HomeMy WebLinkAboutLP-03/31/2015 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, March 31, 2015 at 7:00 p.m. Town Hall Annex Executive Board Room Members Present: John Sepenoski, Chairman Sam McCullough Anne Murray Lillian Ball Peggy Dickerson Eric Keil Members Absent: Maureen Cullinane Also present: Melissa Spiro, Land Preservation Coordinator Bob Ghosio, Town Board Liaison Timothy Caufield, Peconic Land Trust Luke McKay, Peconic Land Trust Commencement:  The meeting began at 7:00 p.m. with six LPC members present. Adoption of Meeting Minutes:  Acceptance of LPC meeting minutes from March 17, 2015 MOTION made by Sam McCullough, seconded by Anne Murray, to accept the March 17, 2015 LPC meeting minutes. Motion carried: 4/0/2 (LPC members Eric Keil and Lillian Ball abstained as they were not present during March 17, 2015 LPC meeting) Land Preservation Applications and Inquiries:  PROJECT STATUS UPDATES \[executive session where applicable\] No specific projects were discussed at this time. Applications & Inquiries for Uses or Structures on Preserved Property:  SCTM #1000-73.-1-1 & 73.-2-4 (THE VINES) Appraisal review \[executive session\] Appraisal was not received in time for review. Stewardship and Management:  STEWARDSHIP GENERAL UPDATE LPC Chairman John Sepenoski reported that three Management Plan updates (Tall Pines, Hogs Neck and Paul Stoutenburgh Preserve) were presented to the Town Board at the last work session. In addition, the Town Board discussed the concept of developing a “wish list” project list. The list would be used to encourage members of the public (for example: Eagle Scouts) to pick a project from the list. The list would also be used when developing the CPF Management and Stewardship Plan budget. General Land Preservation Items:  APPRAISAL PROCESS – OVERVIEW AND DISCUSSION Tim Caufield and Luke McKay, of Peconic Land Trust, and Melissa Spiro, Land Preservation Coordinator, led a discussion of current appraisal methodology, IRS/private conservation requirements, enhancement and the before and after values of a development rights easement as part of a conservation subdivision or project with areas excluded from the easement area. This discussion was held to review whether the direction the LPC was giving appraisers (to appraise only the area subject to the potential easement) was equitable for both purchaser and seller, especially when the project was part of a Conservation Subdivision. The Land Preservation Committee was favorable to continuing discussion of an appraisal standard for evaluating the before and after values of the entire property, including the lots and/or excluded area(s). As an outcome of the discussion, Tim, Luke and Melissa will continue review in regard to presenting potential standards and additional information for review. Next Regular Meeting: Tuesday, April 14, 2015. The next regular meeting will be on Adjournment:  The meeting was adjourned at 8:30 p.m. by the six attending LPC members.
