A duplicate of this permit must be continuously posted during the event. This permit is granted as applied for, based on information supplied in the application. There are several conditions written into the permit. Please be aware that under the State Fire Code, the number of persons occupying the building and/or tent area is limited. The use of a tent will require an application and approvals at least three days before the event, from the Building Department. A Town Building Inspector must inspect the tent, before occupancy, they can be reached at 765-1802 between the hours of 8 a.m. and 4 p.m. All parking and traffic controls are the responsibilities of the winery owner, the event operators, and their agents. Note that parking on any County or State Roads are not authorized under this permit. Any violations of this permit can be cause for revocation. (9) A traffic control plan for vehicles entering and leaving the site for the proposed event. (10) Plan for the use of live outdoor music, loudspeakers and other sounds which will be used, if any, and the type and location of speakers and other audio equipment. (11) A description of emergency access and facilities related to the event. (12) Provisions to dispose of any garbage, trash, rubbish or other refuse. (13) Location and description of any additional lighting to be utilized in conjunction with the event. (14) Location of sanitary facilities on site. Traffic Control Plan Events for three hundred (300) or more people also require submission and approval of a traffic control plan, acceptable to the Town of Southold, AND a qualified traffic controller must be provided. Please attached a written description and/or notate on the parking event plan the following: 1. who will be conducting traffic, 2. where they will be stationed on site, 3. how they will direct the entrance, circulation, parking, and exiting of cars on site, and 4. contact information for use by Southold Town Police. By acceptance of this permit, applicant agrees to adequately supervise and direct all parking to be on the premises or at another site, and to provide parking assistants and any additional traffic controls necessary for this event. Tent proposals must receive permit approval from the Southold Town Building Inspector before placement on the property and must meet all fire and safety codes. 6. This permit is valid only for the time, date, place and use specified above, and for the designated event. Each additional day will require a separate permit application, fee, and related documents for review, etc. at least 60 business days prior to the scheduled event. 7. Adequate temporary sanitary facilities must be provided by applicant for this event and applicant agrees to remove the temporary facilities from the premises within 48 hours after the day of the event. 8. On-site food preparation is NOT permitted, although food may be catered subject to all Suffolk County Department of Health regulations. 9. NO activities associated with this event, including but not limited to parking, ingress/egress/access, tent(s) or temporary structure(s), or temporary sanitary facilities, shall be conducted on Town of Southold Purchase of Development Rights land. 10. NO activities associated with this event, including but not limited to parking, ingress/egress/access, tent(s) or temporary structure(s), or temporary sanitary facilities, shall be conducted on Suffolk County Purchase of Development Rights land without a permit issued by the Suffolk County Farmland Committee. 11. Issuance of this permit does not authorize in any manner the occupancy of any building exceeding the legal limitations under the fire code or other codes which would prohibit such increased occupancy. 12. Access shall be provided for emergency vehicles, to all public assembly areas, all buildings, all work areas and any additional area where emergencies may occur. Two emergency -fire exits and exit paths from the building(s) on the property, to a public way or remote safe area, shall remain open and unobstructed at all times. 13. Owner assures that all fire, safety, building, and other laws will be complied with. 14. Music, when outdoors, is required to stop at the time specified in the permit. Placement of the speakers must be in a location that affords the greatest protection from noise intrusion upon adjacent properties. 15. ADDITIONAL CONDITIONS: A. A snow fence shall be installed as noted in the letter dated August 21, 2014 from Starfish Junction to prevent participants from using Stillwater Avenue and the Private Road south of the Vineyard. B. The festival activities shall take place closer to the vines. C. No parking of cars in the area of Stillwater Avenue. D. A water truck shall be provided to water down the dirt road on the eastern side of the property where the vehicles exit. E. Applicant shall adhere to all conditions in Town Board Resolution 2014-756 adopted September 9, 2014. ANY VIOLATIONS IN CONNECTION WITH THE CONDITIONS LISTED HEREIN WILL TERMINATE THIS PERMIT. We have made plans to address the issues for the Pour the Core cider festival on Saturday October 4th. We will put up the snow fence to keep participants from using Stillwater Avenue, the private road south of the vineyard. We will also move the layout of the festival closer to vines which keep any vehicles from being over there. We will also change the parking so that there are no cars in the area of Stillwater Avenue. Before we even received your feedback we had planned bring in a water truck to keep the dust down from vehicles exiting the site on the eastern portion of the property affecting the neighborhood along Harbor Lane. We will also water the path between the vines that the cars drive down. We will also put water down where the cars are parking if the field is dry. We have made plans to address the issues for the Pour the Core cider festival on Saturday October 4th We will put up the snow fence to keep participants from using Stillwater Avenue, the private road south of the vineyard. We will also move the layout of the festival closer to vines which keep any vehicles from being over there. We will also change the parking so that there are no cars in the area of Stillwater Avenue. Before we even received your feedback we had planned bring in a water truck to keep the dust down from vehicles exiting the site on the eastern portion of the property affecting the neighborhood along Harbor Lane. We will also water the path between the vines that the cars drive down. We will also put water down where the cars are parking if the field is dry. We will put the water down on Friday the day before the event and on Saturday morning to keep the dust down. We look forward to working with you again for our upcoming event. According to the code (205-7) events expecting 1,000 people or more should be reviewed by the Town Board. Apparently applicants are not aware that for these large events they should be applying to the Town Board through the Town Clerk's Office. There have been two other recent special events that the Town Board should have probably reviewed. One was the annual Harvest East End at McCalls (sponsored by the Wine Council et al) that took place yesterday with an expected attendance of 1,500 people. The other was one at Peconic Bay on August 91h called "Beer for Brains" (go figure) for a charity with an expected attendance of 2,000. The Potato Festival at Peconic Bay on August 10th anticipated 750 people attending so was properly sent to the office of the ZBA for processing. If we dropped the ball in the past then we want to be sure to be compliant in the future, which is why I am forwarding the attached application. The only comment we received upon sending this one out was from Chief Flatley who told us about the dust from vehicles and traffic on Stillwater that was a problem for neighbors at the two other events at Peconic Bay cited above. Vicki called the applicant to let her know and we received the attached letter from Starfish Junction explaining how they would handle the problems. I also wrote up a set of conditions in the application permit ( attached) that the Chief reviewed along with the letter. He a mailed to say both were good and would mitigate any adverse issues. I am okay with signing off on this one if I have an a mail or memo in our office file that gives me the authority to do so from the Supervisor/Town Board etc. Or If you would rather bring the application to the Town Board please let our office know so Vicki can call the applicant to inform her. Perhaps it's time for a meeting to discuss special event permits again. These large events are becoming more prevalent throughout the town and the number of special event applications in general has mushroomed. I anticipate that trend will continue. Residents had to barricade their private roadway to restrict access to the event off of Stillwater Avenue. We also had complaints of the dust being generated from vehicles exiting the site on the eastern portion of the property affecting the neighborhood along Harbor Lane.
