Re: Proposed Wetland Permit for KARMEN DADOURIAN
SCTM# 1000-123-4-10.
Suffolk Environmental Consulting on behalf of KARMEN DADOURIAN requests a Wetland Permit
to install a 20'x50' swimming pool; pool drywell; pool equipment area; and pool enclosure fencing;
area surrounding the proposed swimming pool is to be re -graded utilizing resultant +/-185 cubic
yards of fill from pool excavation. Located: 2670 Deep Hole Drive, Mattituck. SCTM# 123-4-10.
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to' me, it is my recommendation that
the proposed action is INCONSISTENT with the below listed LWRP policies and therefore
INCONSISTENT with the LWRP.
Policy 5 Protect and improve water quality and supply in the Town of Southold.
Depth to groundwater is shown as 5.1 feet below grade (8.2). The test well (dated 8-2-00) is
shown more landward of the proposed pool location and therefore the actual depth to
groundwater where the pool is proposed in unknown. Specifications of the pool dry well have
not been provided. Is there sufficient separation distance from the bottom of the drywell to
groundwater? Specifications of the pool (depth) of the pool have also not been provided. Would
the bottom of the pool sit in groundwater even with the change in elevation to 9'?
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

A. INSTRUCTIONS
1. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Buildin ermits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this for)its
s Id review the exempt
minor action list, policies and explanations of each policy contained in the Tof Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as si ficant
beneficial and adverse effects upon the coastal area (which includes all ofXouthold Town).
3. If any question in Section C on this form is answered "yes" o "no", then the proposed action will
affect the achievement of the LWRP policy standards and conditlojA contained in the consistency
review law. Thus, each answer must be explained in detail, lisdn2 both supporting and non -
supporting facts.. If an action cannot be certified as consistenl/with the LWRP policy standards and
conditions, it shall not be undertaken.

As indicated within Policy 1, "Development that does not reinforce the traditional land use pattern of the Town of
Southold would result in a loss of the community and landscape character of Southold.", this proposal is to
construct a swimming pool which are common appurtenances in the Town The proposal as designed will not
result in adverse effects to the surrounding environment in that the project has been designed in such a way as to
maximize the extent of all required regulatory conditions associated with these activities on a lot situated in
proximity to the surface waters surrounding the Town of Southold Accordingly, we believe that this project is
consistent with this policy.

Subject proposal will comply with Policy 5 in that the proposed pool will be served by a drvwell that will handle any
and all runoff. Construction of the proposed activities will utilize hay bales and siltation fencing, thereby protecting
