2. Work Schedule

Bob Terry said that regrading of the borrow pit could resume after a significant rainfall, Tom
Maher asked Bob to submit a proposal for the sound barrier to be constructed on the southern
boundary. Bob will consult with Jim Bunchuck on what type of material should be used.
3. Rechar_ize Basin 44 — Drainage Redesign — NYSDEC Approval Status
Tom Maher stated that 11e still is waiting for w2itten approval from NYSDEC. Tom
indicated concern than there is insufficient space available along the eastern boundary for the
proposed drainage pipe leading from the area of Recharge Basin #4 to Recharge Basis 43_ Tom
believes there are three options:
1) Acquixe an easement on the adjacent Cor= -Ulu property;

2) Install the pipe within the limits of waste (not viable); and
33) Dig test trenches a minimum of 25' from the property line and remove any waste
found within that 25'.
4. Gas Migration Contra] Trench — Stone and Redesign — NYSDEC Approval Status
Tom Maher said that INTYSDEC appears to have no problem with the change, but he still
is waiting for written approval from DEC. '
5. 17 -Acre Grading Plan and Water Supply Well Location Plan by H2M
Torn Maher spoke with George D of H2M about the grading plan and location of the
water supply well. Tom is waiting for the plan. Tom indicated he would like to move the
location of the proposed well onto the 17 -Acre. Parcel, and closer to Route 48, in order to reduce
the chance of contaminants being drawn from below the landfill.
Tom asked Bob Terry to submit a cost proposal for a wator main from the well on the 17 -
Acre Parcel to the area near the scale house ending with a fire hydrant. Bob agreed to do so, Jinn
Bunchuck said that the hydrant on Route 48 possibly could be used. Tom said he is concerned
with the capacity of the water main along Route 48. Jim said he will speak to Suffolk County
about the water main. Toni asked Bob to determine the proper well and pump specifications in
order to achieve a 500 gprn flow rate from the proposed well. Bob agreed to do so.
Bob Terry is to resubmit their new work plan with an explanation of sole source items
regarding percent utilization.

7. Subgrade on West Half of Landfill — Status and Testing

Tom Maher stated that he does not want sand from the 17 -Acre Parcel to be used as
general fill. Tom feels all other material, including material from Waste Excavation Area #3,
waste located on the south end south of the permanent road, brush, C&cD, and loam should be
exhausted first. Tom asked Bob Terry when the two areas of remaining waste will be excavated.
Bob said that both tasks should begin some time next week, and the excavated, material will be
placed in a low area on the southern end of the west half of the landfill east of the existing water
supply well.
Tom asked Bob when the final b inches of subgrade material will be ready for
compaction testing. Bob responded that rain is forecast for the weekend and, if it occurs, the
northern portion of the west half will be ready Monday. Torn asked Bob what his plans are if
there is no rain as he feels it is critical that the testing begin shortly. Bob said they will have to
set up their sprinkler system if there is no rain by early next week. Torn responded that he feels
it is necessary for the area to be moistened by Monday in order to avoid delays.
Bob said he is concerned with not meeting daily cover requirements and he would like to
use wood chips provided by the Town, Tont said he is concerned with compaction of the wood
chips and feels it may be necessary to mix the wood chips v6th loam. Tom and .Bob both agree
that an agreement must be reached on the procedure to be utilized for the wood chips. Bob said
he will work on it,

Torn Maher said he still is waiting for a response from NYSDEC.
9. Status of Submittals
Bob Terry said that all submittals are up to date at this point, excluding those involving
the permanent road design.

10. Vegetative Cover Mix — Agronomist Certification
Bob 'ferry is attempting to contact an agronomist to test the leftover (contaminated)
topsoil for use on the west half of the landfill. Tom Maher said it is critical for this to be
resolved by the next meeting.
11, Removal of Waste by Permanent Road to 17 -Acre Parcel
Bob Terry said that the work will begin next week. Bob explained that the temporary
access road to the 17 -Acre Parcel must be shut down for 2-3 days and moved north. A
temponary area for brash and C&D will be constructed on the east side of the landfill. The
material collected in these areas will be transferred to the 17 -Acre Parcel when the temporary
road is reopened.

13. Status of Sand -Screening and VgW=, and Use as Gas VeLWng Layer
. Jim Bunchuck said that he feels the screened sand could be used as gas venting layer
material. Tom Maher said that samples of the pile need w be taken. Tom asked Bob Terry to
have his surveyor, McLean Associates, survey the pile to determine the volume and number of
samples to be tAen. Bob stated that he will see if the pile can be surveyed, but it is his estimate
that the pile is no larger than 5;000 cy. Tom said that the sand should continue to be screened as
gas venting material. Bob and Tort, agreed the prequalified sand must be used first to uncover
the remaining area of Waste Excavation Area 43.

14, Test Gas Vents on Eastern Portion of Landfill
Tim Howell stated that the pipe for the vents is to arrive next week. Bob Terry said that
as soon as it arrives, the vents will be installed.
15, Regrading of Northeast Area to 3:1 Slope and Replacement
of Cap Material to Meet Friction Angle Requirements
Bob 'ferry said that he does not have a copy of the original surveyor's map that his
surveyor, McLean Associates, needs to properly stake the property line. Tom Maher said the
copy in the drawings, was taken directly from &e original surveyor's map. Bob explained that
McLean does not want to use the copy from the drawings, as it may be inaccurate. Jim
Bu,zchuck has a copy of the original survey from Young and Young Ladd Surveyors, dated
September 1, 2000, that he will provide to Bob. Bob said that the property line will be staked the
next time McLean is on-site. Toni said the section between Recharge.Basin #4 and the Cox Lane
access road is especially important. The area needs to be staked in order to properly locate the
proposed test trenches (see Item 3).

Tern Maher stated that he needs Bob Terry to submit a cost proposal for the relocation of
the temporary- access road to the 17 -Acre Parcel. Torn indicated that this work should be billed
to the compost facility.
Bob indicated he is concerned with dust control and the availability of water from the
Town. Tom said that this is Terry's responsibility. Bob also said that he would like to "boot"
the existing well to extend the time it can be used. Bob asked Tom if the well could be

abandoned in place. Tom said that it is NYSDEC's decision. Torn requested that Bob submit a
proposal describing the reasons for abandoning the well in place and the method to be used for
abandonment. Bob agreed to do so.
