Minutes of previous (January 3, 2002"f Meeting No comments by anyone on the January 3, 2002, minutes. Bob Terry to provide comments on December 27, 2001, minutes. 2. Recharge Basin #4 — Drainage Redesign Cos-, Estimate Bob Terry submitted a cost estimate to constrict the new drainage system along the eastern landfill boundary. Bob also is to submit a proposal to eliminate the waterproofing epoxy from the manhole which cannot be applied udder 40° F. Nonnotable Well -Relocation Plan, Permitting and Method of Construction Toro Maher stated that as a result of the Fire Department's requirements for the nonpotable well, the budget for redesign of the well and electrical equipment is $12,882.. John Romanelli suggested that the Town Board review and approve the redesign budget. Torn asked Bob Terry when he will need the well to be completed. Bob responded it is needed as soon as possible so the cxdsting well can be abandoned. Bob also said the existing well will be surrounded by geomembrane within two weeks, resulting in the need for the new well. 5. - Nest Half of Landfill — Status and Plan for Completion Tom Maher asked Bob Terry the status of the west half of the landfill. Bob said the work is weather dependent, but that geocomposite is being installed today and he expects liner installation to resume today or tomorrow. Bob also said that barrier protection layer placement could begin on Monday and, if the change to the precast structures is approved, the drainage system work in the southwestern area of the landfill could begin next week or the week after. Bob asked Tom if a decision has been reached on the spacing of the vents in the gas migration control trenches. Tom said no, but would let Bob know shortly. Bob said he needs to submit a design proposal for the wind driven vents. G. Golf DrivigZ.R.an&e Design John Romanelli said the Town Board is meeting on Tuesday to review feasibility study proposals. Status of Submittals Tom Maher said he believes all submittals are up to date except for the formal submittal on the. geocomposite. Tim Howell provided the submittal for the underdrain Pipes in the swales to Torte Maher. 9. Vegetative Cover Mix — Agronomist Certification Bob Terry said his agronomist is attempting to revise his recommendations to use all of the c:ontxninated topsoil. Tom Maher asked Jim Bunch.uck if he has contacted anyone for a second analysis of the material. Jim said he is in the process of doing so. Tom asked Bob by what date the issue needs to be resolved. Bob replied March 1 at the earliest. 9. Status of Sand Screening and Testing - Use of 17 -Acre Material for Eastern Portion of Landfill/Cu Tim Dowell said all testing is up to date. 10. jtgj Q s Vents on Eastern Portion of Landfill Chris Morris said the wells were tested producing no significant odors. - 11. Regrading of Northeast Area to 3:1 Slope/ Replacement of Cap Material to Meet 1{rig.Ugn Angle Requirements Jim Bunchuck said fie and Bob Terry rrlet with Schroder on Monday, Bob stated that he believes the area could be cut 10-15 feet, but Scbroder agreed only to cut the area 6 feet. Toren asked how much sand would be produced from the cut. Bob responded that the total would,be approximately 1,000 cy. Bob also said that Schroder indicated he may want a barrier erected in the area. Removal of Material in Easement Area o C ni Pro e Tom Maher asked Bob Terry if material still needs to be moved off the easement. Bob said yes, when the drainage: pipe is installed. Completion of Submissions See Item 7. 16. Winter Work Schedule Tum Maher asked Bob Terry if he intends to work throughout the winter if the - driving range plan does not go through. Bob said yes, unless the temperature falls below 100F. Bob stated that the area south of the temporary access road needs to be completed, some contouring of the east side needs to be done regardless of the final plan, and the drainage system on the east side also needs to be constructed. 17. _Charge for Use of Unscreened Material and Screening of Material from 17 -Acre Parcel Torn M2her provided a summary of use of 17 -acre material to all attendees. Town calculated that after all of the 17 -acre sand is used, an additional 40,000 cy of material will have to be used fz-om the borrow pit stockpile. Tom stated that there has been confusion over how the material moved off the 17 -acre parcel is to be paid, as it was not part of the landfill or compost facility contract. Bob Terry said he has completed approximately $300,000 worth of work on this task to this point. Bob added that there is an addendum to the compost facility contract stating that the landfill contractor is responsible for moving the material off the 17 -acre parcel. Tom stated his concern with having a major increase to the compost facility Contract. Bob said he believes a third contract is neaded for the work, which will negate the need for a change to the compost facility contract. Toni noted that 'ferry's bid price for transporting material was the lowest of all the landfill closure bids. Torn added he believes a third contract involving; the transportation of the 17 -acre material off the facility based on the landfill closure bid prices could be possible, along with a change order to this third contract for screening the 17 -acre material. 18. Other Bob Terry said that he needs the sound barrier design, for the southwestern area. Bob asked about the property swap between the Town and Corazzini.
