1. Minutes of Previous (December 6, 2001 Meeting
Bob Terry stated his concernwith the delays involving the installation of the liner.
Bob said that he feels many of the issues causing delays are being raised at the last
moment and would like to be informed of any other outstanding issues. Tom Maher said
he is not aware of any and that he will inform Bob as soon as possible if any arise. Tom
stated that the reason for the delays in liner installation is due to not achieving the correct
subgrade contours and lack of proper addition of moisture to achieve required subgrade
compaction. Tom also stated the need for better communication from Bob Terry to avoid
any such delays. Tom asked Bob to inform him in a timely manner if any D&B actions
are pending that could cause delays. Bob also raised his concern with the testing of the
contour grading materials by Tectonic Engineering and asked Tom if he had a response to
his letter regarding the issue. Tom replied that he is being proposed by Tectonic and will
be forwarded to Bob shortly.

2. Recharge Basin #4 — Drainage Redesign
Tom Maher said he believes .the preliminary plan may have to be modified. Tom
also said that the intent is to now keep the drainage pipe from discharging to a swale due
to concerns for erosion and out of waste possibly resulting in the need for deeper cuts to
maintain the proper slope. Tom indicated that he is trying to minimize the depths of cuts
in an attempt to control the cost.
3. 17 -Acre Grading Plan — Quantity of Sand
Bob Terry estimated 200,000 cy of sand will be needed for closure of the landfill.
Bob said that the H2M plan calls for 160,000 cy of sand to be removed from the 17 -acre
site. Bob also said that the delays with the liner would affect removal of sand from the
site.
4. Nonpotable Well Relocation Plan
Jim Bunchuck said he has spoken to the Fire Department and that they would like
to have the hydrant located outside the landfill fence in order to avoid access problems.
Jim then said he had agreed to the Fire Department's request, including the need for a 10 -
inch diameter well and a pumping capacity of 500 gpm, but the details had yet to be
resolved. Jim stated an oil/water separator will not be required and that the well will not
be used for vehicle wash down. Jim will need to furnish details for usage to D&B so that
D&B can prepare a revised proposal to design/redesign the well and controls.

6. West Half of Landfill — Status and Plan for Completion
Bob Terry stated that Chenango left the site yesterday morning due to the delays
with the gas venting layer installation and that as a result he is losing money. Tom Maher
said the delays are being caused by Terry's failure to achieve the proper grades with the
subgrade. Tom also stated that he agreed to let Terry make up the subgrade deficiencies
with additional gas venting sand, but as of this point the minimum 4% slope has not been
achieved. Bob replied that the subgrade deficiencies on the east mound are a result of
D&B's direction to remove contour grading material at the top of the mound. Tom
responded that excess material was to be removed, but the minimum 4% slope must be
maintained. Tom said according to the subgrade topographic map, he feels only a small
amount of sand is needed to correct the west side, but a larger quantity is needed to
correct the slopes to the south of the high point. Tom added that the top of each side
appears flat and that they needed to be rounded. Bob replied the subgrade plan does not
reflect that. Tom responded that it is obvious from the grading plan that the top of the
mounds are to be sloped and it always was the intent that there can be no areas on the
landfill that can be flat. Tom also stated that based on Bob's experience in prior landfill
closure projects, he should be well aware of the grading/slope requirements. Bob agreed
to correct the slopes. Tom indicated he needs a topographic map of the top of the gas
venting layer to properly certify the slope of the liner because the subgrade topographic
map did not show the required minimum 4% slopes in a few areas of the landfill. Bob
said in that case, liner installation will be delayed as much as one week. Tom requested
Bob to have the few areas corrected and surveyed as soon as possible. Bob agreed to do
so. Tom said he would work as quickly as possible to approve the survey once it is
received.
7. Golf Driving Ranize Design
Bob Terry said he would like to have his surveyors, McLean Associates, submit a
plan for the driving range. Tom Maher said if the Town approves the plan, it is
acceptable to him as long as it meets the Part 360 requirements. Bob said he would like

to rush the plan in order to begin work as soon as possible. Bob said he would like to
have the plan for the next progress meeting. John Romanelli, Tom and Bob all agree that
McLean's preliminary plan presented difficulties.
8. Status of Submittals
Tom Maher provided a letter detailing the submittals that currently are
outstanding. Tim Howell said the schedule for submittals needs to be updated and that he
would provide the update to Tom.
9. Vegetative Cover Mix — Agronomist Certification
Bob Terry said he still does not have the agronomist's report at this point. Bob
stated that according to the agronomist, all of the stockpiled contaminated soil will be
able to be used. Tom Maher asked how much compost will be required and whether
there will be enough available. Bob said there is not enough compost at this point and
that he may need to import some. Jim Bunchuck disagreed and said that a sufficient
quantity of compost will be available when needed in the spring.
10. Status of Sand Screening and Testing -
Sufficient Stone for Gas Migration Control Trench
Tim Howell said the testing of the screened sand is up to date.
11. Regrading of Northeast Area to 3:1 Slope/
Replacement of Cap Material to Meet Friction Anglequirements
Jim Bunchuck said he still has not met with Schroder.
12. Plan for Dust Control During Winter Need for Submittal
Bob Terry to send a letter next week.

13. Waste Excavation Along Eastern Boundary and
Removal of Material in Easement Area on Corrazini Prop
Tim Howell said Corrazini is slowly moving material away from the area to be
excavated. Bob Terry said he would remove the remaining material for the Town when it
becomes necessary.
14. Soil Test Results — Need for Two Additional Contour Grading Material Samples
Tim Howell said he will provide the final test results next week.

16. Other
Bob Terry asked Tom Maher if the Panel Layout Plan is still approved. Tom
asked whether or not the plan has changed. Bob responded that Chenango said they still
are following the plan. Tom said he recalled the panels being laid east -west and it now
appears they will be laid north -south. Tom Howell indicated he believes the plan
originally was north -south. Tom said he will check the plan and if Chenango is
proceeding differently, they will need to submit a new plan. Tom added that a change in
the Panel Layout Plan should not delay the work.
