MINUTES OF OCTOBER 18, 2001

Comments on Minutes of October 11, 2001, Meetinp,
• Bob Terry disagreed with Item No. 16 in the minutes of the October 4, 2001, meeting.
Specifically, Bob claims he did not state that he would relocate the temporary road, if
necessary, at no cost to the Town. Bob will prepare a written statement on this Item.
Tom Maher noted that Item No. 11 of the October 11, 2001, meeting minutes should
have included that Polyflex, in their letter of October 2, 2001, and Chenango
Contracting, in their letter of October 10, 2001, both stated that covering the
geomembrane with 1 -inch minus gravel is acceptable provided the particles are in the
round or sub -round classification.
2. Work Schedule
Bob Terry said that next week's work would consist of the following:
• Completing the subgrade on the west half of the landfill.
• Excavating loam from the 17 -acre parcel and transporting same to the borrow pit for
regrading the northeast corner.
• Installing two test gas vents on the east half of the landfill.
• Resolving the issue of construction of the gas migration control trenches.

3. Status of Sand Screeniniz
Bob Terry stated that approximately 7,000 to 8,000 cy of sand has been screened thus far
on the 17 -acre parcel. The Town has been hauling off the sand slowly, but continuously.
4. Gas Migration Control Trench
Bob Terry said he is working on how to construct the trenches. Tom Maher said he had
no answer for Bob, but both agreed there is an urgency to resolving the problem.
5. Recharge Basin No. 4 - Drainage Redesign
Tom Maher said he may get word from NYSDEC today on any comments they may have
in eliminating Recharge Basin No. 4 and piping the storm water instead to Recharge Basin No. 3.
Tom said that D&B is working on the detailed design and would likely have it finished some
time next week.
6. Permanent Road to 17 -Acre Parcel
Tom Maher said that NYSDEC will be approving the revised road plans and, therefore,
advised Bob Terry to have the surveyor stake the new grade markers so that Terry can begin
grading in the roadway area. Tom will be sending a letter to Terry which will state the new
quantities for the various unit price items involved with the exception of the sound barrier item
which Bob Terry agreed to price and submit for approval.
7 Revised MBE/WBE and EEO Work Plan
Bob Terry and Ken Shider (NYS Environmental Facilities Corp.) agreed to meet after the
Progress Meeting on this issue.

8. Status of Submittals
Tom Maher said he will be sending a letter to Terry on the outstanding submittals. Tom
told Bob Terry that approval of Terry's next payment application is predicated on Terry's
compliance with the required submittals.
9. 17 -Acre Gradin Pg lan by 112M
Bob Terry has not received the grading plan. Bob said that John Romanelli of the Town
will request the plan from 112M to expedite the matter.
10. Geocomposite/Rip Rap Certification
Bob Terry stated that Polyflex, the liner manufacturer, would not warrantee the liner with
rip rap installed over it. Tom Maher recommended that we look into cutting back the steep slope
(northeast corner of the cap) as the alternate solution.

11. Golf Driving Range Redesign
Tom Maher has submitted the conceptual design for the proposed golf driving range to
the NYSDEC. Indications are that NYSDEC has no objections and, based on that, Tom asked
Bob Terry to have McLean work on the design to minimize the cut quantity and maintain 4%
minimum slopes. Bob Terry agreed.
12. Completion of Subgrade on West Half of Landfill
Bob Terry said we are close to (waste) subgrade and will begin finalizing the grade
starting on the north end of the west half of the landfill. Tom Maher indicated he is considering
moving the location of the proposed nonpotable well.

13. Test Gas Vents on East Half of Landfill
Bob Terry said he will try to locate old screens he may have at his Riverhead office and
agreed to install two test gas vents, approximately 10 feet into waste.
14. Status of Waste Excavation Area 3
Jim Mulligan stated that all of the waste, except for the unknown quantity of waste under
the gas venting material stockpile, has been removed and the backfilling completed.
