1. Minutes of Previous (October 4.2002) Meeting

2, Status of Submittals

Bob Terry said he would give a $0.08/sy credit if Curlex 1I were to be used for the
erosion control blanket. Tom Maher said that at this point in time he wants Terry Contracting Lo
continue using the Western Eacelsor erosion control blanket. Toni also said he will notify Terry
Contracting shortly, in writing, on approval of their plantings proposal, but that they can move
forward based on this verbal approval.
3. Status of Sand Screening Toj2S)i1 Manufacture and Tossing
Tim Howell said the testing is up-to-date. Sand screening on the 17 -acre parcel has
resumed (for BPL application) over the last several days. Tom Maher recommended to Bob
Terry that Bob send a letter to the Town regarding the cost to stockpile gravel he is no longer to
take off-site and the amount of gravel Terry Contracting owns which still is on the site from
previous screening. Bob agreed to prepare such a letter.

4. Status of Soil Test Results
Tectonic wants to perform approximately 10 compaction tests on the BPL along the
anchor trenches on the west, north and east sides of the landfill. The tests are scheduled for
Tuesday, October 15, 2002; with the help of D&13 and Terry Contracting personnel.
5. Status of Replacement of Water Sunpiv Well
Jim 131mchuck said they still are waiting for the pernnit from N'YSDEC and believes that
the Fire District has not as yet bid the drilling contract.
6. Daily Schedule of Work for Naxt Week
Bob Terry distributed the work schedule for next week, Work includes:
d Sand screening (on 17 -acre parcel)
e Hydrosecding and erosion control installation
• Fencing installation
® BPL installation
o Liner and geocolnposite installation.
To1n Maher asked when the liner installation might be finished. Bob Terry said that it
may be completed by the end of next week. Bob Terry said he will contact Casola Well Drillers
and shoot for the week starting; October 20, 2002, for them to install the groundwater and gas
mujiitoring wells. Tom asked Bob to notify him. at least three days in advance of the drilling so
that he can make arrangements to have a geologist on-site to inspect the work.

7. Status of Construction on 17 -Acre .Parcel
Sand screening has resumed for BPL. Terry Contracting is continuing to install the black
vinyl fence parallel to Route 48 on the southern end of the site. Jim Bunchuck said that all other
work is on hold pending a moct n.g next Wednesday regarding the budget for the remaining work
to be performed.

This work will be performed. at .Che end of the job, as well as the decision to screen any
sand in this area.
9. Status of Completion and Testing of Gas

Jim Mulligan said the wells -were not tested.

11. Status of Revised Constriction Schedules
Torn Maher indicated Jim Mulligan's assessment was that Terry Contracting is about two
weeks behind schedule. Bob Terry and Tire Howell said that if Chenango were to complete the
liner and geocomposite installation by the end of next week, they would be only ons; -week
behind schedule at that point. Bob Terry doubts he can complete constniction of Recharge Basin
No. 3 by November 1, 2002, since the wood chips have been in the way and he doubts that the
Tovui will btrve them rnoved by the end of neat week, which i5 Jim Bunchuck's goal.

12. Status of Installation of -Vinyl Coated Fence

13. Status of New Access Road to Cox Lane

Jim Bunchucic indicated that Nelson and Pope will be performing a Phase 11 study which
includes taking samples of soil in three areas where there may be contamination. It remains to be
seen whether the Town %vi.11 reach agreement with Corazini to do the laud swap.
A Maintenance_ of the Borrow Pit Perimeter Road and Grading of the Cut Areas
Tom Maher said decisions on this matter will be made near the end of the job, along with
decisions regarding work to be performed in the borrow pit area. Tom Maher said this work is
not considered Fart of "substantial completion of work."

m Access Ramp to recharge Basin No. 3 - Bob Terry questioned the width of the ramp
and thought 10 fbet was too narrow. It was pointed out to Bob that the rarap is to be
I2 feet wade. Bob thought it might be wise to install RCA on this ramp and Tom
Maher agreed that this should be clone.
a Jim Mulligan said that there is enougli sand xemaining on the l7 -acrd site and in tha
area by the McBride property (southwest of the borrow pit) to complete the remaining
work on the landfill and be left with about 35,000 cy for the Towns use.

Jim Bunchuck questioned what is to be done on the grading of the Recharge Basins
Nos. 1 and 2. Bob Terry said he will review the contract, but is concerned on how it
is to be paid since there is no pay item in the contract. Tom Maher said he will check
into this matter -
6 Topsoil — After much discussion on the quantities and costs for the additional topsoil
needed to complete the work, the following was agreed upon.
4,000 cy of ready-made topsoil is needed and 3,000 cy of virgin compost is
needed_ Jim Bunchuck is to visit the bong island Compost facility in Yaphar- to
visually inspect these items and confirm the costs. Bob Terry indicated he Could
do the trucking at a cost of $8 to $10 per cubic yard. Bob is to give Tom a price
for providing 4,600 cy of loans which would be mixed with the compost and sand
to produce additional topsoil. Vegetative growth meditun for the perimeter of the
job site likely will come from the loam/wood chip material on the side slopes in
the borrow pit area. Tom emphasized the need to get an analysis of the material
to be used for organic content and pH. Samples are to be given to 'Tectonic
personnel on Tuesday for their Iaboratory to perform the analysis.
