A meeting of the Southold Town Conservation Advisory Council was held Wed., May 13,
2015 at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:30PM by Chairman Peter Young.
REPORTS
The CAC will meet with the Town Board on Tues., May 19th to discuss the mission
statement, accomplishments and goals.
APPROVAL OF MINUTES
Moved by John Stein, seconded by Keith McCamy to Approve the Minutes of April 15,
2015.

DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Doug Hardy, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of TIMOTHY QUINN & GEORGIA QUINN to
install a swimming pool with spa and deck extension to the single family residence; new
pool barrier; and pool pump equipment enclosed in a sound deadening enclosure under
the deck.

The CAC Supports the application, however, the proposed project was not staked, the
property was not posted, and the location of the sanitary system was not indicated on the
plan.

RESOLVED to SUPPORT the application of ANDREW KEATING to conduct repairs to
existing bluff stairs w/piles and stringers to remain. New treads, handrails in all locations.
Repair/replace stringers, if needed. Reconstruct catwalk sections, as needed. Proposed
mooring pile seaward of catwalk.

9'8"X 10'5" shed; front entry deck 16'2"X 5'2", deck and rear deck 12'X 6'.

RESOLVED to NOT SUPPORT the application of KEVIN GALLAGHER to remove
existing stairway, including associated decks and landings; construct along eroding toe of
bluff approx. 127 If. of stone revetment, including 13' westerly and 11' easterly angled
returns, all consisting of approx. 3 to 5 ton stone placed over 50 to 100 lb. core stone and
filter cloth; restore bluff face by constructing terrace retaining walls and placing approx.
500 cy. of sand renourishment to be revegetated with native plantings; establish a 10'
wide non -turf buffer with native plantings adjacent to bluff crest for control of stormwater
runoff; and construct new 3'X 78' long elevated timber bluff stairway with landings.

RESOLVED to SUPPORT the application of CHARLES KIRSCH; MARY KIRSCH AND
KATHERINE SACCAMANO to raise dwelling to meet FEMA flood zone guideline with
same building footprint; new egress stairs; and install new foundation using helical steel
pile and cement columns.

RESOLVED to SUPPORT the application of GLENDALOUGH PROPERTIES, INC. to
remove and replace (in-place) approx. 1,032 If. of existing timber bulkhead forming boat
basin and channel jetties with vinyl bulkhead; dredge with ten years maintenance an
approx. 7,800 sf. area of channel/mouth of basin to a maximum depth of .four feet below
mean low water; place approx.. 500 cy. of approx. 1,400 cy. resultant sand spoil as
backfill around replacement bulkheading and remaining approx..-900 cy. spoil in
designated 9,100 sf. on-site disposal area to south of channel; and remove and replace
(in-place) 3.5'X 36' and 5'X 81' fixed timber docks ,located inside boat basin as needed
during bulkhead replacement.

The CAC Supports the application with the Condition the bulkhead replacement is a one-
time bump -out. The CAC also questions the long-term viability of this action as this is not
a long-term solution.

RESOLVED to SUPPORT the application of MIMI COLUMBO to remove existing 24' long
wood retaining wall, 4' wide wood decking and staircase. Replace with 24' long ACQ
retaining wall, 4'X 24' thruflow deck, and shore guard sheathing. Construct 77' of fixed
dock with staircase from new deck and two staircases to grade for public. Construct 24' of
fixed dock with staircase from upper fixed dock. Upper fixed dock to have 3' high railing on
one side. Overall length at 101' 4" at 4' width.

RESOLVED to SUPPORT the application of MICHAEL GILL to install a 30'X 22.5'
swimming pool, 7.5' wood deck surrounding it, 5' fence around the perimeter, and an
18.75' by 3.75' walkway to the house.

different configuration and to reconstruct existing ramp as needed.

The CAC did not make an inspection, therefore no recommendation was made.
FISHERS ISLAND CLUB to enlarge an existing water storage pond which is used to store
water for irrigating the fairways of the golf course by excavating approx. 6,670 cy. of

material to a depth of approx. -5. The resultant material shall be trucked to an upland site
for disposal. The disturbed areas shall then be restored by utilizing native plantings.

The CAC did not make an inspection, therefore no recommendation was made.
Peter Meeker will attend the next regular meeting of the Board of Trustees scheduled for
Wed., May 20, 2015 at 5:30 PM.
The next meeting of the Conservation Advisory Council has been set for Wed., June 10,
2015 at 4:30 PM to be held at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 6:OOPM.

Comments on Application of Kevin Gallagher, 17975 Soundview Ave.,
Southold, NY
The applicant proposes to stabilize his eroding bluff on the Long Island Sound
edge of his property by constructing a 10 to 12 ft high stone revetment which will be
placed at the base of the 55 ft. bluff. The area above the proposed revetment will be
terraced and re -vegetated. The applicant recognizes the temporary nature of this
application by optimistically predicting a useful minimum life of the project of 30 years
under the condition that periodic maintenance would be required. During this 30 yr
period the sea level is conservatively predicted to rise 4 to 6 inches.
The bluff in question is located in the mid-section of a long stretch of naturally
eroding bluffs where there is an absence of hardening structures such as seawalls,
bulkheads and revetments. Sediment eroding from these bluffs has created a wide and
gently sloping beach composed largely of sand and gravel (figure 1.). This can be
compared with bulkhead hardened bluffs much further east and west of this location
where the beaches have become narrow (or at high tide disappear) and consist largely of
cobbles and boulders.

These unhardened bluffs are of particular value as a major source of sediment which
nourish and maintain beaches to the east as carried by longshore currents. The hardening
of these bluffs will cut off this sand supply with detrimental changes in the beaches
downcurrent. In a previous report to the Southold Town Board submittedby the
Conservation Advisory Board (The Starvation of Southold's Beaches, (December, 2014)
it was suggested that such eroding bluffs be declared sensitive areas with minimal
interference in their vital sand supply function.
The Conservation Advisory Council cannot support this application. for the following
reasons:
1. The placement of this proposed isolated revetment at the mid-section of an
extended stretch of unhardened but eroding bluffs will force adjacent
properties to harden their bluff base. This is caused by a slowdown of erosion
rates in front of the revetment hardened property and an increase in erosion
of the unprotect property next door. The neighbors' unprotected bluff
becomes deeply indented by erosion. This launches a domino effect where
one by one each property owner at each end of a revetment finds erosion
accelerating on his/her property at a rate faster then the newly built revetment
next door. Proof of this edge erosion can be seen at the Town built revetment
at the end of Soundview Ave. and mentioned in this application. At the each
end of this Town built revetment erosion has cut into the unprotected bluffs
from 10 to 20 ft in less than 3 yrs.
The net result is that this single application has the potential to trigger a
series of reactions by contiguous property owners which will result in
unwanted and unexpected changes in the physical profile of the beach
extending as far as Orient Point. If this shoreline section is allowed to be
hardened it will strengthen the longshore current striping away the lighter
sand and gravel leaving behind a heavier cobbles and boulders. The beach
narrows and steepens and as the sea level rises allowing storm waves to hurl
repetitive waves closer to shore with greater erosive effect. Often,
revetments are not designed to withstand the increased wave energy and
begin to move. Examples of scatttered toe armor can be commonly observed
along hardened sections of the Soundview Ave shoreline.
2. The CAC is troubled that that a single application such as this, if approved,
has the potential to initiate a series of harmful modifications to Southold's
shoreline. What is needed is a cohesive management vision. A piece -meal
approach where an application isconsidered by factors specific only to that
property leads to a dysfunctional management plan. The approval of this
application can only result in compelling all property owners on this section
of the shore to harden their bluffs. Southold beaches will be fated to starve
and disappear as the sea creeps forward. Most coastal geology academics do
not regard hardening of a shoreline as a best practice. The CAC trusts that the
Town Trustees will summon the will and legal tools to deny this application.
