1. Comments on Minutes of September 20, 2001, Meetiniz
Bob Terry and Jim Bunchuck pointed out .that the minutes did not include discussion
regarding the Golf Driving Range and Recharge Basin No. 4.
Regarding the Golf Driving Range (Range), Tom Maher had asked Bob Terry to prepare
a drawing of how the Range would be situated. Bob Terry brought the drawing to today's
meeting and will send Tom Maher a copy, as well as leaving a drawing with Jim Bunchuck. Bob
Terry is in the process of getting information on the quantities of cut and fill and associated cost
to build such a Range and may have it for the next Progress Meeting.
Regarding Recharge. Basin No. 4, Jim Bunchuck stated that he was very much in favor of
the possibility of eliminating the Basin and redirecting the storm water elsewhere — possibly to
Recharge Basin No. 3 to the north. Tom Maher indicated that there may be problems with doing
this but will look into it nonetheless.

2. Work Schedule
Bob Terry reviewed the weekly construction schedule for the next two weeks (October 1
through October 12, 2001). Tom Maher will get faxed copies of schedule from Terry. Schedule
includes grading of west half of landfill, screening sand for Town Highway Department at 17 -
acre Access Road, excavation/lining/gravel filling of gas migration control trench and placement
and compaction of 6" subgrade lift.
3 & 4. Screening Sand
a. Screening Sand for Town Highway Department
Bob Terry has submitted a proposal to screen sand on the 17 -acre parcel for $2.65/cy
(see R. Terry letter to T. Maher dated 9/17/01). Under this proposal, Terry would
screen the sand to 60 mm minus and keep any gravel greater than 3/8" for use on-site
or off-site. Bob Terry, subsequent to this written proposal, verbally expressed a new
proposal that, for the same $2.65/cy price, he would screen the sand to the same
60 mm, but would keep any gravel less than 3/4" for his own use. Any screened
gravel 3/4" to 3" would be used by Terry for (a) gas migration trenches and (b) gas
vents. Samples of the gravel have been taken by Terry for sieve analyses and will be
submitted to Tom Maher for consideration in approving this new proposal. Note that
the contract specification calls for a gravel size of 3/8" to 1" for the gas migration
trenches. Tom Maher said this deviation from the specifications probably would be
O.K., but wants to see the sieve analyses before approving the Terry proposal. Note
that approximately 25,000 cy of sand would be screened, thereby producing 20,000
cy of screened sand for the Town Highway Department and 5,000 cy of gravel.
Approximately 2,700 cy of gravel is needed for the gas migration control trenches
and 200 cy for the gas vents. Note also that there will be no charge for windrowing
and stockpiling material prior to screening under the proposal but that costs
associated with loading/transport/placement/compaction for the gravel used in the gas
migration control trench and gas vents would be paid under Items No. 18 and 10
respectively.
b. Screening Sand for Barrier Protection Layer Material
Bob Terry, under letter to Tom Maher of September 21, 2001, proposed a price of
$2.00/cy to screen sand to 1 " minus or 3/8" minus and that all gravel (either 1 " plus
or 3/8" plus) would become the property of Terry Contracting. Under letter to Tom
Maher of September 26, 2001, Bob Terry revised this price to $3.00/cy. He stated the
reasons for this price change were due to slower sand screening production than

originally anticipated, as well as poor market conditions for gravel. Tom Maher
asked Jim Bunchuck for the Town to reach a decision on whether the Town wants the
1 " and larger gravel by Tuesday, October 2, 2001. If the Town wants to keep the
gravel, the price to screen the sand would be $5.50/cy. In either case, an additional
$2.00/cy would be charged by Terry Contracting for windrowing and stockpiling the
material. Note also that $5.00/cy would be charged as per Item No. 12 for the
loading/transport/placement/compaction of the screened sand for BPL. Tom Maher
asked Bob Terry to have Chinango and Polyflex certify their acceptance in using BPL
sand screened to 1 " minus for the liner installation.
5. Waste Excavation Area 2
It was noted by Jim Mulligan that 10 extra work days were spent on excavating waste and
backfilling this area beyond the time it would have taken if the waste areas were the volume of
3,000 cy estimated in the contract. There remains a slight amount of backfilling and grading in
this area to be completed.
6. Waste Excavation Area 3
Jim Mulligan noted that an estimated 12 extra work days will have been spent in this area
once all the waste is excavated and backfilled. With some unknown waste volume still to be
excavated (waste under stockpile of gas venting material), Bob Terry stated their survey shows
thus far that 6,000 cy of waste has been excavated. Tom Maher will be preparing a time
extension for Terry Contracting incorporating the extra time devoted to WEAs 2 and 3.
7. 6,500 cy of Contaminated Soil
Bob Terry stated that the final volume of soil will be about 7,500-8,000 cy and that he
may be finished tomorrow, September 28, with excavating, hauling and landfill placement of this
material. The relatively small amount of "heavy" (clay) material should not affect the number
and location of gas vents. Payment for this work will be handled by Jamie Richter of the Town.

8. Type I Geotextile
Tim Howell indicated that delivery of the geotextile will be next week or early in the
week after next week.
9. Status of Permanent Access Road to 17 -Acre Parcel
Tom Maher stated that the design of this road will be finished by the end of next week if
not before.' Jim Bunchuck said one of the homeowners wants to know how close the road will be
to the houses and a meeting may be arranged with other homeowners for Jim to enlighten them
on this matter. Tom Maher said to Jim that he may call him tomorrow with information.
10. Final Grading Plan
Tom Maher said he will be sending Bob Terry a letter requesting that Terry Contracting
produce an "as -built" drawing of the final subgrade when the grading work is completed.
11. Interface Friction Tests
Peter Sutherland of Tectonic has forwarded to Bob Terry the parameters Bob should have
tested on samples Terry Contracting has collected for testing by their laboratory. Results from
the laboratory analysis should be available for the next Progress Meeting.
12. Recharge Basin No. 3
Tom Maher is looking into the concept of eliminating Recharge Basin No. 4 and piping
the storm water to Recharge Basin No. 3. Tom Maher asked Jim Bunchuck for extra fee to do
this work and Jim agreed to move ahead since Councilman John Romanelli thinks it is a good
idea.

Bob Terry agreed to call Brenda Moulhem of NYSDEC to discuss this issue.
15. Other
• Jim Bunchuck will have Town personnel screen the leaf mulch in the borrow pit
rather than have Terry Contracting do this work.
• Jim Bunchuck said there has been no decision at the present time on the matter
concerning the switch of Corrazini and Town properties for access to landfill from
Cox Lane. Jim agreed to pursue this matter with Councilman Craig Richter.
• Tom Maher asked Tim Howell to check on the status of "submittals" due.
