A meeting of the Southold Town Conservation Advisory Council was held Wed., March
11, 2015 in the Southold Town Hall Conference Room.
Present were: Peter Young, Chairman

CALL TO ORDER
The meeting was called to order at 4:30PM by Chairman Peter Young.
REPORTS
The CAC will attend the next Town Board Work Session scheduled for Tues., March 24,
2015 for a continued discussion on the "Starvation of Southold's Beaches." Chairman
Young will contact the Supervisor's office for further information on the discussion.
John Stein attended the Board of Trustees meeting held on Wed., February 18th. He made
reference to an application to construct stairs on a pristine bluff that was Tabled by the
Board because of an issue with the Covenants and Restrictions on the property.

APPROVAL OF MINUTES
Moved by John Stein, seconded by Doug Hardy to Approve the Minutes of February 11,
2015.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Doug Hardy, seconded by John Stein, it was
RESOLVED to SUPPORT WITH RECOMMENDATIONS the application of STELIOS
AND PENELOPE NIKOLAKAKOS to reconstruct and renovate existing dwelling within
existing footprint with new building additions to existing footprint. New addition to be
constructed on the northwest corner of the residence; new addition to be constructed on
the southeast corner of the residence; new covered screen porch; new second -floor
addition; new driveway and parking areas; new walkway to be constructed with stone
pavers on concrete slab with new steps to covered porch; new outdoor terrace on
northside of residence to be constructed with stone pavers on grade; new outdoor landing
and step from residence to terrace; existing sanitary system to be replaced with new
sanitary system on the southside of the existing residence, in a location approved by
SCDOH; and new underground drywells to be installed for roof rainwater and driveway
rainwater containment.

This area is a "hot spot" for erosion. Due to the bluff erosion as evidenced by the failed
remediation efforts as well as the presence of an 8' steel bulkhead, the CAC recommends
the dwelling be set back no closer than 50' from the top of the bluff. In addition, the CAC
recommends a permeable driveway and parking area. It was also noted that the proposed
patio is 33% larger than the width of the dwelling.

Moved by John Stein, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of BETSY FLINN to reconstruct/realign the
existing bulkheading 132', reconstruct/reduce the existing bulkhead platform 4'X 13',
install two (2) bulkhead returns 15' long each on either end of the bulkhead, reconstruct
the existing catwalk 4'X 20', construct catwalk extension 4'X 69', reconstruct the existing
hinged ramp TX 15' and floating dock 6'X 20'.

The CAC Supports the application with the recommendation the floating dock is seasonal.

Moved by Keith McCamy, seconded by John Stein, it was
RESOLVED to SUPPORT the application of VINCENT FISCHETTI to replace the top
decking of the existing dock with open grate decking, remove the existing seaward set of
access stairs 4'X 10' and construct a dock extension comprised of a proposed walkway
4'X 24' and proposed platform 6'X 20'.

Moved by Doug Hardy, seconded by Keith McCamy, it was
RESOLVED to SUPPORT the application of MICHAEL & CORINNE SLADE for a 10 -year
maintenance permit to dredge an approximately 10'X 45' wide area adjacent to bulkhead
to a maximum depth of -7' ALW and truck maximum of 25 cy. sand/silt spoil to an
approved upland location.

The CAC observed an impediment to public access, which is being denied.

Moved by Peter Young, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the application of HAYWATERS ROAD, LLC to construct a
16'X 32' in -ground swimming pool and raised pool patio with adjacent planters, using
approx., 25 cy. clean sand/loam fill to be trucked in from an approved upland source
together with on-site soil material obtained from pool excavation; construct 8'X 9' wood
stoop/steps off existing dwelling to patio in place of existing stoop/steps; install drywells to
collect potential run-off from patio; and install pool enclosure fencing.

The CAC Supports the application, however, the property was not posted and the
proposed structures were not staked as of March 10th. The CAC recommends a
comprehensive drainage plan for the pool and the dwelling and the line of shrubs along
the shoreline should be designated as a non -turf area.
The CAC questions how the limit of moderate wave action, as indicated on the plan,
affects the location of the proposed pool.

RESOLVED to SUPPORT the application of WINIFRED BREINES to replace existing
26'X 14' dock and steps attached to side, 4'X10' steps and landing at lake edge, 4'6" X 3'
hinged ramp and 4'X 4' float.

The CAC Supports the application but questions whether the dimensions of the dock
conform to the standards set forth in Chapter 275.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND
& COASTAL EROSION PERMITS
WILLEM KOOYKER & JUDITH ANN CORRENTE to Amend Wetland Permit #7375 and
Coastal Erosion Permit #7375C to install a 6'X 20' float with associated restraint piles
alongside an existing pier and relocate two associated batter -braced tie -off piles, all
waterward of the apparent high water line.
Located: East End Rd., Fishers Island. SCTM#3-1-5
The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to SUPPORT the application of CHERI ANTONIELLO to Amend Wetland
Permit #8497 to change the location of the proposed pool to be in compliance with the
NYSDEC.

RESOLVED to SUPPORT the application of MARK D. KING to Amend Wetland Permit
#687 to remove and replace 88' bulkhead with vinyl and remove and replace existing 32'X
30' wooden dock.

Motion Carried
Peter Young will attend the next regular meeting of the Board of Trustees scheduled for
Wed., March 18, 2015 at 5:30 PM.
The next meeting of the Conservation Advisory Council has been set for Wed., April 15,
2015 at 4:30 PM to be held at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 6:OOPM.
