Bob 'ferry did not get a chance to review the October 25, 2002, meeting minutes. Tony
Maher inJicated that minutes .from the October 31, 2002, meeting will be distributed later today.
2. Status of Submittals
Discussions were held concerning submittals remaining for the project. Tim Howell
submitted the headwall submittal for review on November 5, 2002. Bob Terry indicated that he
is proceeding to install headwall at his own risk without approval. Tim Howell indicated that all
other submittals were up to date.
3. Status of Sand Screeraing, Topsoil Manufacture and Testing
Bob Terry indicated that sand screening on the 17 -acre parcel has continued to date.
Conversations were; held concerning possible limited availability of sand for screening in the
south end of the 17 -acre parcel. Boles indicated that approximately 500 cubic yards of BPL still is
required to complete &h cap. Bob stated that the placement of the remaining BPL would be
completed by November 8, 2002.

4. Status of Soil Test Results

Bob Terry was reminded that conformance sampling for all BPL material must be
completed in accordance with the specifications. Tim Howell acknowledged this and indicated
that the remaining samples of the BPL would be collected for analysis later today.
5. Status of Installation of Replacement Water Supply Well.
Jim Bunehuck indicated that the bid opening for the installation of the replacement water
supply well will be on November 12, 2002.
6. Dailv Schedule of Work for Next Week
Bob Terry indicated that the following work will be completed for the week ending
November 15, 2002:
Final grading ofRecha.rge Basins No. 1 and 2
• Construction of Recharge Basin No. 3
Construction of main access road
• Construction of concrete aprons
• Construction of remaining stone drainage swales.
Bob Terry indicated that he had concerns regarding planting ternporary seed past
November 15, 2002, and would Iike to delay this until Spring 2003, and would be responsible for
repairing any erosion of the BPL that may occur over the winter. Tom Maher requested that Bob
provide a letter formally submitting his proposal and that he provide a description of the erosion
control measures be plans to use.
Jim Ruachuck mentioned the potential availability of 5,000 cubic yards of topsoil from
the Town Highway Deparhnent and requested if TC&M could transport the topsoil to the
landfill. Bob Terry indicated that he would provide a cost estimate for transporting the material.
Jim requested that D&B sample the topsoil for organic content (and pH).

7. Status of Construction on 17 -Acre, Parcel
No work is being undertaken pending additional Town bonding and authorization to
proceed,
8. Replacement of Sand Along the McBride Pro-perty
This will be performed in November prior to the .final Completion Date of December 1,
2002,
9. Status of Completion and. Testing of Gas
Monitoring Wells Along Southwestern Boundary_
The existing wells along the southwestern boundary still need sampling ports to be
installed. The remaining gas monitoring wells and all of the groundwater monitoring wells will
be installed prior to December 1, 2002. Testing of wells this week did not detect methane gas.
10. Status of Revised Construction Schedule
Refer to Agenda Item 15 for construction status.
11. Status of Vinyl Coated Fence Along
BoundM of Residential Area and Route 48
Fencing along the western boundary by the residential area and Route 48 has been halted
pending authorization by the Town to complete the 17 -acre parcel. Bob Terry again was notified
that the tree damaged as a result of T'C&M's machinery on property neighboring the landfill on
the western boundary must be cut down to grade. Tim Howell stated that this would be done.

1.2 . Status of New Access Road to Cox Lane
This work will be addressed after the Town takes title to the property.
11. Maintenance of the Borrow Pit Perimeter Road and Grading of the Cut Areas

Maintenance of the perimeter road will be addressed in November, together with the
replacement of sand along the McBride property. A decision regarding overall grading of the
Borrow Pit will be addressed after completion of the cap.
14. Privacy Slats Along New Access Road to Cox Lane
This work will be addressed after the Tovym takes title to the property.
15. Topsoil Requirements to Complete the Proiect
Refer to Agenda Item No, 6.
16- Items to be Completed for Substantial Com letion
Bob Terry stated the status of the following Substantial Completion items:
s Placement of BPL to be completed by November 8, 2002

Final Grading of Recharge Basins No. 1 and 2 to be completed next week
• Construction of Recharge Basin No. 3 to be completed next week
o Completion of southwest drainage system into Recharge Basin No. 1 possibly by next
week
+ Completion of eastern drainage system into Recharge Basin No. 3 possibly by next
week
• Completion of main access road (including concrete aprons) by next week

Completion of all drainage swales and structures by November 8, 2002
m Completion of all maintenance roads by the end of next week
• Completion of landfill gas vents by the end of next week
• Installation of all remaining guide rails by the end of next week.

Tom Maher indicated that the transition areas where topsoil was placed must be
completed prior to December 1, 2002, Bob Terry indicated that the floor of Recharge Basin No.
3 contained a lot of silty material and most likely would need to be removed and replaced with
clean sand. Tom Maher requested that Tim Howell and Frank DeVita inspect conditions in this
area and provide feedback.
17. 1 air of Erosion Damage Alone Swales to Rechaw Basin No. 3
Bob Terry indicated that this work still has not been completed_ Tom Maher indicated
that additional damage incurred due to lack of responsiveness in repairing the erosion damage is
the responsibility of TC&M.
18, Plan for Seeding
TC&M indicated that they would provide a letter for proposed seeding plan.
19. Extension of Gas Migration Control Trench in Area of Scale House
Discussions were held concerning the extension of the gas migration_control trench along
the southern boundary of the landfill by the scale ?House. Frank DeVita will discuss this with Jim
Bunchuck. Bob 'ferry indicated that the work can be done in one day. Bob Terry suggested that
the work be perfon-ned on November 11, 2002 (Veterans' Day) to eliminate access issues since
the Town will be closed for this holiday.
Tom Maher asked Bob Terry to provide pricing for turbines to be added to gas migration
control trench vents along the southern boundary of the site. Bob agreed to provide pricing by
November 13. Tim Howell was notified that all gas vents must be adjusted so that they are
perpendicular to the surface.

Igor Sikiric indicated that the drilling method proposed by TC&Ni for the groaind'water
monitoring wells was disapproved by the NYSDEC. Tim Howell was to coordinate; with Igor
regarding alternate methods.
