Minutes of Previous (August 12, 2002) Meeting No comments from anyone present at the meeting. 2. Status of Submittals Tim Howell indicated that all submittals are up to date. 3. Status of Sand Screening and Testing Sand screening continues on the 17 -acre parcel. 4. Status of Soil Test Results and Resolution of Three Gas Vent Laver Samples Tim Howell said he sent a letter to Peter Sutherland of Tectonic Engineering regarding the three gas vent samples. Tom Maher asked Jim Mulligan to contact Peter Sutherland to discuss the matter. 0 1314/T0820201 1 5. Discussion with Ed Wankel Regarding Seed Mixture Tom Maher said he has not received a letter from Ed Wankel which Ed said he would be sending in which the recommended seed mix of 60% Fescue and 40% Perennial Rye would be confirmed. Tom asked Jim Mulligan to contact Ed Wankel regarding the letter. Bob Terry said he will submit a letter describing this change in seed mix (from Specifications) to Tom Maher. 6. Daily Schedule of Work for Next 2 Weeks Tim Howell will have the written schedule prepared shortly. Bob Terry indicated that next week's work consists of screening sand, expanding the RCA pad on the 17 -acre parcel, and grading waste on the last half and lower west half of the landfill. Bob said that McLean (surveyor) will survey the top of waste by the end of next week. In order to save time, Tom Maher agreed with Bob Terry's suggestion to use the laser level on the west side to determine the waste grade (minimum of 4%) and then move forward with covering it with contour grading material. 7. Status of Construction on 17 -Acre Parcel Bob Terry said they expect to finish excavating and screening sand in the middle portion of the site in the next day or so and then can begin to expand the existing RCA pad to the south. Jim Bunchuck indicated that Igor Sikiric of NYSDEC wants the northern end of the site to be excavated to proposed grade and offered to move the brush and leaves from this area to give access for Terry. Bob Terry said he could work in both locations. Note that after the meeting, Jim Bunchuck requested to Bob Terry and Jim Mulligan that Terry move (landfill) the brush and leaves which will be performed tomorrow as per Bob Terry. 01314/T0820201 2 8. Schedule for Completion of the Permanent Road and Removal of the Temporary Road to 17 Acres The RCA and waste under the temporary road was removed over the last few days. Grading of this area is near completion as well. The waste was placed on the southern hill of the east side of the landfill. 9. Design of Primary Road on to 17 -Acre Parcel and Status of Construction of Secondary Road The secondary road now is in place so that access to the compost facility is achieved. Tom Maher previously had sent a suggested design of the primary road to Jim Bunchuck and Jamie Richter for their review and comments before it was sent to George Desmaris of H2M for final design. Several items, including the layout and size of drainage facilities, paving or not of the road, and width of the shoulder were discussed at the meeting. John Romanelli said he will discuss these issues with Jamie Richter and get H2M to complete the design as soon as possible. Bob Terry, who was asked to submit a construction schedule for the site, said he could not submit the schedule until the road design was completed and given to him. All agreed this was necessary. 10. Status of Completion and Testing of Gas Monitoring Wells Along Southwestern Boundary Jim Mulligan said that the four wells were tested this morning by Tim Howell and him, and all the wells tested negative for gases. 11. Response to Revised Chenango Cost Backup for Phased Liner Installation on West Side The backup information from Chenango has been reviewed by Peter Sutherland of Tectonic Engineering and found to be acceptable. Tom Maher said this issue is now closed. 0 1314fr0820201 3 12. Proposal for Plantings Along Southern Boundary Tim Howell and Bob Terry said they recommend White Pines and Blue Spruce trees be planted along the southern boundary and eliminate deciduous trees. Jim Bunchuck said he will talk to one of the Town workers familiar with plantings. A final written proposal with costs then will be submitted to D&B by Terry. 13. Other Items Not on Agenda • Grading by McBride Property Bob Terry agreed that he cut too close to the north -south property line and would regrade this area later at no cost to the Town. More material will have to be taken from this area so that final regarding will take place in several weeks. • D&B Design for Road to Borrow Pit Tom Maher handed over to Bob Terry plans for the road and, at Bob's request, will forward this information to Terry's surveyor, McLean, as well. • Fencing D&B has accepted Terry's request to change the fencing that will be installed. Jim Bunchuck will check to see if the Town can realize a benefit in selling the existing fencing as scrap metal. If not, the existing fencing will be landfilled. • Project Construction Schedule Tom Maher provided a letter addressed to Bob Terry, signed by Tom, in which he expressed concern with Terry being behind schedule on several items. Bob Terry said he agreed with being behind on these items but that delay in the design of the primary road to the 17 -acre parcel has contributed to this delay. Bob said that he felt the time could be made up and that he could, therefore, meet the November 1, 2002, date for substantial completion of work. Jim Mulligan agreed, although he thinks it will be tight. Tom asked Bob to submit a revised construction schedule which Bob 0 1314/T0820201 4 said he will have for the next progress meeting (Thursday, August 22, 2002).
