Notice of Public Scoping Session to Facilitate Preparation of
Draft Environmental Impact Statement (DEIS) for the Change
of Zone Application Entitled 'The Hills at Southampton
MUPDD' Proposing a Change from Residential (CR200) to
Mixed -Use Planned Development District (MUPDD), East
Quogue
WHEREAS, on June 7, 2013, the Town Board of the Town of Southampton received pre -
application documents for the subject project titled "The Hills at Southampton" from DLV
Quogue, LLC ("Applicant") requesting a Change of Zone from CR200 to Mixed Use Planned
Development District (MUPDD); and
WHEREAS, the proposed action seeks to change four separate land holdings totaling 594.48
acres located in the hamlet of East Quogue, from Residential 200 (CR200) to Mixed -Use
Planned Development District (MUPDD); and
WHEREAS, the majority of the proposed site, 452.58 acres, lies south of Sunrise Highway,
generally north of Lewis Road, in the vicinity of Spinney Road, and east of Spinney Road,
with 141.90 acres north of Sunrise Highway; and
WHEREAS, the proposed action is to develop a 168.10 acre property with 118 residential
units, an 18 -hole golf course and associated club house, a pond/pond house, and
maintenance area, all to be accessed by new roads and driveways; and
WHEREAS, the application was deemed complete pursuant to the provisions of 330-244C on
January 22, 2015; and
WHEREAS, the proposed Change of Zone is a Type I Action pursuant to the State
Environmental Quality Review, and the regulating provisions of 6 NYCRR Part 617; and
WHEREAS, on February 10, 2015, by Resolution No. 2015-211, the Town Board commenced
the SEQRA process to coordinate lead agency, listing involved and interested agencies; and
WHEREAS, on March 24, 2015, by Resolution No. 2015-398, the Town Board assumed lead
agency; and
WHEREAS, on April 14, 2015, the Town made a determination of significance regarding the
proposed action of a positive declaration; and
WHEREAS, the scoping process is intended to ensure public participation in the DEIS
development process, allow open discussion of issues of public concern, and permit
inclusion of relevant, substantive public issues in the final written scope; now therefore be it
RESOLVED, that the Town Board of the Town of Southampton as Lead Agency hereby elects
to conduct a Public Scoping Session on May 5, 2015, at 6:00 p.m., at Southampton Town
Hall, 116 Hampton Road, Southampton, New York, to facilitate the preparation of a Draft
Environmental Impact Statement (DEIS) for the subject zone change application and shall

accept both written comments and public testimony on the draft scope to identify potential
issues or suggest specific studies, protocols, and alternatives; and be it further
RESOLVED, that the Town Clerk is directed to forward copies of the Draft Scope dated
January 5, 2015, submitted by Nelson, Pope and Voorhis, on behalf of the project sponsor,
to all involved and interested agencies identified in Resolution No. 2015-398, and adopted
March 24, 2015 and any other individual who requests a copy, along with this notice and
instructions that any written comments shall be submitted to the record via the Town
Clerk's office; and be it further
RESOLVED, that the Town Clerk is hereby authorized and directed to publish the following
Notice of Public Scoping Session:
NOTICE OF PUBLIC SCOPING SESSION
TAKE NOTICE, that pursuant to the State Environmental Quality Review Act (SEQRA), a
public scoping session will be held by the Town Board of the Town of Southampton on May
5, 2015 at 6:00 p.m., at Town Hall, 116 Hampton Road, Southampton, New York, in order
to assist the Town Board, as lead agency, to identify issues to be considered and methods
of analysis for the preparation of a Draft Environmental Impact Statement (DEIS) required
in connection with the Zone Change application entitled "The Hills at Southampton MUPDD".
The proposed action seeks to change four separate land holdings totaling 594.48 acres
located in the hamlet of East Quogue, from Residential 200 (CR200) to Mixed -Use Planned
Development District (MUPDD). More specifically, the MUPDD rezoning would encompass
the construction of 118 single family residences, a 53,705 square foot club house (including
10 of the single family residences) and an 18 -hole golf course.
Copies of the Draft Scoping Documents are on file in the Town Clerk's Office, Monday
through Friday, from 8:30 a.m. to 4:00 p.m., and on the Southampton Town Website at
www.southamptontownny.gov <http://www.southamptontownny.gov>.

Notice of Public Hearing to Consider the Historic Landmark
Designation of 17 Huntington Lane, Flanders
WHEREAS, pursuant to Section 330-321 of the Southampton Town Code, the Town Board
has the authority to designate certain properties as landmarks; and
WHEREAS, the Landmarks and Historic Districts Board received consent from the owner to
prepare an application nominating landmark status for the structure located at 17
Huntington Lane, Flanders (further identified on the Suffolk County Tax Map as #900-146-
1-6); and
WHEREAS, the Landmarks and Historic Districts Board has prepared the application for
landmark status including pertinent materials with regard to the subject property and has
found that the structure located at 17 Huntington Lane, Flanders (i) possesses special
character or historic aesthetic interest of value as part of the cultural, political, economic
and social history of the hamlet of Flanders and (ii) Because of a unique location or singular
physical characteristic, represents an established and familiar visual feature of the
neighborhood and (iii) Embodies the distinguishing characteristics of an architectural type,
period or style or contains elements of design, details, materials or craftsmanship which
represent a significant innovation; and
WHEREAS, by a duly adopted resolution dated March 17, 2015, the Landmarks and Historic
Districts Board recommended the Town Board approve the designation of the structure
located at 17 Huntington Lane, Flanders a Southampton Town landmark; and
WHEREAS, pursuant to Section 330-321(E)(1) of the Southampton Town Code, the Town
Board is required to hold a public hearing prior to taking action on an application for
designation as a historical landmark; now therefore be it
RESOLVED, that the Town Board directs that a public hearing shall be held on May 12, 2015
at 1:00 p.m., Southampton Town Hall, 116 Hampton Road, Southampton, New York to hear
any and all persons either for or against an application to designate the structure located at
17 Huntington Lane, Flanders as a landmark; and be it further
RESOLVED, that the Town Board directs the Town Clerk to forward such application to the
Planning Board for their review and recommendations; and be it further
RESOLVED, that the Town Board directs the Town Clerk to provide a copy of this resolution
to the Chief Building Inspector; and be it further
RESOLVED, that the Town Clerk is hereby authorized to publish the following Notice of

Issue Positive Declaration for the Purpose of SEQRA Review
for the Change of Zone Application, Entitled "The Hills at
Southampton Mixed -Use Planned Development District",
from Residential 200 (CR200) to Mixed -Use Development
District (MUPDD), East Quogue
WHEREAS, on June 7, 2013, the Town Board of the Town of Southampton received pre -
application documents for the subject project titled "The Hills at Southampton" from DLV
Quogue, LLC ("Applicant") requesting a Change of Zone from CR200 to Mixed Use Planned
Development District (MUPDD); and
WHEREAS, the proposed action seeks to change four separate land holdings totaling 594.48
acres located in the hamlet of East Quogue, from Residential (CR200) to Mixed -Use Planned
Development District (MUPDD); and
WHEREAS, the majority of the proposed site, 452.58 acres, lies south of Sunrise Highway,
generally north of Lewis Road, in the vicinity of Spinney Road, and east of Spinney Road,
with 141.90 acres north of Sunrise Highway; and
WHEREAS, the proposed action seeks to construct 95 residential units on 26.77 acres, a
clubhouse area with 23 residential units, for a total of 118 residential units, a pro shop,
dining area and spa related amenities on 4.25 acres, a golf course on 92.13 acres, a
pond/pond house on 4.6 acres, a 1.64 acre maintenance area, and 9.29 acres of new
roadways and driveways, for a total of 168.10 acres; and
WHEREAS, on August 27, 2013 and October 8, 2013, the Town Board held two pre -
application public hearings on the proposed project; and
WHEREAS, on December 6, 2013, the Department of Land Management, by the Town
Planning and Development Administrator, issued a pre -application summary report
examining and discussing the proposed MUPDD; and
WHEREAS, the Town Board of the Town of Southampton adopted Resolution No. 2014-120
on June 14, 2014, electing to consider the subject Change of Zone application; and
WHEREAS, on October 21, 2014 a formal application entitled "The Hills at Southampton
Mixed -Use Planned Development District (MUPDD)" was filed in the office of the Town Clerk,
with additional information received on November 7, 2014, and was deemed incomplete
pursuant to the provisions of 330-244C on November 10, 2014; and
WHEREAS, the applicant submitted an amended formal application entitled "The Hills at
Southampton Mixed -Use Planned Development District (MUPDD)" on January 12, 2015; and
WHEREAS, the application was deemed complete pursuant to the provisions of 330-244C on
January 22, 2015; and
WHEREAS, the proposed Change of Zone is a Type I Action pursuant to the State
Environmental Quality Review, and the regulating provisions of 6 NYCRR Part 617; and

WHEREAS, on February 10, 2015, by Resolution No. 2015-211, the Town Board commenced
the SEQRA process to coordinate lead agency, listing involved and interested agencies; and
WHEREAS, the coordinated review process was conducted pursuant to SEQRA with no other
Involved Agency requesting Lead Agency Status; and
WHEREAS, on March 24, 2015, by Resolution No. 2015-398, the Town Board assumed lead
agency; and
WHEREAS, DLV Quogue, LLC has submitted an Environmental Assessment Form (EAF) Part
1, and supplemental materials; and
WHEREAS, the EAF Parts II and III prepared by the Town identified potentially
large/significant environmental impacts that may result from the proposed action; now
therefore be it
RESOLVED, the Town Board of the Town of Southampton as Lead Agency hereby adopts a
Positive Declaration pursuant to the State Environmental Quality Review Act and Chapter
157 of the Town Code; and be it further
RESOLVED, that any public scoping will be scheduled by separate resolution; and be it
further
RESOLVED, the Town Clerk is hereby directed to file and publish the Positive Declaration
pursuant to 6 NYCRR Section 617.12 (c) and distribute copies to all involved and interested
agencies.

Authorize the Designation of the Tupper Boat House located
at 1976 North Sea Road, North Sea as a Historic Landmark
under Southampton Town Code §330-321
WHEREAS, the Town Landmarks and Historic Districts Board determined that the Tupper
Boat House located at 1976 North Sea Road, North Sea (further identified on the Suffolk
County Tax Map as #900-060-02-8.000) is an important historic resource and
recommended that the Town Board approve the designation of the structure as a
Southampton Town landmark pursuant to Town Code Section 330-321; and
WHEREAS, on March 26, 2015, the Southampton Town Planning Board adopted a resolution
supporting the landmark designation and recommending that the Town Board adopt the
proposed landmark designation; and
WHEREAS, a public hearing was held on April 14, 2015 by the Town Board of the Town of
Southampton regarding the proposed designation of the structure known as the Tupper
Boat House located at 1976 North Sea Road, North Sea as a historic landmark; and
WHEREAS, the Town Board found that the Tupper Boat House meets the criteria for historic
designation pursuant to section 330-321 of the Southampton Town Code; and
WHEREAS, the designation of the Tupper Boat House as a landmark is considered a "Type II
Action" under 6 NYCRR Part 617.5(c)(32), provisions of the New York State Environmental
Quality Review Act (SEQRA) and Chapter 157 of the Town Code, and no further
environmental review is necessary; now therefore be it
RESOLVED, that the Town Board of the Town of Southampton hereby designates the Tupper
Boat House located at 1976 North Sea Road, North Sea, as a Town historic landmark
pursuant to the provisions of section 330-321 of the Southampton Town Code.
