Enclosed is the Special Permit for the event planned for July 121'; August 24`h and
September 13"i, 2014. A duplicate of this permit must be continuously posted during the event.
This permit is granted as applied for, based on information supplied in the application.
There are several conditions written into the permit. Please be aware that under the State
Fire Code, the number of persons occupying the building and/or tent area is limited. The use of a
tent will require an application and approvals at least three days before the event, from the
Building Department. A Town Building Inspector must inspect the tent, before occupancy, they
can be reached at 765-1802 between the hours of 8 a.m. and 4 p.m.
This permit does not authorize parking on Suffolk County Right of Way located in front
of the property or any lands owned by County of Suffolk, Town of Southold or Peconic Land
Trust. All parking and traffic controls are the responsibilities of the event operators, and their
agents. Note that parking on any County or State Roads are not authorized under this permit.
Any violations of this permit can be cause for revocation. The Town also reserves the right to
revoke any permit or deny future permits if the event(s) generates unforeseen impacts to
the health, safety or welfare of residents and guests of the TRwn.

A Parking/Event Plan may 0 survey, site plan and/or aerial view (tuxample Google Earth) of
the subiect property. INDICATE ON THE PLAN ALL of the following information:
A parking/event plan showing:
(1) The size of the property and its location in relation to abutting streets or highways.
(2) The size and location of any existing building(s) or structure(s) that will be in operation
during the course of the event and any proposed building, structure, or signs to be erected
temporarily for the event.
(3) The location of the stage or tents, if any.
(4) The designated areas of use for spectators, exhibitors, vendors, employees and
organizers.
(5) Location of all exits.
(6) The location of all fire extinguishers and other fire safety equipment.
(7) The location of all temporary utilities to be installed for the event, if any.
(8) The layout of any parking area for automobiles and other vehicles and the means of
ingress and egress for such parking areas. The parking spaces must allow for 300 sq. ft.
per car.
(9) A traffic control plan for vehicles entering and leaving the site for the proposed event.
(10) Plan for the use of live outdoor music, loudspeakers and other sounds which will be used,
if any, and the type and location of speakers and other audio equipment.
(11) A description of emergency access and facilities related to the event.
(12) Provisions to dispose of any garbage, trash, rubbish or other refuse.
(13) Location and description of any additional lighting to be utilized in conjunction with the
event.
(14) Location of sanitary facilities on site.
Traffic Control Plan
Events for three hundred (300) or more people also require submission and approval of a traffic control plan,
acceptable to the Town of Southold, AND a qualified traffic controller must be provided. Please attached a written
description and/or notate on the parking event plan the following: 1. who will be conducting traffic, 2. where they
will be stationed on site, 3. how they will direct the entrance, circulation, parking, and exiting of cars on site, and
4. contact information for use by Southold Town Police.

PERMISSION IS HEREBY GRANTED, SUBJECT TO THE FOLLOWING CONDITIONS:
1. By acceptance of this permit, applicant agrees to adequately supervise and direct all parking to be on the
premises or at another site, and to provide parking assistants and any additional traffic controls necessary for this
event. Parkin is s strictly prohibited on ANY Town County or State Roads or Rights of Way.
2. Traffic control at events for three hundred (300) or more people shall be provided by a qualified traffic controller
in accordance with the attached, approved traffic control plan.

4. Applicant indemnifies and holds harmless the Town of Southold from all claims, damages, expenses, suits and
losses including but not limited to attorney's fees arising from activities under this permit.
5. Tent proposals must receive permit approval from the Southold Town Building Inspector before placement on
the property and must meet all fire and safety codes.
6. This permit is valid only for the time, date, place and use specified above, and for the designated event. Each
additional day will require a separate permit application, fee, and related documents for review, etc. at least 60
business days prior to the scheduled event.
7. Adequate temporary sanitary facilities must be provided by applicant for this event and applicant agrees to
remove the temporary facilities from the premises within 48 hours after the day of the event.
8. On-site food preparation is NOT permitted, although food may be catered subject to all Suffolk County
Department of Health regulations.
9. NO activities associated with this event including but not limited to parking in rg ess/egress/access tent(s) or
temporary structures) or temporary sanitary facilities shall be conducted on Town of Southold Purchase of
Development Rights land.
10. NO activities associated with this event including but not limited to parking, ingress/egress/access tent(s) or
temporary structures) or temporary sanitary facilities shall be conducted on Suffolk County Purchase of
Development Rights land without a permit issued by the Suffolk County Farmland Committee.
11. Issuance of this permit does not authorize in any manner the occupancy of any building exceeding the legal
limitations under the fire code or other codes which would prohibit such increased occupancy.
12. Access shall be provided for emergency vehicles, to all public assembly areas, all buildings, all work areas and
any additional area where emergencies may occur. Two emergency -fire exits and exit paths from the building(s) on
the property, to a public way or remote safe area, shall remain open and unobstructed at all times.
13. Owner assures that all fire, safety, building, and other laws will be complied with.
14. Music, when outdoors, is required to stop at the time specified in the permit. Placement of the speakers must be
in a location that affords the greatest protection from noise intrusion upon adjacent properties.
15. ADDITIONAL CONDITIONS:
ANY VIOLATIONS IN CONNECTION WITH THE CONDITIONS LISTED HEREIN WILL
TERMINATE THIS PERMIT.

Dear Ms. Weisman:
Enclosed is our special events permit application for the 2014 summer season for The Old Field
Vineyards. While this permit process is new, we are always interested in being in compliance
with the law.
We have three private events that may meet the criteria of Chapter 205 for the following dates:
July 12, August 24, and September 13.
The request for expedited review is due to the July 12 private event. Originally, I was of the
understanding that this event was a simple wedding ceremony only for a local family (Joann
Perry's — Vintage Tours — daughter and fiance. Ceremony only, no caterer, no tent, no
reception, no compensation, and therefore did not meet the criteria of the need for a special
event permit. I was informed earlier this month that I had the July 12 event and the August 24
event turned around.
I spoke with your office's representative at the end of last week explaining the mix up. She said
for me to get our expedited review request in quickly, and to include the ceremony only event
for the Perrys (which is now August 24), so that your office could determine whether a sixty
minute event, such as a simple wedding ceremony only, warrants a special event permit.
Now, the need to expedite is for the July 12 event, which is a full catered and tented event for
approximately one -hundred -forty guests. We would greatly appreciate your kind consideration
in this matter. We are making every effort to come up to speed on the requirements of the new
permits.

A Parking/Event Plan
1. Property Size: 22.2 acres, abutting Main Road & Bay Home Road. (See Exhibit 1).
2. Only structures in operation during course of the event are a party tent, cook's tent, and
bathroom trailer. Primary residence and other fixed structures are closed.
3. Party Tent, cook's tent, and bathroom trailer, as noted on aerial schematic, Exhibit 2, attached.
4. The front lawns, beach, and parking areas, as shown on aerial schematic, Exhibit 2.
5. Tent exits are clearly designated, as per tent vendor's permit with Town.
6. Fire extinguishers are mounted in Parry tent and cook's tent per tent vendor's permit.
7. Bathroom trailer located at the head of the parking area. See Exhibit 2.
8. Per Exhibit 2, the parking area is to either side of the private road with autos facing into the
vineyard rows. Private road area available for parking is 625 feet long by 80+ feet wide providing
space for more than 120 vehicles (60 per side).
9. Vehicles enter the property from Bay Home Road (one-way traffic flow), passengers are
disembarked at the ARCHES. At that point, if the bridal party chooses, a valet service moves the
vehicles to the parking area along the private road. At the conclusion of the event, all vehicles
are directed down the private road, some 1400 feet to exit onto Main Road, Route 25.
10. Music, live or DJ, is specified in the contract between the Vineyard and the bridal party. Music
for the ceremony at 413M may be instrumental (violin, piano, guitar, etc.) with speaker
amplification to be directed out over the water away from land. Likewise, by contract, music
under the tent requires the musicians' or DJ's stage to be at the vineyard side of the tent with
speakers facing out over the water. By contract, the Town's noise code not with standing, all
music amplification must be turned down at 10PM and turned off by 10:30PM. Any exception is
at the sole discretion of the senior representative of The Old Field, and must comply with Town
code.
11. Emergency access is via entry point at 1260 Bay Home Road. Entry is suitable for ambulance to
fire truck. Nearest fire hydrant is adjacent to property at bay end of Bay Home Road.
12. The caterer to the event is responsible for all refuse, trash, and garbage removal.
13. Tent lighting is provided by the tent vendor under contract with the bridal party. The Old Field
provides electrical service as needed. Other grounds lighting is permanently installed.
14. The bathroom trailer, alias porta-lu, etc. is located at the head of the parking area.

Since Vicki Toth is out of the office until July 2"d, I am forwarding to you for your review 4 applications to the ZBA office
for special event permits.
The first two, attached herein, required expedited review and are really just for your information. However, your
comments are certainly still welcome for our office files. The first is new Suffolk Waterfront Fund which, as a non-profit
using their own property to fundraise for their organization, is only required to have the permit because they are still
completing site plan approval and cannot park on site for their fundraising event . We have just received the letter we
requested from the New Suffolk School granting them permission to use the school owned playground for offsite
parking. Harbes was expedited because he failed to fill out an application for a wedding that McBurnie Tent is planning
for this Saturday, and failed to inform her that she should do so. McBurnie found out from Bob Fisher that this was
required. Now McBurnie knows that a permit is required for any future special events they wish to hold and so does Ed
and Monica Harbes.
Greenport Brewing Company is requesting weekend "special events" until they are able to fully open for business. They
are still completing site plan approval but have reached an agreement with the Planning Board to allow these events so
the business can have some income this season. The first event is to be held July 3`d. We are waiting for comments from
Planning confirming their agreement. The fourth is from Old Field Vineyards/Chris Baiz also requesting expedited review
for two weddings, July 12 and Sept 13th. He does not require a permit for August 24th (see his explanation). His 22 acres
are zoned R80 (special events like weddings that are for profit cannot be held on residential property) so legal/assessors
please look into his status as a "winery/vineyard/AC etc.

Hi Lu,
When you are in the office tomorrow afternoon could you please type in the attached conditions on the Greenport
Brewery special event permit application and go ahead and process it. Do we have any comments from Chief Flatley on
either this one or the Chris Baiz/Old Field app? My research with Heather Lanza shows that Old Field is a bona fide ag
operation and is protected by Ag and Market so Baiz can hold weddings on his property. You can also go ahead and
process that one too. I'll be in some time after 1PM to sign both. Then we should give both applicants a call to say their
permits are ready since the events are very soon and we have expedited their requests. I'll talk to you more about all
this when I am in the office.
