TOWN OF SOUTHOLD Board of Southold Town Trustees Town Hall, Main Road Southold, New York 11971 Robinson Road, Box 243 Southold, New York 11971 February 4, 1993 Re: Permit E1000-81-3-9 Issued 12-21-92 Gentlemen: On December 21, 1992 I appeared before your Board and was zssued Permit E1000-81-3-9 which authorized: In kind, in place replacement of 150+ linear feet of bulkhead under the grandf~her provision. Ail fill from an upland source. Subsequent and ongoing examination of this project by qualified contractors experienced in this type of work has revealed that the proper and most effective way to complete this job and to stabi- lize the bluff against the waters of Little Peconic Bay would be to construct an entirely new bulkhead within 18" of the existing and severely damaged bulkhead thereby disturbing the fragile and steep bluff as little as possible during construction. Accordingly, this letter ms to request a modification of the pre- viously issued permit to allow construction of a new bulkhead within 18" of the existing bulkhead instead of the stated "in kind, in place replacement." As. the subject property faces the open waters of Little Peconic Bay on the easterly side of Paradise Point, I believe the construction of such a new bulkhead would be considered appropriate by your Board. Boyd/Edward John Boyd V Robinson Road, Paradise Point Southotd, New York 1000-81-3-9 Greetings: This let%er is to request immediate approval for a waterfront project to replace approximately 150 linear feet of bulkheading which was de- stroyed in the severe storm of December 11-12. 1992. Replacement of this bulkhead is of the utmost importance since the high tides which accompanied the storm reached through the destroyed bulkheading and eroded the base of an approximately 20 foot high bluff upon which our residence is situated. Any further erosion will place the foundation of the residence in severe danger. By way of history, this premises was purchased by its present owner on June 30, 1958. The bulkheading whi'ch is to be replaced was in posi- tion at that time, so its actual date of construction is unknown. The bulkheading has remained unchanged in configuration and_ location for at least the past' 34 years, so there should be no doubt that it is a proper subject for "grandfather" determination by the Board of Trus- tees. With regard to the EMERGENCY nature of this application, one need only look at the accompanying photographs of the destroyed bulkheading, which photographs were taken on December 18, 1992, to realize the im- mediate and real hazard which is posed by allowing the present condi- tion to continue for even another!~tidei:~Cy~le without remedial action.
