1. Minutes dPrevious (February 7, 2002) Meeting
Bob Terry provided a letter with his continents on the February 7, 2002, progress
meeting.
2.
Recharge Basin 44 — Revised Work Plan
Bob Terry said he still needs to provide the revised work plan. Tom Maher stated
the revised work plan should include the filling of Recharge Basin #4. Tom provided to
Bob, fete Sutherlo-nd'sti ectonics' recommendations to achieve proper compaction in the
recharge basin. Bob asked what material should be used as fill in the recharge basin.
Tom replied that the material on top of the sand stockpile in the borrow pit, any clears
material excavated from the gas migration control trenches, as well as the remaining; 17-
acre loam provided that it is well mixed with unsereened sand. Igor Sikiric gave verbal
approval for the east side drainage system plan, including filling Recharge Basin #4, and
also gave approval of the abandonment plan for the gas and grotmdwater monitoring
wells. Bob Terry asked if he can begin ordering; the necessary materials. Torn Maher
answered yes.

3. Status of Aerial Photograph and SurYeXjn& by McLean
Tom Maher asked about the status of the aerial photograph. Chris Morris said the
photograph was scheduled for yesterday or today, and that McLean has surveyed the
required points for Crcomaps. Tim Bunchuck called Bill Crawbuck of Geomaps to ask the
Status of the photograph. Hill said he was unsure. if the photograph was taken yesterday,
but, if it was not, it would be taken today. Tom asked Bill if it would be possible for
Creomaps to produce the photograph and associated topographic information quicker than
three weeks and if the reduced turnaround time would result in a cost increase. Bill said
there would be a cost increase of a few hundred dollars and that he would attempt to have
the work completed as soon as possiblc.
4. Nonpotable Well — Status of Redesdo.
Tom Maher provided the redesign plan to Bob Terry. 'Bob asked if he could begin
the permitting process. Tom answered yes.
51 West Half of Landfill — Status and Plan for Co=letion
Tom Maher asked Bob Terry tile status of the west half of the landfill. -Bob
replied that the Iiner repair is to be completed today and that the southwest drainage
system, including the stilling basin, should be completed tomorrow, followed by the
installation of the gas migration control trench in the area. Tom asked if the comstnaction
of the permanent road could begin once the gay migration control trench in the area is
completed. Bob mmswered yes. Tom stated the swales in the area still need to be
constructed. Bob listed the sequence of work on the southwest side starting with the
drainage system, followed by the gas migration control trench and contour grading
material, gas venting layer, genmembrane, barrier protection layer mid RCA. Torn said
Type II geotextile is to be installed in the area. ]Bob agreed. Tom continued to say that
the temporary road could then be removed. Bob answered yes; and asked where the
excavated waste from under the temporary road should be placed, Tom said the waste

should be spread over the top of the east hill. Bob stated he believes that there is enough
barrier protection layer ]material stockpiled on the west hill now to cover the
geomembrane to the required 12 -inch thickness. Bob continued that any additional
barrier proteedon layer material need --d will be transported to the west hill tomorrow and
that there will be an excess amount of material placed on the eastern boundary that
eventually will be used on the east side. Tom stated that Bob should continue to screen
sand until lie has the necessary amount to finish the west side.
Bob said he has heard that the Navy may have a supply of contaminated soil from
the Grumman property in Calverton that they may need to be disposed and asked if the
Town would be interested. Tom responded that the Town would entertain the idea, but
wOuld need to know more about the contaminants and material involved (chemical ;end
physical data). Bob said he will give Tom's telephone number to his Navy contact to
further discuss the issue -
Jim Bunchuck asked Bob when he will need to begin screening sand for the east
side and stated that he would like to be informed about the screening process and any
other changes to the compost .facility contract before they happen. ]Bob answered he
plans to move the screening plant to the highway department yard first to rescreen the
sand they have taken. Tom asked Bob how long it will take Terry to grade the east side
and incorporate the additional material once the revised grading plan is provided. Bob
replied approximately one week. Tom then asked how long it will take to place the
required subgrade material. Bob answered roughly two weeks, including compaction.
Tout asked, given that timetable, when would Terry need to begin screening sand? Bob
said the screening process realistically needs to begin now, as approximately 40,000
cubic yards will be needed and Terry can produce only roughly 1,000 cubic yards per
day.
G. Golf Driving RangeDesign
Bob Terry stated that a decision on the driving range needs to be made now in

order for D&B to provide the revised grading plan. Bob continued to say that without the
grading plan, his work force soma will be at approximately 40% and that he wants to
avoid the necessity of filing delay claims. Jim Bunchuck responded by saying that he
will 11iforin the Town Board that. if a decision is not reached by Monday, delay claims
may result. Bob said he will try to utilize his equipment in any way possible to avoid
delay claims. Tom Maher asked if Bob had planned to file any delay claims at this paint.
Bob answered no and said he will inform the Town before he intends to make a claim,
Jin, asked if the driving range does not go forward, is the revised grading plan ready'?
Torn said no. Igor Sikiric stated that the State will not like the job to be delayed due to
the driving range, and asked if the Town had conte to a decision. Jim said he believes the
Town might be interested in going forward with the driving range plan if the grades do
not have to be changed significantly and that the Town has a consultant studying the
issue. Jim then said he will talk to the Town Hoard further on the issue. Tam added that
D&B can begin the design shortly if the driving range plan does not go forward.
7. Status of S' Ibir ittals
Torn Maher said he believes all submittals are up to date.
8 Vegetative Cover Mix — Agronomist Certification/
Revised, Report and Testing by University of Massai,husrrits
Jim Bunchuck provided copies of the University of Massachusetts' results from
the samples of unfinished rcmpost. Jinn said the results from the finished compost pile
Whicli was mixed with sand and topsoil has not yet arrived. Jim reviewed the results of
the report and stated the results reflected that the sampled compost could.be used in the
desired mix (l/3 compost, 113 topsoil and 113 sand). Tom Maher determined
approximately 1.5,000 cubic yards of compost would be needed using that ratio.

11. Soil Tcst Results

Chris Morris stated that samples, of the barrier protection layer are scheduled. to be
collected today and that D&B is awaiting the arrivai of the barrier protection layer
samples previously collected,
12. Credit for Sen Ends of Geo�comnosite
Tom Maher said he has provided Bob Terrywith d letter on the itisue and that the
matter has been resolved.
lSubmittals No. 24 and 25 — Geotextile Certification
Tom Maher said the issue has been resolved.
14. Other
Tom Maher asked Bob Terry if he believes the project could be completed by the
substantial completion date (7/3/02) assuming there are no delays capping the east side of
the landfill. Bob said he thinks it is. passible that the project could be completed by that
date assuming no delays.
Bob Terry provided a letter clarifying that the 500 hours of exposure time for the
geocomposite be closer to 50 days than the .20.8 days Tom Maher determined. Bob said

that Terry is seeking an extension from 14 days to 30 days. 'porn said he would look into
the matter but prefers the exposure time be kept as close to 14 daps as possible.
