LoGRANDE SCTM# 1000-137-4-17.1 The proposed action is located within a New York State Department of State Significant Fish and Wildlife Habitat Area, a New York State Critical Environmental Area and a Peconic Estuary Critical Natural Resource Area. Suffolk Environmental Consulting on behalf of MICHAEL F. & COLLEEN M. LoGRANDE request a Wetland Permit to reconstruct and reconfigure existing dock assembly by removing existing 4'x32' catwalk, 3'x14' ramp, two 5'x20' floats, and one 6'x16' float; and construct new 4'x64' catwalk; 3'x15' ramp; and a 6'x20' floating dock; install a gravel access area measuring approximately 15'x265'; and remove two trees along the existing fence line. Located: 555 Fleetwood Road, Cutchogue. SCTM# 137-4-17.1 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed actions are CONSISTENT with the Policy Standards and therefore are CONSISTENT with the LWRP. This recommendation is based on the following: . 1. A Wetland Permit (2272) was issued for a dock structure in a similar configuration in 1987. 2. The proposed reconfiguration would result in less structure in the water -body. In the event that the action is approved the following is recommended: 1. Clarify what type of decking that will be used on the catwalk over the saltmarsh vegetation. 2. Reduce access to 4' wide path pursuant to Chapter 275 regulations. 3. The determination of the length of the dock must include the dimensions of the vessel. The dimensions of a vessel are not specified. 4. All intertidal construction and excavation requires the installation of a silt boom that will retain all suspended sediments within the immediate project area. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. In addition, subject proposal will be in harmony with the "...beneficial use of a coastal location..." in that the legally created residential waterfront (i.e. coastal) lot will be enhanced by the reconstructed/reduced dock assembly in order to maintain access to the contiguous surface waters.
