Minutes of Previ us October 25 2002 Meeting a003/009 Lased on conversations held during the Progress Meeting on October 25, 2002, Bob Terry agreed to stake the northern property line bordering the MoRride property within a few days after the meeting. Presently, this has not been performed. Tom Maher stressed the importance of the survey as it relates to the construction of the northern maintenance road and surrounding area elevations, and expressed concern that the survey had not been completed earlier as Bob had agreed. Bob indicated that the property line would be staked by either November 4 or -November 5 of the following week. Based on conversations held during the Progress Meeting on October 25, 2002, Bob 'Terry agreed to complete the installation of the head walls in Recharge Basins No. 1 and 3 by November 1. Presently, this has not been completed. Bob Terry indicated that the head wall submittals, pertaining to reinforcement, additive mixtures, etc., would be provided within the next few days, ® Torn Maher indicated that the Date of Substantial Completion would be postponed to November 8, 2002, due to the need to relocate wood chips in the area of Recharge Basin No. 3. ® Bob Terry indicated that seeding will continue past the November 1 deadline as specified in the Contract Documents. Bob Terry was noticed that failure of seed germination as a result of planting past the specified period is the liability of Terry Contracting & Materials, Inc. 013 14M 109243(x4 i ) 11/08,2002 FRI 09:12 FAX Z004/009 • Bob Terry was notified that arrangements were to be made between him and the Town of Southold to address the restoration of all construction easements that were disturbed. Bob Terry agreed to take the lead in these arrangements. • Bob Terry was notified that quarterly and monthly MBE/WBE reports were to be provided to the Town of Southold and Bob agreed to provide the reports. 2. Status of Submittals Discussions were held concerning submittals remaining for the project. Bob Terry indicated that they would provide a head wall submittal for review by November 1, 2002. Bob also indicated that they would provide a well installation plan, which deviates from the Contract Specifications, for review. Tom Maher stated that the proposed methods must be reviewed and approved by the NYSDEC prior to being submitted for review. 3. StatIrs of Sand Screening, Topsail Manufacture and Testing Bob Terry indicated that sand screening on 17 -acre parcel has continued to date. Bob was reminded by Tom Maher that conformance sampling for all Barrier Protection Layer (BPL) material must be completed in accordance with the specifications. Tim Howell acknowledged this and agreed that additional sampling of the BPL material still was required. Tim )=Howell indicated that the samples will be collected within the next few days for analysis. 4. Status of Soil Test Results Discussions were held concerning the use of topsoil from the multiplex construction project located in Riverhead as proposed by Bob Terry for the landfill project. >t wps discussed that this material would be used mainly for the transition areas. In addition, the materia) must be sampled for arsenic content as suggested by Bob Terry since this was former farmland, Bob Terry agreed to collect sample-, of the topsoil and send to Tectonic for organic content and pH analyses. Status of Installation of Replacement Water Sunnly Well According to Jim Bunchuck, the Town of Southold will receive bids for construction of the replacement water supply well on November 12, 2002. b. Daily schedule of Work for Next Week Tim Howell distributed the work schedule for the week beginning November 4, 2002. Work includes: Sand screening on 17 -acre parcel ® BPI, placement • Completion of northern roadway to Borrow Pit (excluding asphalt for road down into the Borrow Pit) ® Construction of main access road A Construction of Recharge Basin No. 3 ® Construction of eastern drainage system head wall. 1. Status of Construction on 17 -Acre Parcel No work, is being undertaken pending additional Town bonding and authorization to proceed. 8. Revlacement of Sand Along the McBride Property This will be completed prior to the Date of Final Completion (December 1, 2002) as agreed upon by Bob Terry and Tom Maher. -01314rr:10720SWI) 3 1108/2002 FRI 09:13 FAX a 006/009 9. Status of Completion and Testing of Gas Monitoring Wells Along Southwestern Boundary Wells still need sampling ports to be installed. This, plus construction of all groundwater and landfill gas wells, will be completed prior to the Date of Final Completion as agreed upon by Bob Terre and Tom Maher 10. Status of Revised Construction Schedule Except for topsoil to complete the project, according to Bob Terry, the project is 2-3 days behind schedule. Toni Maher reiterated that the Date of Substantial Completion is November 8, 2002, and that liquidated damages twill be incurred thereafter. 11, Status of Vinyl Coated Fence Along Boundary of Residential Area and Route 48 No work performed this week, since it is part of the 17 -acre project. 12. Status of New Access Road to Cox Lane Jim Btimchuck stated that the stratus of. the Phase II investigation testing should be provided to the Town by October 25, 2002. Further discussions regarding transfer of the property to the Town will occur subsequent to receipt of the test results. 13- Maintenance of the Borrow Pit Perimeter Road and Grading of the Cut Areas This will be completed prior to the Date of Final Completion Date as agreed upon by Bob Terry and Torn Maher, 01314frt10720.'(ROI) 4 11/08/2002 FRI 09:13 FAX 14. Privacy Slats Along New Access Road to Cox Lane This work will be addressed pending resolution of the property transfer. 15. Topsoil Requirements to Complete the Project 2007/009 Tom Maher requested that Bob Terry, Jim Bunchuck and representatives froze. Long Island Compost meet later in the day to discuss contractual agreements to provide material to manufacture topsoil for completion of the cap. Bob and Jim stated that a meeting was scheduled for that afternoon. Bob Terry indicated that the main access road will not be completed for anticipated topsoil delivery starting November 7, 2002. However, Bob stated that the north maintenance road and the road down to the Borrow Pit will be completed by the afternoon of November 7 or the morning of November 3. It was agreed that the construction of the road down to the Borrow Pit, pertaining to the asphalt paving, would be postponed until all topsoil hauling activities Wow completed. 15. Items to be Completed for Substantial Completion Bob Terry was notified that the following items are required (but not limited to these items) to be completed for Substantial Completion: • Completion of placement of .8PL material • Completion of final grading of Recharge Basins No. 1 and 2 ® Completion of construction of Recharge Basin No. 3 • Completion of southwest drainage system into Recharge Basin No. 1 Completion of eastern drainage system into Recharge Basin No. 3 • Completion of main access road (including concrete aprons) • Completion of all drainage swales and structures e Completion of all maintenance roads ® Completion of landfill gas vents e Installation of guide rails. 0] 114r1-1107201(Rol) 5 11,`08!2002 FRI 09:14 FAX X1008/000 17, Repair of Erosion Daman Along Swales to Recharge Basin No. 3 _ Bob Terry was notified that the erosion damage occurred in the area of the incomplete swales to recharge Basin No. 3.
