1. Minutes of Previous (3anuary 30. 2002) laieetina
No comments by anyone.
2. Recharge Basin ##4 — Drainage Redesign Cost Estimate and Work Plan -
Bob Terry said he will provide the ;Formal cost estimate and work plan. before the
end of the meeting and staffed he believed the cost'to b`e. approximately $174,000. Tom
Maher asked Bob if his estimate included the charge for backfilling Recharge Basin 44.
Bob replied that it did not. Tont estimated 12;000 cubic yards of material will be needed
to fill Recharge Basin #4 at a cost of $3 per cubic yard, bringing the total cost to
approximately $21.0,000, Bob provided Tom with the cost estimate and work plan at
1.0:30 which showed the cost for construction of the drainage system to be $1$1,000.
Bob reviewed the work plan briefly and said it needs to be revised.
3: Status of Aerial Photo ra h
Tom Matter asked Chris Morris the status of the aerial photograph. Chris said the
points on which Geomaps " heeded .to provide the topographic hif'ormation on the
photograph have been re -marked, but need to be surveyed. Jim Bunchuck added that the

photograph has not yet been taken, but the points can be surveyed afterwards. Tom
stated he would like the photograph and associated topographic survey as soon as
possible to assist in the redesign process of Recharge Basin #3_ Tom also said if the
photograph is provided, it will not be necessary for McLean to survey the area of the road
leading to the borrow pit. Bob said he will attempt to schedule McLean Associates as
soon as possible to survey the points and that Monday is likely, Tom also said he would
like the cap limit on the south end of the east half staked. Bob replied he believes there
are nails in the area and that he would look into it. Tom suggested digging several test
pits in the area to determine the limits of waste, as the cap only needs to extend over
waste filled areas, Bob responded that th;e waste limits could be determined during the
construction of, the gas emigration trench in the arca at no additional cost. Tom agreed
with Bob's proposal and said the cap limit could be determined at that time.
4; Non otable Well — Status of Redesign
Tom Maher said he believes the redesign will be completed by next week's
rneeting. Bob Terry said he thinks he will be able to provide a $20/f6ot credit for
abandon's the gas and groundwater monitoring wells in-place versus removing the
wells, and will submit a plan for the method of abandonment.
5. - West Half of Landfill — Status and Plan for Completion
Tom Maher asked Bob Terry the status of the west half of the landfill. Bob said
he expects to have the stilling basin for the southwest drainage system waterproofed
today or tomorrow, and have the system completely installed by next week. Bob
continued that he expects the barrier protection layer installation also to be completed by
next week and expects to begin the gas migration control trenches on the south sides of
the east and west halves to be followed by the drainage system of the east side (pending
approval).

6. - Crolf Driving Range Desig -

Bob Terry stated that the regrading of the east side needs to begin shortly. Tom
Maher said a decision on whether or not to proceed with the driving range needs to be
made at the next Town Board meeting.
7. Status of Submittals
Tom Maher reviewed the schedule of submittals and asked Bob Terry about the
need for a submittal regarding the Type II Geotextile. Bob answered that there will be no
Type II Geotextile installed in the near future and said ferry will be providing submittals
regarding the erosion control material and well abandonment shortly.
S. Vegetative Cover Mix— Agronomist Certification/
Devised Report and Testing by University of Massachusetts
Jim Bunchuck said he has not heard from the University of Massachusetts and
that they have had the samples for over a week. Bob Terry stated that his agronomist has
made another revision to his report which still reflects the need for too much compost.
Tom Maher suggested waiting for the report from the University of Massachusetts before
making any further decisions.
9. Status of Sand Screening and Testing -
Use of 17 -Acre Material for Eastern Portion of Landfill/Cap -
Schedule for Placing Barrier Protection Laver Over Geomembrane
Tom Maher stated that Tim Sunchuck has given Terry direction regarding the
screening, of sand. Tom asked Bob Terry to inform him when he needs to screen
additional sand once the barrier protection layer has been installed. Bob estimated that he
would need additional screened sand on the west side for gas venting material in
approximately 3 to 4 weeks. Bob also said it was his understanding that he was permitted
to screen 100,000 cubic yards of sand, which he, has yet to do. Tom suggested that Bob
submit a letter statiDg his sand requirements for the completion of the project.

10. - Use of Waste in Area of Permanent and Temporary Road
for Cautgur Grading Material on West Side
Tom Maher asked how much waste material needs to be excavated from under the
temporary road. Bob Terry and Chris Morris estimated the size of the area to be
excavated to be 250 feet by 50 feet and approximately 5 feet thick, resulting in 1,000-
2,000 cubic yards of waste. Tom stated that he does not believe there is much room to fit
the waste on the west side. Bob Terry agreed. Tom asked what other additional material
has been or will be added to the east side. Bob said there have been approximately 400
cubic yards from Waste Excavation Area 94, 1,000 cubic yards of leaf material from the
west side and roughly 10,000 cubic yards of C&D already added to the east side, Bob
continued that approximately 5,000 cubic yards will be excavated from the northeast
swale and an estimated 2,000 cubic yards of concrete debris from the east side drainage
system could be added to the east side. Chris said that roughly 1,500 cubic yards of
material has been added to the east side from the excavation of the gas migration control
tienches and that the total could be about 8,000 cubic yards when. the _trenches are
completed. Tom said the added material to the east side totals approximately 30,000
cubic yards Tom stated that the C&D needs to be processed and asked who will do it.
Bob replied that he planned to do so. Tom asked how much and what type of material
will need to be mixed with the C&D. Bob said he planned to mix the excavated material
from the northeast Swale with the C&D. Tom said he believes the east side will be raised
approximately 3 feet and the slopes in the swales may need to be increased as a result.
Jim Bunchuck said he will attempt to resolve the driving range issue as soon as possible
so a revised grading plan can be completed.
11. - Regrading of Northeast Area to 3.1 Slope
Bob Terry said the regrading will be completed when the east side drainage
project begins.

12. Soil Test Results
Chris Morris said the testing is up to date.
13. " Review of Revised Savings and Additional Costs to Date -
Tom Maher said that a few issues regarding cost allocatio to either the landfill
closure project or compost project will be discussed with the Town.
14. Review of Revised Cost Items Regarding the Compost Facility

Bob Terry provided Tom Maher with Chenango's response to and information on
the credit request_
16. Submittal No. 24 and 25 — Geotextile Certifications
Tom Maher said he has received submittal No, 24 and that submittal No. 25 (Type
II Geotextile) is not needed in the near future.
17. Other
Tom Maher asked Bob Terry to estunate the amount of brush that was buried on
the west side. Bob answered that he did not know. Tom asked if it could have been
10,000 cubic yards. Bob said it easily could have been that much, but he is unsure. Tom
asked if the total was 10,000 cubic yards, what would it reduce to? Bob said he did not
know. Tom said if the number was roughly 10,000 cubic yards and, the brush was mixed
with sand, the amount of subgrade used on the west side may have been warranted and
may no longer be an issue.

Bob Terry provided the quarterly M/WBE reports to Jim Bunchuck. Bob said the
report does not include Terry's work force utilization, but, he can provide it at Ken
Schider's request.
Bob Terry asked Jim Bunchuck what the plan is for the pad formerly used for
brush collection, Jim said the area can now be used. Bob asked Jim, if be wants the
public to drive to the north and of the 17 -aero parcel to drop off their brush. Jim said no,
only the contractors are to drive to the north end. Jim suggested fencing off a smaller
area of the brush pad for public use and opening the rest for Terry's use.
Bob Terry asked Jim Bunchuck if he could obtain snow fence from the Highway
Department. Bob said he could provide the fence, but it would be at a. greater expense.
