Sikiric NYS Department of Environmental Conservation J. Mulligan Dvirka and Bartilucci Consulting Engineers R. Terry Terry Contracting & Materials, Inc. T. Howell Terry Contracting & Materials, Inc. 1. Minutes of Previous (September 5 and 12, 2002) Meetings No comments by anyone. 2. Status of Submittals Bob Terry said he will be submitting information on an erosion control blanket alternative and plantings along the southern boundary of the landfill. 3. Status of Sand Screening, Topsoil Manufacture and Testing Sand screening may be completed. Current stockpile on 17 acres may be sufficient for GVL and BPL for east half of landfill remaining to be lined. Topsoil manufacturing ceased as of yesterday since all compost has been used. There are about 1,000 cy of contaminated (arsenic) topsoil left in the borrow pit. Jim Mulligan questioned whether the stockpile of topsoil (vegetative cover mix) is sufficient for the entire east half of the landfill to be covered. Bob Terry offered for consideration to lay 14 inches of BPL and 4 inches of topsoil (total of 18 inches over liner) and questioned Igor Sikiric if this would be possible. Igor said he will look into whether this is acceptable to his office and asked Bob what it would cost to import topsoil from 0 1314/T0919201(ROl) 1 off-site. Bob estimated that the in-place- cost would be about $25/cy and, if 4,000 cy extra are needed beyond what is on-site, the total cost could be $100,000. Jim Mulligan said he will estimate the stockpile quantity to get a better handle on this issue. 4. Status of Soil Test Results and Resolution of Three Gas Vent Laver Samples Still waiting for a response from Tectonic on the three GVL samples in question. 5. Status of Installation of Replacement of Water Supply Well Jim Bunchuck said that the permit application has been submitted to NYSDEC for approval and was told the review/approval process typically takes about two months. Jim asked Igor to check into the matter and see if this could be expedited. Also, Jim said they have not gone out to bid to secure the well drilling contractor. 6. Daily Schedule of Work for Next 2 Weeks Tim Howell will prepare the schedule this afternoon. 7. Status of Construction on 17 -Acre Parcel Bob Terry said they expect to begin this afternoon extending the existing RCA pad southward. A section of the 24 -inch drainage pipe and one catch basin (on northwest part of system) were installed yesterday. The RCA pad extension will take one day to complete. Bob Terry and Jim Bunchuck agreed that a ramp (temporary to become permanent) would be needed from the main access road, which would allow Town equipment to access the RCA pad on the southern end. The ramp would be built before completing the main access road to allow the Town to haul brush to the compost operation. Tim Howell said he will have a construction schedule and costs to Jim Bunchuck by this coming Monday for Jim's meeting with the Town Board on Tuesday. 0 1314lrO919201(RO1) 2 r 8. Replacement of Sand Along the McBride Property Nothing done as of this date. 9. Status of Completion and Testing of Gas Monitoring Wells Along Southwestern Boundary The four wells still are not completed. Jim Mulligan and Tim Howell will test the wells tomorrow. 10. Proposal for Plantings Along Southern Boundary Bob Terry will submit the plantings proposal early next week. 11. Abandonment of Existing Landfill Well Nothing further has been done on this item 12. Status of Revised Construction Schedule Jim Mulligan pointed out that Terry is one week behind schedule with completion of GVL and liner installation. Bob Terry agreed he is one week behind schedule with this work but argued that, while in part his fault, mechanical breakdown (two Terex haulers) and weather also have contributed to this. (It is noted that extraordinarily wet weather conditions have not occurred during the construction period.) 13. Status of Installation of Vinyl Coated Fence Along Boundary of Residential Area Bob Terry said this work will start today. Jim Bunchuck confirmed that the vinyl fence would be installed north/south along the boundary of residents by the 17 -acre parcel, in addition to the previously agreed to boundary running east/west by the residents abutting the landfill. 01314/rO919201(RO1) 3 14. Price for Construction of Asphalt Curb Along Permanent Road Not discussed. 15. Status of Establishment of a Work Area Along Southeast Boundary of Landfill Jim Bunchuck said he will have this area cleared by this coming Monday and Bob Terry will then fence it off. 16. Metes and Bounds for New Access Road Jim Bunchuck received the metes and bounds last week and gave to Terry. Bob Terry said he has given the information to his surveyor, McLean Associates, who will survey the road shortly. 17. Maintenance of the Borrow Pit Perimeter Road and Grading of the Cut Areas Agreed to review this issue in more detail at a later date. 18. Privacy Slats Along: New Access Road to Cox Lane Jim Bunchuck said that as of now he does not want privacy slats on the fence along the new access road from Cox Lane. 19. Other - Jim Bunchuck said he still is waiting for soil test results on the 17,000 cy of material from the Calverton site. Depending on the quality of the soil, Jim questioned whether the soil could be used for making additional vegetative cover mix or grading the material in borrow pit area. Jim Mulligan recommended to Jim Bunchuck to have the 0 1314/r0919201(ROl) 4 soil tested for organic content should it be considered for use in making vegetative cover mix. - Terry submitted payment application No. 9 to Jim Mulligan for the landfill project and to Jim Bunchuck for the compost facility project. 01314[FO919201(RO1) 5 09/17/2002 TUE 13;41 FAX Z 007/047 SOUTHOLD LANDFILL CLOSURE AGENDA ITEMS FOR SEPTEMBER 19, 2002, PROGRESS MEETING 1, Minutes of Previous (Soptember 5 and 12, 2002) Meetings 2, Status of Submittals 3, Status of Sand Screening, 'I'opsoil Manufacture and Testing 4.
