MINUTES OF OCTOBER 4, 2001

1. Comments on Minutes of September 27, 2001, Meeting
For Items No. 3 and 4, the quantities are for "in-place" material to be measured "by
survey." Also, replace 60 mm with 6 mm.
2. Work Schedule
Tim Howell handed out the work schedule for October 15 through October 19, 2001,
showing all activities.
3 Screening Sand on 17 -Acre Parcel/Gravel Size for Gas Migration Control Trench
Tom Maher agreed that Terry should screen the sand such that 3/4 inch and over gravel
would be used for the gas migration control trench.

4. ' Method of Installing Type I Geotextile in Gas Migration Control Trench
Peter Sutherland of Textonic agreed, in telephone conversation during the meeting, that
Terry's proposed method of installing the geotextile was O.K. This method previously had been
sent to Tom Maher and Tom had them forward same to Peter Sutherland for his consideration.
Bob Terry agreed to send a letter to Tom Maher regarding the sealing of the ends of the
geocomposite
5. Needed Surveys
It was agreed by all that surveys will be necessary at the following points in construction:
• Top of waste (subgrade)
• Top of 6 -inch sand subgrade
• Top of topsoil.
6 Town/Corazzini Land Transfer -
Jim Bunchuck determined from Town officials that the Town Attorney soon will be
drafting an agreement between the Town and Corazzini for the transfer of land off Cox Lane.
7. Water Supply Well - Approval
Tom Maher said he will approve Terry's September 24, 2001, letter stating the
construction method for the water supply well, with the provision that two split spoon samples be
collected as directed by the Engineer. The intent of this provision is to allow for the taking of
split spoon samples in the screen zone for documentation purposes regarding switch soil.

8. Permanent Road to 17 -Acre Parcel
Tom Maher displayed a plan view of the proposed permanent road. Tom said the
drainage details still are being worked on and will be finalized shortly. Tom wants several test
pits dug to see if waste is present south of the proposed road. Depending on the findings,
consideration will be given to ending the cap on the north side of the road. Tom also indicated
that these changes would be forwarded to NYSDEC.
9. Revised MBE/WBE and EEO Work Plan
Bob Terry still is in discussion with NYSDEC regarding this issue.
10. Interface Friction Tests
Bob Terry said he still is waiting to receive laboratory test results. He also stated that the
liner manufacturer indicated it would be O.K. to install 6 -inch to 12 -inch modified rip rap on the
composite over the liner.
11. State of Submittals
Tom Maher handed out a copy of his October 3, 2001, letter to Robert Terry
summarizing the submittals owed by Terry Contracting. Tim Howell indicated he would try to
respond to this letter by Monday, October 8, 2001.
12. and 14. Recharge Basin No. 4 Drainage Design
Tom Maher said that Tectonic is analyzing the concept of eliminating Recharge Basin
No. 4 and piping the storm water to Basin No. 3. Bob Terry will be assisting Peter Sutherland of
Tectonic on costs. Tom said D&B is analyzing the concepts of (a) installing a deck over
proposed Recharge Basin No. 4, and (b) eliminating Recharge Basin No. 4 and installing dry
wells instead. D&B will look at designing the dry wells for both a 100 -year and 25 -year storm.

13. Suitability and Screening of Compost
Bob Terry said he will prepare an access path to the borrow pit area where the compost
piles are located. The Town will then screen the compost to remove plastics. Bob Terry will
then have the material tested to determine suitability in the manufacture of topsoil.
15. Gravel and Stone from BPL Screening
Jim Bunchuck said everyone should assume that the Town does not want the gravel
produced from screening the BPL material.
16. Removal/Movement of Temporary Access Road
to 17 -Acre Parcel and Access from Depot Lane
Bob Terry said that the permanent road will first be installed and, only thereafter, would
the temporary road be removed. If necessary during construction of the permanent road and cap,
the temporary road would be relocated at no cost to the Town.
17. Other
Bob Terry displayed plans prepared by McLean Associates for a golf driving range over
the east half of the landfill. While still preliminary, Bob said that approximately 110,000 cy of
"cut" would be necessary from the grade we presently are at. Bob is working on a cost to do the
work and may have rough cost estimate in time for Jim Bunchuck's meeting with the Town
Board on Tuesday, October 9, 2001.
