April 23, 2015 Meeting,
Called to Order: 10:03 AM by Chairman Neb Brashich.
Members Present:
Councilman Bill Ruland, Frank Field, Town Engineer Jamie Richter, Margaret Brown, Planning
Director Heather Lanza, Jim Baker, Highway Superintendent Vincent Orlando and Tom Fox.
A permanent Greenport Rep. has not yet been appointed.
Minutes of March 23, 2014
A motion to approve the minutes was made, was seconded and carried.
EETC Update
There was no March meeting. The next meeting of the East End Supervisors & Mayors
Association was to have been held on April 22, 2015 in Westhampton Beach. Heather Lanza
and two other East End planning representatives were to have attended that meeting in order to
seek the Supervisors' and Mayors' guidance on a charge for the EETC's future role on Eastern
Long Island. It was also suggested that future EETC meetings would occur on a quarterly
basis.
Public Requests
Parking on Route 25 by Lavender Farm — East Marion
The owners of that venue responded to Neb's follow-up letter of March 251' and advised that
they had retained local counsel to submit an application for on-site parking to the Planning
Board for its consideration. Local concerned residents have been advised accordingly.
Signage on Horton's Lane - Southold
Superintendent Orlando reported that he and Chief Flatley had received an em fll.from a local
resident who claims that there are too many confusing signs on that roadwpy;�ntltfiat they are
inadequate concerning the speed limit. Neb and the Superintendent inve%j_patell the situation
and found the signage to be adequate. Chief Flatley will be consglted and tf e4ocal resident will
be informed accordingly by the Superintendent.
Supervisor & Town Board Requests
No Through Trucks — King Street — New Suffolk
No response has yet been received local interests concerning the amelioration of truck traffic,an
that street or from the NS School Board concerning voluntary compliance by parents with that
signage. In the meantime, SPD will continue enforcing traffic laws.
Parking Issues — Laurel School Buildinq — Mattituck / Cutchogue School District
Clarification of the Commission's request is awaited from NYSDOT concerning any permitting or
input requirements by DOT for maintenance and repair issues, as well as for any expansion of
parking. When NYSDOT has clarified the above issues, a meeting will be held with the affected
neighboring family with a view toward reaching an amicable resolution of the matter.
Annual Activities Report Request for 2014
At the Town Board's request, Neb prepared a comprehensive report covering the
Commission's accomplishments for 2014. Monthly minutes are taken and submitted to the
Town Clerk's office.
The highlights of the report included the following accomplishments:
Orientation/Interpretive Signage Project — RBA Phase II
Continued work on the Southold Bus Shelters Project
Completion of the Southold Pharmacy Handicapped Parking Space Project
Specified 25 Various Efforts to Increase Transportation Efficiency Throughout the Town
The goals and objectives for 2015 include:
1) Complete Orientation/Interpretive Signage Project
2) Complete Installation of Remaining 2 Bus Shelters
3) Continue Increasing Transportation Efficiency and Creating Attractive Alternatives to
Individual Automobile Travel
Neb encouraged Commissioners to attend the to be advised Town Board work session in May
for presentation of that report.
Safety Concern on Peconic Bay Boulevard - Mattituck
A local resident has again requested action on a previously tabled request concerning lighting
on that roadway in the vicinity of Mattituck Yacht Club. The resident complained that
inadequate lighting on a curve had been responsible for motor vehicle accidents and home
burglaries. The site will be investigated at night and MVA reports will also be checked in that
regard.
Pedestrian Safetv Concerns - Our Ladv of Mercv Reaional School — Route 25- Cutchoaue —
Under Review by the Town Attorney
In view of the Town's previous rejection of responsibility for any maintenance and repair issues
at that location, the Town Attorney will report on whether or not the school in fact wants safety
measures installed.
Planning Board Requests
Town Comprehensive Plan
The issuance of the Transportation & Infrastructure Chapter has been delayed until 2016.
Parking Signage — Love Lane - Mattituck
On inspection, the signage has been found to be small in size, but well-placed. The Mattituck
Chamber of Commerce will be requested to participate in funding for signage improvement.
The Planning Board is also working on a parking and signage issues at Love Lane businesses.
Current Transportation Issues
Southold / Greenport Bus Shelters - SCDPW December 2014 Request for Authorization
Submitted to NYSDOT
No response to that request has yet been received.
Orientation / Interpretive Signage Prosect — RBA Phase II — Project Extension in Pirocess
Reimbursement requests have been submitted to NYSDOT and it is understood that they are
subject to processing delays. Upon completion of processing those requests, an extension may
be resubmitted.

CR 48 & Cox Lane Roundabout - Mattituck
No response has yet been received to Neb's letter of March 25th to SCDPW requesting that
representatives from Legislator Krupski's office and SCDPW meet with the Commission to
discuss moving the matter forward.

Closure of Old Sound Avenue at Love Lane and Route 25 to Vehicular Traffic - Mattituck
Heatherreported that the Planning Board is considering a request by the Mattituck Chamber of
Commerce for consideration of that issue.
Next Meeting
The next meeting will take place on May 26, 2015 (Tuesday)at 10:00 AM in the conference
room at Town Hall.

USDOT Acting Regional Traffic Engineer Emilio Sosa's letter with attachment
dated February 11, 2015 regarding subject pedestrian safety concerns and traffic
control devices was forwarded recently to the Commission for review.
We offer the following commentary:
• The School administration must submit a written official request.along with
the required application to the USDOT.
• The Town is willing to assist in the application process by providing maps
or other necessary data which may be required.
• The School administration, hgwever, must understand that the
rhaintenanGe agreement,` a required by the USOT, will be the
responsibility of the School and not the Town.

Hello Scott:
I'm writing to get your help with a safety concern here on Peconic Bay Blvd in
Mattituck.
I have spoken to the department responsible for putting lighting on the roadway
and although they understand the problem can't move forward without board
approval.
The concern is that the curve in the road is so poorly lit it has caused many
incidents, one a fatal motorcycle accident, but also 4 or 5 mailbox knock overs but
what has us most concerned is the burglaries to our homes over the years including
a home invasion 2 winters ago which could have been avoided with lighting because
the criminals were trying to empty the house onto the driveway and then get their
car to drive away.
The police responded as best they could but also shared our concern with the dark
blind spots that even they have trouble with.

Dear Southold Town Board,
I would like to ask for your approval on a project that will enrich Mattituck businesses as well as help to
keep our clients safe. We would like to map a path of smile faces on the sidewalks from Strong's Water
Club to neighboring Love Lane for our clients to follow. Last season we had over 3000 clients join us by
boat from allover Long Island and Connecticut, this year we are expecting more. With all the added foot
traffic we want to make sure our clients have the most direct and safest path to the businesses on Love
Lane and surrounding areas. And it adds a little bit of fun to the walk!
I have already spoken to Vincent Orlando, Superintendent of Highways and he is on board as well as the
Mattituck Chamber of Commerce. The cost of the project would be covered by Strong's Water Club as
well as maintaining the smile face appearance in future years.
I feel this would make a lasting impression on our Strong's clients about the North Fork remembering the
fun walk that they had to Love Lane and the rest of Mattituck town.
I have enclosed a map of the route where the smile faces would be located. We would like to have your
approval so we may get this done before the busy season starts.

I am a resident and neighbor on Vanston Road in Nassau Point. I welcome you and your
family to the neighborhood, a neighborhood that has so much to offer families.
I am writing to capture your attention on a matter that is extremely close to my heart,
SAFETY. My concern is the safety of my children, all children and any adults who
choose to walk along Vanston Road.
As you know, as one drives up Vanston Road and veers right at the island where Little
Peconic Bay Road intersects there is a school bus stop for the Mattituck Cutchogue
school district. Unfortunately this intersection is also.a blind spot.
Walking to and from the bus stop is an essential part of my children's lives. Judy
Passiglia, Transportation Department Head for the district evaluated our stop and
concluded the bus in not capable of turning around at any location beyond this point on
Vanston due to the dead end and narrow road. Bus driver Brian agreed to stop at the far
corner of this intersection to help minimize danger while we are waiting for the bus.
However, we still have to walk along the road to get to and from the stop and I fear for
my children's safety.
I must be candid with you, I regularly approach construct vehicles to ask that they drive
slowly and I have called Southold Police which unfortunately resulted with neighbors
who speed becoming highly confrontational.
It is impossible for me to walk to and from the bus stop without living in fear of the cars
and trucks that could potentially fly around the corner at any moment. A freedom of
enjoying a walk in a neighborhood I pay taxes to live should not be jeopardized due to
careless offenders. I witness vehicles traveling well above the speed limit daily and the
problem gets worse in the Spring and Summer when activity in the area increases.
Perhaps we can find a solution, such as speed bumps, a flashing light or a speed camera
to issue electronic tickets... anything to turn around this ridiculous pattern of speeding.
The closest sign "Caution Children at Play" is not catching any attention. I want my
family and others to enjoy the outdoors safely.
I look forward to hearing from your department and welcome any time you may have
available to discuss solutions for our neighborhood.

I'm guessing people are parking that way to purposely cause a stir so we need to be a little cautious how
we proceed. There is litigation against the Town and the landowner over the site plan.

I took another look at the parking on First Street in New Suffolk across from Legends over the
weekend. The vehicles that were parked facing in are definitely sticking out onto the roadway now and it
is cutting down on the travel portion of the roadway. This area will need signage to direct people to
parallel park only on this stretch. We should discuss at our next Transportation Commission meeting.

You can ignore most of this email. The gist is that people have decided to continue to park head -in on 1St
St. in New Suffolk despite the fact that the New Suffolk Waterfront Fund blocked off the section of their
property that used to provide enough room to do that. You need about 16 feet to do that safely and the
shoulder there is probably about 10 or 11' (maybe less).
There is only enough room for parallel parking there without some private property being used to
enlarge the shoulder.
I'm thinking either your guys might be able to dissuade people from parking their cars with the ends
sticking out into the street, or the Town Transportation Commission might need to take a look at it and
make a recommendation to the Town Board for some signage. Either way it's probably going to be like
shaking a jar of bees, but it sounds like it is pretty unsafe there right now.
If you think it best to go to Transportation Commission, let me know and I'll forward this to Neb.

I don't know whose idea it was to have the slant -in parking aimed to the north on 1 St St on the NSWF
border.
understand that this stretch of parking is town managed property, so I'll direct my comments to you.
The current north -facing -slant -in -parking approach causes traffic jams (like I experienced today) caused
by Legend's deliveries, Capt Marty's boats and Grella's construction site (near term).
The slant -in parking causes the rear of cars to project into the northbound lane of 1St St — effectively
narrowing the road to one and a half lanes.
Add to that the delivery trucks and two-way traffic, and that spells trouble — if not an injury and a lawsuit.

When parking was slanting south (as in the past) traffic flow was fine — even on busy days — even with
families with baby carriages.
Why the slant -in should be aiming south
- This will "effectively" turn 1 st St into a one-way street.
- This will eliminate over 90% of the traffic headed to Orchard from 1st
- This will effectively widen the road to one wide southbound lane
- This will better deal with Legend's frequent delivery trucks which block the right lane for long
periods.
- It will allow Legend's patrons to approach parking from one direction (i.e. if one side is full, no
looping thru the grid to get to the other side).
When leaving they can take the right on Main.
- This will eliminate the treacherous squeeze -down turn at Orchard and 1St (including parked cars).
- It recognizes that P.O. bound traffic from the northeast neighborhoods of New Suffolk traverses
Orchard and 1St heading south.
It will provide more of a safety buffer for cyclists, pedestrians, strollers, ... coming down Orchard to
1 St St.
- It allows the preservation of slant -in (versus parallel) parking to maximize usage.
- Hamlet -bound traffic from New Suffolk Ave can park on Main (south of 1s) or loop to 1St via King or
Orchard.
(yes a formal Main St turnaround would be helpful but in the meantime people have been making
the K -turn (end of Main) for decades).
- This will better deal with the ongoing construction (Grella and the Ho) and Capt Marty's boat
traffic.
I suggested to the NSCA that 1St St can easily be converted to a seasonal 1 -way with a few folding one-
way signs to mitigate new Galley Ho traffic.
Several board members just dismissed my suggestions without explanation. I am curious why?
A paranoid person would think someone is trying to create a traffic zoo on 1St — creating yet more
community division and headwinds for the Galley Ho and hence the town.
I'm hard pressed to think of any downside — especially Legends and Summer Girl patrons.
Anyway, my 2 cents (ok, maybe 20 cents),

Dear Mr. Brown:
As you may be aware, Love Lane in Mattituck has become a destination for both
residents and visitors given its attractiveness with a number of restaurants and
shops operating in the area. This road is very narrow and cars do park on both
sides of the road. Parking is at a premium.
Several years back, the Town Board restricted truck traffic in an attempt to ease
potentially dangerous conditions. The attached Town Code 260-26 restricts the
use of trucks for safety reasons.
However, this restriction is currently mostly ignored by trucks coming to make
deliveries to the establishments on Love Lane. Hence, we would greatly
appreciate your office installing appropriate signage on Route 25 to that effect.

§ 260-26. Restricted truck traffic.
A. Purpose. The Town Board of the Town of Southold finds that, with the increasing development
and population of the Town of Southold, transportation activities are increasing and impacting the
local streets. Regulation of truck usage on local streets is necessary so as to provide for the safety
and welfare of the Town's citizens and for the orderly flow of vehicular and pedestrian traffic on
busy local streets. There are numerous other alternate local streets linking st�-ate and highways in
the area.
