MINUTES OF OCTOBER 17, 2002

1. Minutes of Previous (October 11, 2002) Meeting
No comments.
2. Status of Submittals
Discussions were held concerning the submittal for the plantings along the residential
area/southwest boundary of the landfill. Bob Terry inquired into the status of this submittal.
Tom Maher indicated that the submittal will be approved, noting the specifications requiring
proper watering of the plantings. (Note: The submittal was stamped approved as noted on
October 15, 2002, and forwarded to Bob.)
3. Status of Sand Screening, Topsoil Manufacture and Testing
Bob Terry indicated that sand screening on the 17 -acre parcel has continued to date.
Testing of the screened sand will be performed for BPL application in compliance with the
contract requirements. Discussions also were held with regard to relocating gravel generated
from the screening process. Bob indicated that he will coordinate gravel stockpile locations
within the 17 -acre parcel with the Town of Southold.

4. Status of Soil Test Results
Compaction testing on the BPL along the anchor trenches in the west, north and east
sides of the landfill were performed by Tectonic and observed by D&B and Bob Terry on
October 15, 2002. Tim Howell indicated that all test results were in compliance with the
contract requirements.
5. Status of Installation of Replacement Water Supply Well
Tom Maher indicated that discussions concerning the installation of the replacement
water supply well will be held at the next progress meeting, tentatively scheduled for October 24,
2002, since Jim Bunchuck was not present at the meeting.
6. Daily Schedule of Work for Next Week
Terry distributed the work schedule for the week ending October 25, 2002, which
includes:
• Sand screening on 17 -acre parcel
• BPL installation
• Liner and geocomposite installation.
• Hydroseeding and erosion control installation
• Fencing installation along Route 48
• Groundwater and gas monitoring well installation
Bob Terry stated that the installation of the groundwater and gas monitoring wells will
take place on Wednesday (October 23, 2002) or Thursday (October 24, 2002). Tom Maher
requested that Bob notify D&B at least three days in advance of the drilling so arrangements can
be made to have a geologist on-site to inspect the work. In addition, Tom stressed the
importance of the well driller being fully aware of the specification requirements unlike the

initial gas monitoring well installation. Bob indicated that the well driller will be aware of the
requirements.
7. Status of Construction on 17 -Acre Parcel
Bob Terry stated that the construction of the yard waste composting facility on the 17 -
acre parcel is on hold until further notice.
8. Replacement of Sand Along the McBride Property
Will be performed in November.
9. Status of Completion and Testing of Gas
Monitoring Wells Along Southwestern Boundary
Discussions were held concerning the testing of the gas monitoring wells along the
southwest boundary. Frank DeVita, D&B inspector, was informed that testing of the gas
monitoring wells is to be performed once a week. Terry will provide the gas meter testing.
10. Status of Revised Construction Schedule
Bob Terry stated that the construction on the 17 -acre parcel is approximately two weeks
behind schedule.
11. Status of Installation of Vinyl Coated Fence
Along Southern Boundary of Residential Area
Terry indicated that the installation of the vinyl coated fence along the boundary of the
residential area was complete as of the week ending October 18, 2002.

12. Status of New Access Road to Cox Lane
Tom Maher indicated that discussions concerning the status of the new access road to
Cox Lane will be held at a later date pending resolution of acquisition by the Town.
13. Maintenance of the Borrow Pit Perimeter Road and Grading of the Cut Areas
Tom Maher indicated that the maintenance of the borrow pit perimeter road and grading
of the cut areas will be addressed after completion of the cap.
14. Privacy Slats Along New Access Road to Cox Lane
Tom Maher indicated that discussions concerning installation of privacy slats along the
south side of the new access road will be addressed when the Town acquires the property.
15. Topsoil Requirements to Complete Project
Discussions were held pertaining to quantities of topsoil required to complete the project.
Based on the field estimates, D&B approximated 13,400 cubic yards (cy) of topsoil (in-place)
has been placed over the landfill cap area to date and that an additional 13,600 cy of topsoil (in-
place) would be required to complete the landfill cap area, 1,300 cy of topsoil (in-place) would
be required for the completion of recharge basins RB -1, RB -2 and RB -3, and 3,800 cy (in-place)
of topsoil would be required for all transition areas.
Discussions also were held concerning the amount of topsoil and arsenic contaminated
soil remaining on-site. It was agreed that D&B and Terry would field measure the existing
materials and estimate the amount of arsenic contaminated soil and fabricated topsoil remaining
on-site.
Discussions also were held concerning the transportation of either topsoil or compost,
from a private facility, into the borrow pit area. Current conditions impede the traveling of

standard commercial dump or trailer trucks to the borrow pit area. Terry indicated that the west
maintenance road, on the northbound property line, could be completed by the end of next week
to assist for the transportation of materials. It was agreed that D&B and Terry would discuss
possible solutions on-site next week.
Finally, it was agreed that Terry, in the presence of D&B, would fabricate a composite
material sample, consisting of three parts leaves mixed with wood chips (taken from on-site
stockpile), two parts arsenic contaminated soil and one part sand, and set up a test plot to
evaluate seed germination within this material.
