This project is an as -built situation regarding the work done to protect the face of bluff on Nassau Point. The Trustees were concerned that stormwater generated by the residence would saturate the soils and de -stabilize the bluff face and wanted all stormwater to be contained and/or directed away from the bluff face. The drainage as proposed by this site plan appears to satisfy the issues or concerns raised by the Trustees. As you will also see by the enclosed paperwork, this project originally would not require a formal review for stormwater runoff. Please include this review with any files you have pertaining to this site. I believe that no action is required by the Building Department at this time. Em S 1 9 Im SUBJECT: Performed field inspection of house foundation and recommend repair schemes for cracking of foundation elements BACKGROUND: The property overlooks Little Peconic Bay facing northeast on a bluff approximately 55 feet above the water and 81 feet back. A bulkhead along the beach runs the length of the property north to south. Due to a super storm Sandy and a subsequent Nor'Easter the existing bulkhead wall had failed causing the slope to collapse taking down the existing stairway to the beach and bulkhead. The retaining wall failed removing the toe stability of the slope causing massive failure of the slope and erosion of the existing hillside. The one story home is approximately 34 feet from the retaining wall and 43 feet from the bluff. The home is wood construction with a cinderblock foundation. There is an entrance on the east side of the house that exits onto a small stoop with one step down to grade. The basement level is at grade on the northwest side of the home at the two car garage. The north side of the house slopes down to the garage. The south west side of the house slopes up toward the main level of the house. The property generally slopes down to the street. DISCUSSION: You advised that during the reconstruction of the bulkheads and retaining walls tension cracks in the soil were observed at the north east corner of the house and radiated out from the corner. Cracks were also observed perpendicular to the east wall of the house running approximately 30 feet east from the house approximately halfway along the foundation form north to south. You advised these cracks were approximately 1-2 inches wide. At your request an inspection of the basement walls and foundation was made to determine if any settling may have occurred due to the failure of the slope and massive erosion of the bluff. The review of the construction indicates the foundation may have been expanded from its original size or it was constructed of different elements. The southeastern quadrant of the foundation is raised approximately 2 feet above the garage floor. This area is approximately 15 feet by 30 feet and is approximately half of the width of the structure. The western side is raised approximately 14" above the garage floor. This area coincides with a change in the width of the cinder blocks from 8" to 10" wide. This transition occurs approximately 30 feet from the south end of the structure (See plan of foundation SK -1). There is a stoop outside the east side of the home that was observed to be separated from the foundation wall approximately '/2". Photo 1. 2 The north side of the property slopes down from east to west to the garage level. There is a roof drain at the corner of the garage that has a disconnected pipe into the ground allowing the water to flow into the corner. Photo 8. There are numerous cracks that were observed in the foundation walls. There was one crack in the garage floor at the northwest corner of the structure. The foundation walls show cracks at various locations shown on sketch SK -1. They are summarized as follows: East Wall: • At NE corner the block is rotated outward and joints are cracked for 3 courses. There is a gap between window and blocks. Photo 2 and 3. • Approximately 19 feet south the joints are cracked for 5 courses. Photo 4. • Approximately 32 feet south at the joint where the 10" and 8" block meet there is a vertical crack along the 8" blocks. Photo 5. • Approximately 5 feet north of the southeast corner there are hairline cracks for 3 to 5 courses from the top. • Approximately 2 feet north of corner inset joint is cracked for 1 course. South Wall: • Approximately 9 feet west of the corner hairline cracks at the joints four courses from the top. West wall: • Approximately 34 feet north the wall is cracked near the fuel tank near the transition from the 8" cinder block to the 10" cinder block wall. Photo 6 and Photo 7. North Wall: • Approximately 8 feet east of the corner the wall is cracked at the window for 6 courses. COMMENTS: It would appear the cracks along the east walls were caused by settlement or shifting of the soil east of the home due to the collapse of the bluff. This would be confirmed by the observance of the tension cracks on the east side of the house along the bluff. This is consistent with a slope stability failure caused by the erosion of the bluff. The joint where the two sizes of cinder blocks creates a weak point in the foundation walls. See detail 1 on SK -1. This is shown by the cracks exhibited at those locations. The extent of the footings is unknown. I recommend some test pits be dug to expose the footings to see the size and depth. This should be done at several points along the foundation specifically at the 10" block walls; 8" block walls at the transition between the cinder block sizes and at the raised floor area. 3 The settlement at the northwest side of the foundation is likely caused by water pooling and draining into the corner of the foundation at the garage door undermining the footing. The bluff has been stabilized so no further erosion is expected. The extent of the soil stability cannot be determined but if the foundation was undermined differential settlement could cause potential additional settlement over time. To prevent possible continued settlement and cracking of the foundation I would recommend underpinning the foundation along the north and east wall. The west wall north of the transition between the 8" and 10 block at the fuel tank should also be underpinned. Helical piles should be used since they can be installed with minimum impact to the foundation. They can be installed inside the basement. I would recommend using a minimum 10"-12" double flight helix at 5 foot spacing with a developed capacity of 10 tons per pile. The minimum depth should be 15 feet below the foundation. A foundation bracket bolted to the footing should be used. The brackets should be preloaded to transfer the load from the foundation to the pile. Care should be taken in the installation at the location where the basement floor steps up. The cinder block walls at the north east corner should be removed and reset. I recommend replacing the basement window since it is not in good condition and has separated from the cinder block. Care should be taken not to remove more than two blocks at a time or provide temporary support from the wooden sill plate above. The cracks along the foundation can be repaired in several ways. The simplest method would be to seal the hairline cracks with an injectable epoxy sealer suitable for masonry walls from both sides. Larger cracks can be repaired by removing the mortar and replacing the mortar joints. Since the bluff has been stabilized it is unlikely the stoop will settle further. One or two low capacity helical piles can be installed if needed. A new drainage scheme should be developed for the property. The water from the back yard should be directed toward the street using a French drain and swale with piping to a drywell in the driveway. All of the gutter downspouts should be connected to the drainage system as well.
