1.. Minutes of Previous (February 14, 2002) Meeting

2. Recharge.Basin #4 -- Revised Work Plan
Bob Terry asked Tom Maher whether or not Terry should begin excavating the
concrete debris/existing gas migration control trench located in the area of the cast side
drainage system. Tom replied that the concrete should be removed only where necessary,
and that he would like Terry to leave some space, if possible, in Recharge Basin #4 for
the concrete. Tom mentioned that according to Tiny Howell and Chris Morris, it appears
the eastern drainage system and the new gas migration control trench could be installed
along the eastern landfill boundary without the need to remove the concrete. Tom added
that the filling of Recharge Basin #4 should continue and, if concrete is encountered after
the basin is filled, it could possibly be placed in the Borrow Pit. Tom asked Bob how
much of Recharge Basin #4 has been filled. Bob answered, approximately 50% to 60%.
Tom then asked if Terry had submitted a cost estimate for the geogrid. Bob answered
yes.

3, Status of Aerial Photograph and Surveying_by McLean
Tom Maher asked Chris Morris the status of the aerial photograph. Chris replied
that Ceomaps,informed him that the photograph would be finished early next week. Tom
stated that the Town has decided against the driving range plan for now and that capping
of the landfill will proceed as conceptually designed. Tom asked what amount of wood
chips has been placed on the east halt' of the landfill. Chris said approximately 2,500
cubic yards have been placed on top of the east side, with an additional 1,500 cubic yards
stockpiled around the perimeter. Bob Tent' added that there are roughly 10,000 cubic
yards of wood chips remaining on the 17 -acre parcel which still need to be moved. Tom
said that the wood chips on top of the east half need to be mixed in well to provide a firm
and unyielding surface, and that he is not inclined to place any more wood chips on the
east half. Tom asked Bob how he is mixing in the wood chips and what the additional
charges will be. Bob replied that an excavator is digging trenches, and the excavated
material will be mixed with the wood chips at a charge of $1,500/day. Bob added that
there also will be some bulldozer work required at the end of the project at an additional
charge. Bob also said he believes the east side of the landfill will be about 1 to 1 %s feet
higher, once all of the additional material has been incorporated: Tom thought it would
be more.
4. Nonpotable Well Redesion Cost Estimate
Tom Maher asked Bob Teriy if he had prepared the cost estimate. Bob said he
has not completed the estimate yet, but expects to have it for next week's meeting.
5. West Half of Landfill — Status and Plan for Completion
Tom Maher asked if all the liner has been covered with barrier protection layer.
Bob 'ferry said almost. Chris Morris said a section on the south end still needs to be
covered and that Terry was proceeding in that direction before being asked to transport
wood chips Bob said Terry will finish covering the liner on Monday,. Tom asked the

status of the southwest drainage system. Bob stated the work is completed with the
exception of the stilling basin and that they are only waiting for a good day to install it.
Tom asked Bob if McLean Associates could survey the locations of the precast structures
and provide an as -built, so that D&B could verify the grades before work is completed.
Bob answered yes, and that he could provide Tom the as -built within two weeks,
Bob informed Tom that Jim Bunchuck had asked him about the possibility of
spreading wood chips over the barrier protection layer on the west half,and asked him his
opinion on the matter. Tom said he will look into it, but it likely would not be suitable.
Jim said once enough of the wood chips have been moved, the Town possibly could
rearrange the pile, therefore alleviating the problem. Bob stated that the wood chips
currently are being placed in the Borrow Fit and suggested mix ,ig the wood chips with
loam. Tom asked if wood chips have been placed in the Borrow Pit previously. Bob
answered yes. Tom stated that he prefers transport7ng the wood chips to the borrow pit
rather than placing them over the barrier protection layer, and added that the wood chips
also could be used to regrade the side slopes of Recharge Basin # 3. Jim said that he will
need a cost estimate for the work. Bob said he would provide an estimate to the Town,
Tom stated that the estimate should include the 1,500 cubic! yards of wood chips
stockpiled around the east side.
Tom asked Bob what his plan is for finishing the west side. Bob responded that
the plan has not changed, and that the siren and associated electric has been removed and
he is waiting for the approval letter from the State to begin well abandonment. Igor
Sikiric said the letter has been sent. Bob continued to say that rough grades on the south
end need to !be established, and that permanent road construction could begin next week,
followed by the removal of the temporary road and underlying waste. Tom stated the
material under the teirrorary road needs to be incorporated into the east side as soon as
possible in order to complete grading of the east side.

6. Golf Driving Range Design
Tom Maher said he will be drafting a letter to Jim Bunchuck confirming that the
landfill closure will be completed as originally conceptually designed, independent of the
driving range. Jim stated that the Town's consultant advised them that a driving range
could be constructed after the landfill closure is complete using the existing grades. Tom
informed Jim that the grades and associated slopes will increase over the current revised
grading plan once all of the additional material has been added to the east side.
7. Status of Submittals
Tom Maher said he believes all submittals are up to date.
8. Vegetative Cover Mix — Agronomist Certification/
Revised ReDart and Testina by University of Massachusetts
Jim lBunuhuck provided c9pies of the University of Massachusetts' completed
report to Tom Maher and Bob Terry, which included the particle size analysis of the soil
mixture. Tom asked Jim to have the organic content of the mix analyzed and to confirm
that the mix was based on volume, Jim said he would do so. '
9. Status of. Geomembranc Repair
Chris Morris said the repair is complete.
10. Status of Sand Screening and Testing - Need and Schedule for
Screened 17 -Acre Material for Gas Venting Layer and Barrier
Protection Layer to Complete Western Portion of Landfill/Cap -
ehedule for Completing Barrier Protection Layer Over Ge6membrane
Bob Terry said he would like to begin screening again and that he needs to meet
with George Desmaris of H2M to determine the proper location from which to take sand.

11. Soil Test Results
Tim Howell said the testing is up to date; however, be still needs to provide the
remaining eight results to D&B.
12. Status of Backfill of Recharge Basin #4
and Construction of Eastern Drainage System
Tom Maher asked Bob Terry if the excavation for the eastern drainage system
should begin. Bob replied that it does not make any sense to begin before the precast
Structures,arrive, and,asked if Terry should submit the shop drawings for the structures to
D&B. Tom answered yes. Bob added that the land just north of the Cox Lane access
road, which is to be used for the eastern drainage system, needs to be cleared. Tom asked
what needs to cleared from the area. Bob replied that the area is wooded and that there
are trailers and other material belonging to the adjacent property owner which needs to be
removed. t Tom said he would like to have McLean stake the property line in the area.
Bob suggested that Jim Bunchuck inform the property owner of the situation. Jim said he
would do so. 'T'om also suggested talking to Shroder (property owner) about regrading
Ids property further north to assist in the slope reduction above Recharge Basin #3.
Bob Terry said he does not believe Shroder will be interested in doing so, as he
was somewhat reluctant to out down the area to the south. Jim said he would speak with
Shroder on the matter.
13. Other
Toro Maher asked the status of the measurements of the barrier protection layer
on the west side of the landfill. Chris Morris replied that measurements were taken
earlier in the week, and the results were discussed with Tom Howell who said that there
are no areas on the west side that are finished being graded.

Tom Maher asked about the sand stockpile in the borrow pit with regard to the

loam and crushed glass being stripped off and used to fill Recharge Basin n4. Chris
Morris said the work is in progress.
Tom. Maher asked Bob Terry the status of filing for die water supply well permit,
since it is likely that water will be needed for construction of the cap on e eastern" '
nn side
of the lmdtill, which likely will begin shortly. Bob Terry said he has not yet submitted
the application to NNSDYC.
