HomeMy WebLinkAbout05/13/2015 Town of Southold Housing advisory commisSion MEETING MINUTES MEETING # 104 May 13, 2015 Present: Rona Smith, Dan Sarnowski, Fred Andrews, Beth Motschenbacher, LeRoy Heyliger, Excused: Michael Herbert, William Dougherty, Eric Dantes and Phillip Beltz. , Eric Dantes, John Vahey, Jeanne Kelley and Councilman Jim Dinizio. One member from the public, Julie Amper. Meeting began at 5:32 p.m. Approval of Minutes: The minutes of April 15th were approved. First-Time Homebuyer CPF Exemption: Total of four exemptions were approved for April and none in May. th Habitat for Humanity: HAC volunteer day scheduled for May 14. Supervisor Request of Committees: Fred agreed to develop draft of “job description” for chair/co-chairs—he will forward and HAC can review and make comments. Suggestion to elect person at next meeting to give everyone time to think about it. Public Education Forum-“What is Affordable Housing”: Dan and Beth will coordinate dates that they are available, possibly the end of June on Monday or Tuesday or consider early fall. Suggestion to host at Town Hall, invite planning board members, invite civic association members and have it taped for channel 22. Discussion with Business Owners: Dan reported that he and Fred met with owner of Hellenic Restaurant who stated that business owners experience much difficulty in recruiting and retaining workforce. He would be amenable to hosting a meeting for business owners at his restaurant to discuss affordable housing, would most likely need to be scheduled after summer. The potential developer he had discussed at the forum stated not financially feasible to build affordable housing in Southold, modular housing might be an alternative to reduce price. Setting Sales Price, Rentals, etc.: Suffolk County released 2015 LOW HOME rents. Copies of rental and income distributed – recommendation to be made next mtg. Goals and Objectives 2015: Request for Phillip to send goals and objectives of 2014. Below is a preliminary list of suggestions, more to be developed at next meeting:  Meet with School Superintendants to assess enrollment/capacity  Cultivate partnerships with employers and fire departments to assess needs for affordable housing  Set sales price, rental amount, inclusionary zoning “buyout”  Re-examine the necessity HALO zones for affordable housing  Continue public education efforts  Review Comp Plan and extrapolate goals and objectives for implementation  Support SC initiative to convert “Zombie” to affordable housing  Rona reported an idea that would consider placement of affordable housing on land that has been preserved—she will provide a written abstract for all to review  Consider support of Assemblyman Thiele proposal of impact fees to construction of new housing to be utilized for grants for affordable housing Pending Items: (no report on the following) Incentives/Tax Credits for Development of Affordable Apartments o Potential Housing Unit via Inclusionary Zoning o Frank Scarola Proposed Condominium Units in Southold o Fair Housing lawsuit o Other: Suggestion to meet with realtors-Phillip reported that Tom McCarthy volunteered to attend meeting. Beth suggested an invitation to Julia Robins (Greenport trustee and realtor.) Agreement to invite to the July meeting.
