Comments on Minutes of August 30, 2001, Meeting 2. Comments on Minutes of September 6, 2001 Meeting No one provided comments. Any comments must be received in writing by Friday, September 14, 2001, as per T. Maher. If no comments are received, the minutes of these meetings will be final. 3. Town m CopcA As.for the suitability of the existing compost for making vegetative cover medium, Bob .Terry indicated that the specifications require a soil scientist to evaluate the compost. Bob also indicated that some of the compost will have to be passed through a trommel to remove excess plastics and also screened to one -inch minus. Just under 13,000 cy of compost is needed to • manufacture the medium and it is estimated by Dave Zuhoski that 7,000 cy of compost now exist. Jim Bunchuck felt the Town would have sufficient compost by the spring of 2002 since more will be made in this fall and winter. Tom Maher, therefore, said we should assume the Town will have an adequate quantity of compost when needed; however, Bob Terry -should 0 1314/T0913101(R02) 1 r� develop ,contingency. plans to provide vegetative cover medium if needed to supplement the Town's compost. • 4. 6,500 cy of Pesticide Contaminated Soil • Tim Howell left the meeting to submit Terry Contracting's bid due in Town Hall today by 10 a.m. Tim indicated upon return to the meeting that theirs was the only bid received by the Town in the amount of $110,000. ',Since this price includes only excavating and hauling the soil to the landfill site, Tom Maher asked Bob Terry to submit a cost for spreading and compacting this material on the landfill. Bob -Terry agree to do so. 5. Available Remaining Space for Waste Bob Terry said their survey by McLean Associates showed that 2.1,000 cy of space still is available on the landfill based on D&B's revised subgrade plan less 6 inches. Most of the space will be needed for material from Waste Excavation Areas 2 and 3, the 6,500 cy of pesticide contaminated soil, brush and C&D. 6. Waste Excavation Area 2 Bob Terry said they may run into a problem since the excavation is so deep. Tom Maher said that Bob must solve this problem. Immediately after the meeting, the excavation was looked at in the presence of I. Sikiric, J. Mulligan, J. Bunchuck, D. Zuhoski, R. Terry and T. Howell. Igor Sikiric said that,the excavation of waste under the asphalt pad could stop since the material remaining under the asphalt was primarily concrete and brick. Approximately 20 feet of asphalt (northeast corner) had been removed to that point. The remaining deep waste still is to be excavated. 0 1314/1'0913101(R02) 2 • 7. Water Excavation Area 3 Jim Mulligan indicated most of the waste has been removed in this area except for some • waste to the west and waste running north under the gas venting stockpile. Igor Sikiric, J. Mulligan, R. Terry and T. Howell inspected this waste area after the meeting. Igor Sikiric wants to check with his office on whether the soil remaining under the excavated waste has to be tested for contamination before Terry can backfill. 8. Screening Sand from 17 -Acre Parcel for Barrier Protection Laver Tom Maher said he believes we have sufficient native material for the barrier protection layer (located behind the gas venting material stockpile), such that we may not have to screen sand from the 17 -acre parcel. However, Tom Maher still wants a price from Bob Terry for screening sand in case it becomes necessary to do so. 0 9. Dust Control Bob Terry said they have installed a generator to get water from the existing well and that this has considerably shortened the time to fill up the water tank. The water gun from the Town is not working well. Tom Maher requested that the water gun not be used since the well water may be contaminated and aerosols are a concern. 10. Construction Schedule/Sequence of Work Because of the additional work to remove waste from Waste Excavation Areas 2 and 3, Tom Maher indicated his concern to Bob Terry about schedule and how the project will be completed on time, in particular, laying the geomembrane and barrier protection layer this year. • Tom Maher asked Bob Terry for a detailed schedule by early next week on how this is to be accomplished assuming completion of excavation of waste by, the end of next week (September 21). Redesign of Roads Based on Town's Decision Tom Maher summarized the road changes to be undertaken and said D&B will begin the redesign. He asked Jim Bunchuck to advise the Town Board that D&B will proceed with the design work. Tom indicated that new subgrades and swale locations will be established in the southwestern area of the landfill as a result of the road redesign. 12. M/WBE Utilization Bob Terry has not been able to reach "Pauline" in NYSDEC to discuss anis issue. He feels that enough material may be purchased from Holbrook Pipe that the WBE requirement may be met. Tom Maher asked Bob Terry for a revised M/WBE plan. 13. Change Orders Tom Maher said he has prepared a change order to accommodate the Town paying Terry Contracting $25 per ton for handling the C&D and brush disposed at the landfill after the baseline topographic survey was completed. Tom said no change order is necessary for the temporary road to the 17 -acre parcel since it is not related to landfill closure, and that the cost of the temporary road should be paid in the same manner as the temporary pad on the 17 -acre parcel as a separate payment item. Bob Terry said that the September 12, 2001, letter from Tom Maher to Bob Terry regarding payment/work in Waste Excavation Area 3 was sufficient and no change order is necessary so long as he can be paid for the work. 14. Compactor Jim Mulligan indicated that the compactor has not been used the last few days .while under repair and that waste (primarily from Waste Excavation Area 2) is being spread in 1- to 2 - foot lifts without the use of the compactor.' Bob Terry argued that D&B has given approval to compact by passing the Terex Haulers over the waste and that compaction has not been a problem both now and in the past. Tom Maher asked that Bob Terryprovide this D&B approval 0 1314/r0913101(R02) 4 ® to him. Tom Maher insisted the compactor pass over the waste at least once when it is back on the job to ensure that the deflection is 2 inches or less in order for D&B to certify adequate • compaction, and that Bob Terry should consider renting a compactor in the meantime. f • r 15. Other - Bob Terry said he is still holding up any permanent fencing due to changes anticipated along the road to Cox Lane. - Bob Terry asked about the "missing" monitoring wells (northwest portion of landfill) and Jim Bunchuck responded by giving Bob Terry a location sketch of these two wells that Dave Glass had forwarded to Jim last week. Bob Terry indicated that the sketch should be sufficient to locate the wells for proper abandonment. 01314/70913101(R02) 5
