tuesday, August 6, 2002, to put
down the next 1',!z -inch asphalt course and that he will install the concrete barriers shortly
thereafter. Bob is making arrangements to have a. temportuy double line put on the center of the
road. Bob said that the temporary road will begin to be removed starting Friday, August 9, 2002.
9. Status of Completion and 'Cesting of Gas
Monitorinrr Wells Along Soutbwestern Boundary
Jim Mulligan reported that he and Tian Howell tested the four wells this morning and
found no detectable gas in any of the wells.
10. Revised Chenango Cost Backup for Phased Liner Installation on West Side
Tim Howell gave Ton, Maher the information prepared by Chenango. Tom and Jinn
Mulligan will review the information.
11. Cl,ailge Orders No. 8 and 9
Bob Terry thinks he has been paid the $21,000 by the Town for work covered under
Change Order No. 9, but was paid separately and not under the landfill contract. Bob said he
will check into this to confirm whether this is accurate. Likewise, Terry has been paid $50,000
by the Town for work described in Change Order No. 8, but was paid under the Corn' post Facility
contract and not under the landfill contract. Therefore, it appears that both Change Orders must

rescinded. Bob Teny suggested that this not be done until later, since further Change Orders
A►,ay come up. Tom Maher agreed.
12. Other
Tom Maher reminded Bob Terry about submitting a plantings Proposal which Bob said
lie will have by the. next Progress Meeting.
