Glass* Dvirka and Bartilucci Consulting Engineers (D&B) J. Mulligan Dvirka and Bartilucci Consulting Engineers (D&B) I. Sikiric NYS Department of Environmental Conservation (NYSDEC) T. Howell Terry Contracting (Terry) *via telephone 1. Minutes of August 23, 2001 Meeting No comments. 2. Pesticide Contaminated Soil Jim Bunchuck received Terry's cost proposal for $141,000 (based on 6,500 cu. yds.). However, the Town Attorney said this work must go out to bid.. Jamie Richter is to prepare the specifications for bidding and time is critical. Tim Howell indicated that there is a 2 to 3 week window to accept this waste on the landfill. Dave Glass said D&B will apply to NYSDEC for approval to accept this waste on the landfill on behalf of the Town. Jim Bunchuck agreed. Tim Howell, at first, thought there is room at the landfill to accept the .6,500 cu. yds. of material but later said he could not state that with any certainty. 3. Loam Quantities Jim. Mulligan indicated 21,000 cu. yds. of loam have been removed from the 17 -acre parcel thus far and that an additional 40,000 cu. yds. (approximate) are still to be removed. H2M has said that some 15,000 cu. yds. of loam can be used for proposed berming. It was confirmed by Dave Glass that the 6 inches of sand to reach final subgrade on the landfill would come from the 17 -acre parcel and that an approximately 5 acre area should be designated for removal of sand (4 feet deep cut) to provide for the • 30,000 cu. yds. of sand needed for subgrade. • ♦ 1314\F0904101.doc(R01) -1- F' 4. Waste Excavation Area No. 2 (Extension/Asphalt Pad) • Dave Glass agreed that as a first approach, excavating the waste to its limits should be attempted. • 5. Waste Excavation Area No. 3 (Northeastern perimeter) Tim Howell said Terry Contracting wants a change order before excavating the waste here. Dave Glass agreed to prepare and use same unit price as Waste Excavation Area No. 1. Igor Sikiric said he would attempt to assist in inspection of both Waste Excavation Areas Nos. 2 and 3. 6. Type I Geotextile Status Samples of the sand on the 17 -acre parcel have been collected by Tectonic to evaluate for compatibility with the gas venting sand, which will determine if, technically, the Type I Geotextile can be eliminated between these two layers of material. The NYSDEC will be asked to approve this change assuming the materials are compatible. A change order would also have to be prepared. Since this change could impact the percent work by MWBE Contractors, the NYSDEC will be consulted on this issue. 7. Status of Temporary and Permanent Access Roads to 17 -Acre Parcel Tim Howell indicated that the temporary RCA road (25 ft. wide x 1 ft. thick) is completed, but the %2 -acre RCA pad still needs to be laid. The Permanent Access Road will be an issue for discussion at a meeting with the Town on August 31, 2001. 8. Construction Schedule Dave Glass indicated that the Town needs an updated construction schedule from Terry Contracting. Tim Howell agreed to update the schedule and would have it completed by Tuesday, September 4, 2001 assuming he can reach Bob Terry to discuss. 9.
