MINUTES OF JANUARY 24, 2002

1. Minutes of Previous (January 17, 2002) Meeting
Bob Terry said he has yet to review the minutes and will submit any comments he
has to Tom Maher.
2. Recharge Basin #4 — Drainage Redesign Cost Estimate
Tom Maher provided Bob Terry with typical schematic drawings of the structures
(catch basins, manholes and head wall) D&B would like to use. Tom said Bob should
use the schematics, as well as the redesign drawings previously provided to cost the
project. Tom asked Bob if he could have the revised cost estimate by next week's
meeting. Bob replied that he would attempt to do so.
3. Status of Aerial Photograph
Jim Bunchuck said he has spoken with Geomaps who told him they are waiting
for a clear day for the fly -over. Jim also said Geomaps will be tying in information from
McLean Associates' survey with their photograph. Tom Maher asked Chris Morris and
Bob Terry if McLean had surveyed the road leading to the borrow pit as he had

requested. Bob said that they had not, but they would the next time they were on-site.
Tom explained that the location of the road is critical with regard to the redesign of
Recharge Basin #3.
4. West Half of Landfill — Status and Plan for Completion
Tom Maher asked Bob Terry the status of the west half of the landfill. Bob
replied that he intends to cover the liner with barrier protection layer (BPL) sand when
the weather is good, and work on the southwest drainage system during poor weather.
Bob asked if the compaction testing on the southern end south of the temporary road is
completed. Chris Morris said that Barry Ouimet of Tectonic Engineering informed Tim
Howell and him that the top layer of the sand has been contaminated with loam and other
material in certain areas; therefore, testing in the area cannot be completed. Bob
responded, in that case, the drainage and the gas migration control trench in the area will
be installed first and the subgrade will be prepared afterward. Bob stated that the gas
migration control trench on the southern end of the east hill can be completed during bad
weather. Tom added that the gas monitoring wells need to be installed. Tom asked Bob
how he plans to control the thickness of the barrier protection layer. Bob said he will
have a gradesman installing marked PVC pipe (temporary) in a grid which will be moved
as grading progresses. Tom asked Bob what the distance will be between the pieces of
PVC. Bob replied, in the area of the swales the spacing will be approximately 25 feet,
but on the flatter areas the spacing will be greater. Tom then said he would like a tight
25 -foot grid in all areas and that he wants strict control over placement of the BPL.
5. Status of Submittals
Tom Maher said he has not received Submittal No. 33. Tim Howell explained
that Submittals No. 32 and 33 were included together in one letter. Tom asked Tim to
send him a letter explaining the situation. Tom also asked about the final- Submittals No.
24 and 25 for the geotextile. Tim said the letter has been sent to the manufacturer who he
expects to respond to D&B's comments.

6. Vegetative Cover Mix — Agronomist Certification/
Revised Report and Testing by University of Massachusetts
Jim Bunchuck said he has not collected any samples for analysis yet. Tom Maher
said he would like Bob Terry to be involved in selecting the samples for testing. Jim
added that he may be able to begin to collect the samples later today.
7. Status of Sand Screening and Testing -
Use of 17 -Acre Material for Eastern Portion of Landfill/Cap
Bob Terry said screening of the 17 -acre material is ongoing. Tim Howell added
that all testing of the gas venting layer is complete; however, samples of the barrier
protection layer are needed. Tim then provided Tom Maher with a cost estimate for
testing the 17 -acre material. Tom asked Bob if he intends to screen all of the remaining
17 -acre material, as approximately 20,000 cy of screened material is needed for the
subgrade on the east side. Bob replied that he would prefer to screen the remaining
material and use the borrow pit stockpile for the subgrade on the east side. Bob added
that he believes the borrow pit stockpile will have to be screened for use as gas venting or
barrier protection layer material at added cost to the Town. Jim Bunchuck stated that the
borrow pit stockpile was prequalified. Tom replied the prequalification testing took place
almost two years ago and that the results could vary depending on where the sample was
taken in the pile. Tom stated his preference in using the unscreened 17 -acre material for
subgrade, and attempting to locate suitable stockpiled material in the borrow pit. Bob
reiterated his belief that the material would need to be screened and added that bank run
material has been mixed with the screened stockpile. Jim replied the bank run was
stockpiled next to the screened sand but not mixed. Bob said that since his arrival, there
has only been one large pile. Jim stated he believes samples of the stockpile need to be
taken to prove or disprove the sand qualification. Chris Morris and Tim Howell are to
check the stockpile to attempt to determine the amount of material that needs to be
stripped off the stockpile. Bob added that approximately 2 feet of material already has
been removed.

8. Test Gas Vents on Eastern Portion of Landfill
Chris Morris said that Terry's gas meter is in for maintenance. Tom Maher asked
Chris Morris to check with D&B's office for a gas meter.
9. Regrading of Northeast Area to 3:1 Slope/
Replacement of Cap Material to Meet Friction Angle Requirements
Tom Maher asked Bob Terry if the plan was to remove six feet of material in the
area. Bob said yes and that the work will be completed as part of the eastern drainage
project in the area. Tom responded that the work should be included in the eastern
drainage project's cost estimate. Tom asked if the material compacted around the
drainage pipe will be only backfill. Bob replied yes, but will figure in 2,000 yards of 17 -
acre sand as a contingency plan if rubble in the existing gas trenches is encountered.
10. Soil Test Results
Tim Howell is to provide the results from the last round of testing on the gas
venting layer.
1.1. Review of Revised Savings and Additional Costs to Date
Tom Maher reviewed the revised savings and additional costs, and asked Bob
Terry for any comments. Bob questioned the estimate of the amount of contour grading,
daily cover and general fill to be used (80,000 cy). Tom asked Chris Morris to check
the amount already billed to the item and added he believes approximately 60,000 cy has
been billed to date.
12. Review of Revised Cost Items Regarding the Compost Facility

Tom Maher asked Bob Terry for the cost for moving brush on the compost
facility. Bob said the cost is $3.00/cy and the total will be approximately 5,000 cy when

finished, but added that it has not been billed yet. Bob also said the cost for the
construction of the temporary 1 -acre RCA pad (approximately $35-40,000) needs to be
negotiated with the Town. Tom stated he would like to have all cost issues settled before
the next Town Board meeting. Bob then said he will attempt to reconcile the cost for the
pad by next week's meeting.
13. Discussion of Area of Waste Disposal and.Placement of Fill
Chris Morris provided Tom Maher with 'a map detailing the locations and
amounts of material added to the west half of the landfill since the job began. Tom asked
Bob if he is aware of any other material that may have been added. Bob said there were
piles of wood chips and leaves in the southwest corner, some of which had to be removed
later to achieve the proper compaction in the area. Tom asked Bob for an estimate of the
amount of the material. Bob replied he could not give an accurate estimate.
14. Credit for Sewing Ends of Geocomposite
Tom Maher asked Bob for any further information on the status of the credit. Bob
said he is trying to stay out of the issue. Tom responded that Chenango is his
subcontractor; therefore, he must be involved. Bob said he is not aware of the status of
the credit, but that Chenango was upset by the request for the credit and is considering
walking off the job. Bob added if Chenango leaves, the project would lose a minority
contractor. Tom replied it is their option to leave and that they can be replaced. Tom
also said that he believes Chenango sewed the edges to save time just as they had done
during the liner welding process resulting in several destructive test failures. Bob
disagreed with Tom's claim and added that he believes Chenango is preparing a letter
arguing the savings over sewing the terminal edges versus heat seaming the edges. Tom
said he would review the letter and would accept Chenango's position if they can prove
the costs are similar.

Bob Terry requested the geocomposite exposure limit after installation be
extended from 14 to 30 days. Bob provided documentation from the geocomposite.
manufacturer stating the acceptability of the 30 -day exposure limit. Tom reviewed the
material and asked Bob who is responsible for the guarantee of the project. Bob
answered that it is Terry's responsibility. Tom asked Bob to submit a letter stating the
extended exposure will not affect the warrantee of the material or the overall closure
project.
