Box 1179 Southold, NY 11971 Telephone: 631 765-1938 Fax: 631765-3136 LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM John Bredemeyer, President Town of Southold Board of Trustees From: Mark Terry, Principal Planner LWRP Coordinator Date: August 19, 2014 Re: Proposed Administrative Permit for NICOLAS De CROISSET SCTM# 1000-117-10-19 Michael Kimack on behalf of NICOLAS De CROISSET requests a Wetland Permit for the demolition of existing dwelling, porch and foundation; construct new +/-1,213sq.ft. elevated two- story dwelling, and an attached +/-340sq.ft. deck with steps to grade; remove existing sanitary system and install new sanitary system; raise the grade over new sanitary and under dwelling using +/-150 cubic yards of clean fill; and construct new storm water management system. Located: 20 Third Street, New Suffolk. SCTM# 117-10-19 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed actions are CONSISTENT with the LWRP policies and therefore CONSISTENT with the LWRP. Policy 4.1. Minimize losses of human life and structures from flooding and erosion hazards includes the following sub -policy. 3. Move existing development and structures as far away from flooding and erosion hazards as practical. Maintaining existing development and structures in hazard areas may be warranted for: C. sites where relocation of an existing structure is not practical. The majority of the subject parcel is located within the FEMA flood zone VE and the remainder is located within the AE flood zone (see Figure 1. below). The recommendation was made considering the following: 1. Due to the size of the lot (0.225 acres) there is no ability to relocate the structure with adequate on- site sanitary systems outside of the VE (velocity hazard) flood zone. 2. The first floor elevation of the dwelling will be raised to 14.0' N. A. V. D. to mitigate storm surge/flooding impacts. Figure 1. Subject parcel. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action.
