COPY 14 Glenside Road SouthoOrance, New Jersey 07079 January 23, 1980 Dear Mr. Stoutenburgh, May I address you, as a representative of the Trustees of Southold, and through you, address the entire Board of Trustees? With this letter I would like to state my case, so to speak. I would like to come in person, but my husband's health has made it necessary for us to winter in Florida. For this reason Abigail Wickham represented me at the hearing. The letter is of course in reference to my application to continue my present bulkhead across the remainder of my Wunneweta Waterfront property, a distance of roughly 75 feet, more or less. I realize the trustees and more especially yourself with your interest in our wild life, have nothing but the best interests of the area at heart, and I applaud your efforts to maintain the natural terrain wherever possible. I realize that whatever decisions you make are with the future of our beloved North Fork in mind. However though I join you in all this, I would like to clarify my position. I read my application has been tabled. Let ~s start with the history of that small finger of Wunneweta - which has been part of my life for sixty years. Originally a bridge of land separated a brackish pond from a salty marsh behind a point which looked north west. Over this bridge ran a sand road connecting one of the original houses on Nassau Point with what had been once the owners home, hut was now a hotel. If memory serves me, the first dredging occurred about 1927 when the bridge of land was removed and the pond connected with the marsh which was dredged to form an estuary, or finger. The old road ran west of what is now Mr. Bruce's home. The'extra fill because my father was a friend of Mr. Rambo went on our land and Mr. Rambo not having anywhere to put it asked permission. Houses bega~-b~ing built on "the finger" and again about 1954 larger power boats were docked there that required that the channel be deepened. Again Mr. Rambo asked and received permission to put -2- the fill along our shore. In 1959~the~Wunneweta Assoc. did some dredging along this finger and it was I who gave permission when Mr. Rambo explained that was what was usually done. About 1968, the last time dredging took place there, I demurred. By this time we were very much aware of our responsibilities, and it was only after I discovered the work was already underway, and quote "there's no place else to put it" - did I acquiesce since, in truth, it was man made land. Now since permits have been granted Mr. William Gardner whose property adjoins mine to the south - his bulkhead will tie into that of J. Clarke. It seems to me that the whole shore, coming from Mr. Bruce out through Dr. Hansen's his bulkhead attached then to my small piece, will be bulkheaded on my side of the channel except for this additional rather small piece. I feel my land may take on the appearance of a person with his or her front teeth out. I admit the end result will be "tidier", but I don't think that's all bad. Furthermore I can not expect that my land thrice filled by man, on a man made waterway, will be much of a lure as breeding ground for fish or fowl. Especially since this same land is washed by power boats from ten homes inland of it for a least six months of the year. Also for the benefit of these same boats the channel is dredged at roughly twelve year intervals - disturbing all wild life. To make a case for that: should I be given permission to bulkhead, I am sure the channel will not need dredging as frequently. Much of the silting undoubtedly comes from "runoff" on my land which is very hilly there aud from the wash of boats along the shore. Were this area untouched by man I couldn't agree with your a~sessment more, our marshes and waterways are so beautiful and must be protected, but here is a different condition. To make one last point; it may well be, that as time goes on my neighbors may accuse me of down grading the area, because esthetically my section fails to come up to standard. Thank you for your indulgence. I hope the trustees will reconsider this application, at the earliest opportunity. This is an unspoiled piece of wetlands. 2. This is a critical area in regard to salt water intrusion. Once marsh grass and peat bog and root system is removed, the'fragile interface moves inland. Approximately 150 cubic yards of sandy material will be removed and placed behind the proposed structure where it will be suitably retained to prevent its return to the waterway. The purpose of this project is to protect the shoreline from erosion and to prevent undermining of the adjacent bulkheading~ STATEMENT OF REHABILITATION AND CONDITION During construction, earth will be pushed back to install deadmen. Following construction earth will be replaced and fill from dredging will also be used behind bulkhead. Suitable planting and vegetation will be planted on the fill to stablize it. Approximately 150 cubic yards of sandy material will he removed and placed behind the proposed structure where it will be suitably retained to prevent its return to the waterway. The purpose of this project is to protect the shoreline from erosion and' to prevent undermining of the adjacent bulkheading. STATEMENT OF REHABILITATION AND CONDITION During construction, earth will be pushed back to install deadmen. Following construction earth will be replaced and fill from dredging will also be used behind bulkhead. Suitable planting and vegetation will be planted on the fill to stablize it.
