MINUTES OF AUGUST 2, 2001

1. Minutes of Previous Meeting
There were no comments on the minutes of the previous meeting, except Bob Terry
pointed out that the discussion at the end of the meeting regarding Field Order No. 1
and the interpretation of payment items contained therein had not been included in the
minutes.
2. Schedule
Terry acknowledged that although the work focus had shifted from an emphasis on
the 17 acres to cutting and relandfilling waste, at least 3 day's worth of this work
could be done without any impact.
3. Cut and Fill Work on Subgrade
Terry acknowledged that they were authorized to proceed with moving the remaining
topsoil windrowed on the 17 -acre parcel to the landfill and that this represented one
day's work. Terry indicated MSW is being cut from the north/central portion of the
landfill and transported to a fill area in the northwest part. Terry also indicated they
will be regrading the steep slopes in the sand (borrow) pit area. The Town inquired as
to when "Waste Excavation Area No. 1" would be excavated. Terry responded that it
would be in several days from now and is aware the Town needs advance notice to
notify the homeowners adjacent thereto.

4. Dust Control
Terry indicated that a connection broke on the water tank yesterday precluding its use
but that by that afternoon, the tank would be in use for dust control.
5. Cox Lane Access Route —Fence Installation, Adjacent Property Owners
D&B stated that the Town's position at present is that it wants all items interfering
with the installation of the permanent chain link fence off Town property and that
temporary fencing should be put up for now. Also, the Town does not require privacy
slats in the permanent chain link fence. The Town asked for a value for the privacy
slats.
D&B pointed out that Corrazini had moved the large metal tank that was partially on
Town property. It was agreed that buried concrete debris in the way of fence
installation, after Corrazini clears that area, would be excavated only to the extent
required for installation of fence posts. The Town agreed to talk to Fluger about
moving his equipment.
6. Fish Disposal
Igor Sikiric indicated that Tony Cava of NYSDEC has requested that the Town
accept seven or eight 50 -gallon drums of fish waste. Terry said he will excavate a
hole at the top of the landfill and dispose of the fish waste therein with a sand cover at
l no charge to the Town. The sand will be from the area in the sand pit where charred
wood chips are buried.
7. Access to Compost Facility
Tom Maher indicated that the Town's position is that no access road to the proposed
compost operation at the 17 -acre parcel would be put in across the landfill unless the
State were to agree to fund same. Jim Bunchuck will call Sharon Smith of State
regarding this funding issue. Jim Bunchuck had told Town officials that the road
could cost up to $0.5 million, but Tom Maher and Bob Terry indicated that it would
be less. Jim Bunchuck said he believes that there is no cap on the State grant, but
needs to confirm.
8. Brush and C&D Disposal and Payment
The Town will pay Terry Contracting for disposition of C&D from the date of the
survey. A change order is needed for payment purposes. Jim Bunchuck indicated that
the Town workers should start building a block wall by the new pad for C&D storage
on Tuesday of next week and be finished a few days later. In the interim, C&D will
be dumped in a new area on the top of the eastern half of the landfill. As for the
future disposal of brush, Jim indicated he would have to get Town approval to have
brush brought onto the proposed 17 -acre site without weighing and charging on a

volume basis. Jim indicated he would be meeting with H2M regarding the design for
facilities at the 17 -acre parcel.
9. Status of Work on 17 -Acre Parcel — Topsoil Removal,
Depth of Loam, Removal of Loam, Arrangements with Brookhaven
Bob Terry indicated there was less than 1 foot (depth) of loam encountered on the
north end of the 17 -acre parcel after having seen as much as 4 feet or more just north
of there. Excavating/transporting of loam had stopped, due to recent discussions with
the Town of Brookhaven, who wants the loam if a deal could be worked out. Tom
Maher pointed out that a decision on this needs to be made very shortly. Jim
Bunchuck indicated such a decision would probably be made shortly. Jim also
indicated interest by two other parties in taking this material and the potential for
savings to the Town.
10. Placement of Stakes — Sand Pit, Subgrade,
17 -Acre Property Boundaries, Exclusion Zone
Bob Terry indicated that the sandpit would be staked by the surveyor (McLean) that
day and the following day. Bob indicated that he may be able to overlay the property
line from the Young & Young survey onto his topo plan. D&B offered to contact
Young & Young to get survey. Bob said the Exclusion Area will be staked also and
D&B indicated that Tim Howell has been given the computer disk containing the
Exclusion Area coordinates for McLean to use.
11. Status of Submittals
D&B requested an updated Work Schedule. Terry agreed to provide an updated
schedule as soon as the Brookhaven issue is resolved.
12. Application for Payment
The Town requested a separate payment application from Terry for work performed
on the 17 -acre parcel. Bob Terry expressed reservations, but agreed to provide. Terry
has asked the Town for an upfront payment.
Unless stated otherwise, next meeting is scheduled for 9 a.m. on Thursday, August 9, 2001.
