Suffolk Environmental Consulting on behalf of ANTHONY ANNUNZIATA requests a Wetland
Permit to reconstruct existing wood bulkheading with four (4) returns with new using vinyl sheathing
that will measure 174' in overall length and will be comprised of a 20' northerly return, a 48'
northerly section (shortened to bring the bulkheading within the property), a 25' northerly ramp
return, a 25' southerly ramp return, a 36' southerly section, and a 20' southerly return; a 2"x24"
timber bulkhead cap; 6"x6" timber walers; 6"x6" timber clamps; 8"-10" diameter timber pilings; 6"-8"
diameter timber deadmen; and 6"-8" diameter timber lay logs; existing 13'x25' boat ramp is to be
reconstructed in-place; the existing northerly dock assembly is to be reconstructed comprising of a
3'x15' hinged ramp to a 6'x20' floating dock secured by four (4) timber pilings 8"-10" in diameter;
and existing 6'x13' southerly bait platform to be reconstructed in-place and secured by four (4)
timber pilings 8"-10' in diameter. Located: 2025 Bay Avenue, Mattituck. SCTM# 144-4-2
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation that
the proposed actions are CONSISTENT with the Policy Standards and therefore are .CONSISTENT
with the LWRP. This recommendation is based on the following:
No permits were found on file for the structures. The 1984 aerial photo set indicates that the
bulkhead and boat ramp structures may be in place at the time.(Figure 1), however, due to
clarity of the aerial photo, it is difficult to prove or disapprove. .
In the event that the action is approved, it is recommended that the Board require a
vegetated, non -turf buffer landward of the bulkhead. Further, all intertidal construction and
excavation requires the installation of a silt boom that will retain all suspended sediments
within the immediate project area.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

1. All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt

Applicant propose to reconstruct e existing Bulkheading & Boat Ramp, and the existing
Northerly Dock Asse & Soerly Platform.
The existing Bulkheading measures 169.0' in overall length and is comprised of a Northerly
Return (16.0' — current located off the property), a Northerly Section (51.0'), a Northerly Ramp
Return (25.0'), a Southerly Ramp Return (25.0'), a Southerly Section (36.0') and a Southerly
Return (16.0'). The existing Bulkheading is comprised of Timber Sheathing (T & G), Timber
Walers, Timber Pilings & Timber Cap. Any specifications concerning a backing system (i.e.,
Deadmen or similar) is unknown.
The reconstructed Bulkheading will measure 174.0' in overall length and will be comprised of a
Northerly Return (20.0'), a Northerly Section (48.0' — shortened to bring the bulkheading
within the property), a Northerly Ramp Return (25.0'), a Southerly Ramp Return (25.0'), a
Southerly Section (36.0') and a Southerly Return (20.0'). The proposed Bulkheading will be
comprised of Vinyl Sheathing (C -Loc or similar), Timber Walers (6" x 6"), Timber Clamps (6"
x 6"), Timber Pilings (8" — 10" �), Timber Cap (2" x 24"), Timber Deadmen (6" — 8" and

The existing Boat Ramp is to be reconstructed "in-place" (13.0'x 25.0'). f�
The existing Northerly Dock Assembly is comprised of a Platform (4.0' 8.0'), a Hing Ramp
(3.0' x 9.0') and a Floating Dock (6.0'x 14.0').
The reconstructed, Northerly Dock Assembly will be comprised of a Hinged Ramp (3.0' x 15.0')
and a Floating Dock (6.0'x 20.0'), secured by four (4) Timber Pilings (8" — 10" c ).
The existing Southerly Platform is to be reconstructed "in-place" (6.0' x 13.0'), secured by four
(4) Timber Pilings (8" — 10" �).

minimizes adverse effects of development. See LWRP Section III — Policies; Page 2 for evaluation
criteria.

Subject proposal is consistent with the policy in that the siting/utilization of the reconstructed dock assembly
and siting/utilization of the proposed reconstructed/reconfigured bulkhead will maintain the character of the
surrounding neighborhood which currently consists of many similarly -improved residential lots with similar
accessory structures (i.e. dock assemblies and bulkheading along James Creek). In addition, subject proposal
will be in harmony with the "...beneficial use of a coastal location..." in that the legally created residential
waterfront (i.e. coastal) lot will be enhanced by the reconstructed dock assembly in order to maintain access to the
contiguous surface waters and the maintenance of existing erosion control structure (i.e., bulkheading).
Accordingly, we believe that this project is consistent with this policy.

Subject proposal will not adversely impact the visual quality of the surrounding area in that the surrounding
area is currently comprised of properties improved with similar appurtenances (i.e. dock assemblies and bulkheads)
of equal, if not greater, size and scope. Scenic resources, assumedly views of James Creek, are not at risk due to
the reconstructed dock assemblies and bulkheading being typical of the. character of this section of waterfront.
Accordingly, this proposal will comply with Policy 3.
